ABOUT THE POSITION

The DAB, through direct delegation from the Secretary issues decisions under more than 60 statutory provisions governing Department of Health and Human Services (DHHS) programs. The Chair is responsible for exercising executive direction and leadership over the day-to-day activities and operations of the DAB, a staff division within the Office of the Secretary. In that capacity, the incumbent serves as a key advisor to DHHS leadership on adjudicative activities conducted by DAB Judges, adjudicative trends at the administrative appeals level and manages the Division's operations including strategic planning, assessment of objectives and results, and management of financial and human resources. Chiropractors are licensed independent providers who work as part of VA interdisciplinary teams including physical medicine and rehabilitation, primary care, pain management, other relevant medical and surgical specialties, and other relevant associated health disciplines. The Chiropractor provides examination, diagnosis, treatment, and management of non-operative musculoskeletal and neuromuscular conditions.

Major duties and responsibilities include, but are not limited to the following:

• Provides examination, diagnosis, treatment, and management of non-operative musculoskeletal and neuromuscular conditions.
• Develops plans, coordinates, evaluates, and integrates all program elements into a comprehensive chiropractic program for the medical center.
• Advisor and consultant to pain management service needs and assists with developing both short and long range continuous improvements.
• Develops and/or updates and implements appropriate policies, procedures, plans, and service agreements that guides and supports the Chiropractic Patient Care Services.
• Recommends requests for program space, staffing, equipment, operational supplies, etc.
• Performs outpatient musculoskeletal and neuromuscular diagnoses and treatments that emphasize function, rehabilitation, and injury prevention and patient wellness.
• Demonstrates expertise in assessing and treating referred patients with physical dysfunctions due to orthopedic, musculoskeletal and/or neuron musculoskeletal disorders of the spine, peripheral joints, and soft tissues such as sprains/strains, disc herniations, degenerative, developmental, and acquired conditions of the spine and extremities.
• Clinical responsibilities that include ordering diagnostic studies and establishing a treatment plan based on interview, clinical findings and study results.
• Exhibits leadership in initiating changes in patient care programs based on current concepts and research study findings.

This is not a remote position. Department of Veterans Affairs requires that all Senior Executive Service and Senior Executive Service Equivalent employees report to work at a VA-owned or leased facility five days per bi-weekly pay period. The Deputy Chief Officer (DCO), Specialty Care serves as Deputy to the Chief Officer, Specialty Care Services for all program function oversight to include delivery of services, assessment of services, and outcome analysis relating to Anesthesia, allergy & immunology, critical care, cardiology, dermatology, diabetes and endocrinology, gastroenterology, genomic medicine, hepatitis, HIV, infectious disease, neurology, hospital medicine, pain management, oncology, ophthalmology, optometry, podiatry, molecular medicine, radiation oncology, rheumatology, and sleep medicine.

The DCO provides national leadership to and has advisory and consultative responsibility for these programs and their initiatives. Additional responsibilities include developing short and long term goals consistent with VA and VHA's mission, strategies, and goals.

• Organize and direct the Occupational Medicine and Preventive Med program.
• Supervise and evaluate Occupational Medicine personnel in the clinic at the medical treatment facility.
• Inspect facilities and conducts periodic audit of Occupational Safety and Health Administration (OSHA) programs for compliance with regulations.
• Provide medical assessment, diagnosis, and treatment according to standardized medical protocols for occupational and non-occupational illnesses.
• Prescribe pharmaceuticals in compliance with DHA privileges for Nurse Practitioners and Physician Assistants.

IMPORTANT NOTICE: This is a temporary promotion, not to exceed 120 days. Employees will receive the pay and benefits associated with the promoted grade until the end of their term of service. Duties Include (but are not limited to):

• Supervises all areas of food production and service including food preparation, nourishment, tray delivery and retrieval, making rounds on the patient wards, meeting ward personnel and taking corrective action for any problems that might arise on the floors pertaining to food service. Receives and inspect deliveries. Requisitions all supplies needed for the different areas in Food Service.
• Responsible for efficient overall sanitation throughout Nutrition and Food Service. Conducts menu conferences, completes schedules assignments, cold prep sheets, record temperatures and completes tray assembly area report. Monitors/assures that proper procedures are carried out in the Diet Communication Center.
• Prepares performance ratings/competencies for all employees under his or her direct supervision. Closely supervises work performance of employees under his/her supervision and discusses work performance and problems with them. Checks employees on and off duty. Monitors tardiness and attendance of employees under his/her supervision and provides guidance to the employees. Makes necessary adjustments in assignments to make sure work is completed.
• Works under the immediate supervision of the Cook Supervisor/Team Captain and is accountable for the quantity and quality of the work done. Carries out the responsibilities of the position within general instructions, standard procedures and established policies such as VA and hospital regulations, quality assurance monitors, procedure manuals, diet manuals, training guides, menus, etc.
• Embodies the concepts of Customer Service and emphasizes it's importance with employees in the performance of one's duties. In emergency situations, establishes priorities in the daily operation, this requires using employees available which may be less than originally scheduled and starting and completing all operations in the allotted time.
• Defines the standards of quality and quantity to be met; instructs subordinates on difficult work operations; reviews work while in progress or on completion to ensure the correct portion sizes, serving dishes, etc., have been used.
• Changes work plans, work assignments and methods as necessary to reduce or control costs and to accomplish the work of the unit as effectively as possible in both usual and emergency situations.
• Serves as a member of the in-service training team by providing individual and/or group instruction for employees in the correct care and maintenance of food service equipment. In this capacity he meets regularly with other Engineers from the VISN and VA Leadership from the Office of Capital Asset Management. The Chief Engineer provides an interface between the facility, the VISN, and VACO.
• The incumbent provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource (CAPRES) Survey, Deferred Maintenance, management of an engineering department, and a myriad of engineering related topics. This position is also called upon to mentor newer engineers and help them learn the things they need to know to manage an engineering department.

Registered Nurse's on Inpatient Medical Telemetry units provide prescribed medical treatment and personal care services to ill and injured veterans. The nurse must have knowledge and actively participate in unit/program level quality improvement processes and initiatives as well as customer service programs. The Inpatient Medical Registered Nurse is able to deliver technically competent care to patients with complex needs independently and with assistance from mentor/preceptor.

Duties include but are not limited to:

• Documenting observations, assessments, and changes in patient's condition.
• Managing telemetry patients.
• Collaborating with health team members to facilitate positive patient care outcomes.
• Providing a full range of nursing care to patients with a variety of complex physical and/or behavior problems.
• Possess the ability to analyze critical conditions, recognize appropriate monitoring and critical thinking skills to provide the patient population with the correct medical treatment plan.
• Administers medication and procedures per established policies and guidelines.
• Active participation in staff and interdisciplinary care meetings.
• Identifies the application of research based material to implement best practices within the unit.
• Caring for patients before and after invasive procedures in which patients receive moderate sedation or anesthesia such as cardiac catheterization or general surgical procedures.

Duties include, but may not be limited to the following:

• Distributes and balances workload among employees in accordance with established workflow or job specialization and assures timely accomplishment of assigned workload;
• Monitors status and progress of work and makes day-to-day adjustments in accordance with established priorities;
• Maintains current knowledge and answers questions of other employees on procedures, policies, directives, or other guidelines as necessary and obtains needed information or decisions from supervisor on problems;
• Maintains stock at primary and secondary inventory locations for all clinical and administrative services, including pulling stock inventory and material from inventory for delivery, replenishing stock inventory, interacting with customers to resolve issues, maintaining records on stock levels, etc.;
• Performs inventory using bar code equipment and resolves differences between records and physical count of stock;
• Ensures areas are cleaned in accordance with aseptic principles as published in infection control guidelines, local Standard Operating Procedures (SOPs), and Joint Commission standards as scheduled;
• Receives supplies and materials into the catchment area including unpacking/uncrating supplies from shipping cartons; storing supplies and materials; and ensuring sterility and integrity of the supplies and material as well as the data integrity of the inventory management system; and
• Works with clinical and administrative customers as well as outside vendors with tact and diplomacy to coordinate work activities and resolve operating issues pertaining to supply management requirements.
