The United States Space Force (USSF) Space Systems Command (SSC) 2nd Range Operations Squadron at Vandenberg Space Force Base, CA is searching for a Range Engineer (NH-0855-03, GS 12/13 equivalent).

Description:
As Range Engineer you would serve as the lead government technical expert for all Western Range instrumentation assets supporting launch and test operations and are at the forefront of emerging technologies and expanding test and launch needs of the DoD/commercial industries. This is a unique position that combines detailed mission planning and technical understanding with real-time console support. You serve as a subject matter expert for a wide range of instrumentation including telemetry, radar, command transmitter and communication systems and how this system of systems interfaces with launch and test users at the Western Range. This knowledge is used to aid in making time critical decisions on console to direct actions to resolve issues and make recommendations to leadership during launch and test support, ultimately ensuring public safety and user requirements are met. You are also involved in the acquisition process for new instrumentation, providing operational technical inputs to these projects and oversee contractors and their support.

The ideal candidate should possess Bachelor of Science degree in Engineering, preferably Electrical or Systems. Familiarity with Western Range instrumentation systems such as telemetry, radar, command transmitter, and communication systems, or experience with similar systems. Operational console experience during launch/test operations. Strong problem-solving and analytical skills to make technical recommendations while under time critical situations. Root cause investigative experience desired. Highly self-motivated with ability to adapt and learn. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.

1. Accomplish initial planning functions to include facilities and equipment planning.
2. Review and evaluate suggestions involving equipment.
3. Ensure follow up is in place for facilities development.
4. Develop/revise standards for Equipment to track and maintain life cycle usefulness.
5. On new and proposed weapon system repair assignment, establish and identifies the common, Air Ground Equipment (AGE) and maintenance Ground Equipment (MGE) requirements.
6. Provide technical guidance and coordination on unusual technical problems (for equipment) encountered during the production cycle.
7. Value Engineering Techniques will be used to: Examine high volume/high value components for design changes, depot repair procedures, substitution of equipment, etc.; to investigate processes and repair procedures for improvement; to design adequate tooling for depot operations not covered by technical data and provides adequate fixtures and equipment for direct production support.
8. Support the Production Supervisors in production meetings and assist in identifying significant issues.
9. Comply with and assist in implementing Command standard business practices, policies & procedures.

• Develop System Engineering Plans, policies and procedures related to utility helicopters such as Rotorcraft, in accordance with DoD, Army, industry and academia best practices.
• Integrate all systems engineering tasks to effectively implement disciplined systems engineering process and procedures throughout all acquisition phases of the assigned subsystem, system or system of systems acquisition.
• Interface with contractor counterparts to ensure constant and current flow of information to all parties for systems engineering and integration.
• Provide life cycle of utility helicopter architecture assistance to the Project Manager, or Product Manager associated with acquisition of subsystems, systems, and system of systems.
• Serve as the Product or Project expert on systems engineering and utility helicopter architecture modeling tools and standards.
• Serve as advisor to all Project Leaders, Product Managers, and Project Management personnel on matters related to systems engineering and associated processes.

• Provides extensive environmental expertise to manage assigned environmental projects or programs through application of professional knowledge and skill in Environmental Engineering practices, processes and techniques.
• Responsible for executing assigned projects or program element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
• Provides advisory services on specific problems, projects, programs, and functions in assigned program area. Serves as the installation's most knowledgeable technical consultant on environmental compliance laws and regulations.
• Complies with health, safety, and environmental rules and procedures and performs work that enhances the safety of the work environment.

• Performs Broad Range of Multidisciplinary Professional Engineering Work to Enable Technically Adequate Test. Applies expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to advance operational testing.
• Technical Expert for Assigned Operational Test Programs, Identifies Test Capability Shortfalls, Proposes Solutions to Enable Current and Future Test.
• Performs Research and Analyses to Support Advocacy of Future Test Capability Infrastructure Solutions. Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.
• Participates in Planning Conferences, Test Events, Prepares Reports, and Conducts Technical Presentations.

1. As a Subject MAtter Expert (SME), develops business case for automatic and programmable test depot equipment. facility systems, and utilities; and for upgrade, repair, and maintenance requirements of each.
2. Develops, manages, and conducts engineering and technical group related training program. Regularly assets training needs to meet mission requirements.
3. Maintains surveillance over construction contractors to ensure overall compliance with contract specifications, schedules. etc.
4. Takes the lead in performing project management planning, design, and troubleshooting work for establishing new industrial workload plans and for modifying existing workload layouts as needed.

• Originate mechanical designs to implement experimental installations. Evaluate design changes and modifications to on-board systems, and devise or approve test procedures to determine operational suitability of systems.
• Determine the structural integrity and adequacy of the aircraft within the design and/or maximum safe flight envelope. Determine specification compliance and mission suitability for assigned experiments aboard the aircraft.
• Make recommendations for resolutions to modifications to accommodate research requirements without affecting the air worthiness of the aircraft.
• Advise inspectors on which assemblies or systems have been fabricated or modified, and the results expected from these extensive modifications or fabrications.
• Participate with the crew chief in studying pending modifications or installations to determine necessity for repositioning or removing existing equipment, lines or tubes, or modification of mounts and braces to accommodate flight research systems.
• Recommend where to install experimental components, assemblies, or system for operational compatibility with other systems.
• Assemble and test components to assure research requirements are achieved. Make final acceptance/rejection recommendations after resolving problem areas and negotiating required modifications.

Key Role:

Develop and apply advanced mechanical engineering design methods, theories, and research techniques in the investigation and solution of complex and advanced technical problems. Design plans for heating, ventilation, HVAC, and other mechanical systems. Act as Subject Matter Expert for the execution of various construction plans about mechanical systems. Plan, conduct, technically direct, and evaluate projects or major phases of significant projects and coordinate the efforts of engineers and technical support staff. Analyze, evaluate, and plan methods of approach and organize means to achieve solutions to complex technical problems. Conduct investigations and tests of considerable complexity and review literature, patents, and current practices relevant to the solution of assigned projects. Recommend corrections in technical applications and analyses. Evaluate vendor capabilities to provide required products or services. Provide technical consultation to other organizations and work leadership for more junior employees.

Basic Qualifications:

• 5+ years of experience with mechanical engineering
• Knowledge of A/C Direct Digital Controls (DDC) systems and Supervisory Control and Data Acquisition (SCADA) systems
• Knowledge of the development of professional-level correspondence and the management of programs
• Knowledge of DoD, Navy, or Marine Corps policies and regulations related to facilities planning, engineering, and operations and maintenance projects
• Ability to obtain a security clearance
• Bachelor's degree in Mechanical Engineering

Additional Qualifications:

• Possession of excellent oral and written communication skills
• Possession of excellent customer service skills due to daily interaction with various levels of rank, authority, and positions, both military and civilians
• Secret clearance
• Master's degree in Engineering
• PE License

The Opportunity:

Are you looking for an opportunity to combine your technical skills with big picture thinking to make an impact in Nuclear Weapon System Safety? Our team analyzes and evaluates Air Force nuclear weapon system design to support nuclear safety and certification. You’ll leverage your expertise in system safety, applying scientific and engineering principles, criteria, and techniques to identify and assess weapon system safety hazards and inform nuclear design certification of these systems.

As a systems safety engineer on our team, you'll contribute to a dynamic team of government client and contractor staff while evaluating the comprehensive nuclear safety of the client's mission. You’ll work to develop contract deliverables, including Technical Nuclear Safety Analyses (TNSA), Independent Nuclear Safety Evaluations (INSE), and technical research papers. You'll analyze design data, develop written deliverables, and assist with presenting results and reviews of weapon system safety artifacts to verify compliance with applicable government requirements. You'll conduct these tasks following established plans and quality standards, with the freedom to improve processes and advance the discipline of nuclear safety.

You Have: 

• 5+ years of experience in an engineering role

• 3+ years of experience with system safety engineering

• Experience performing system safety analyses, including hazard analysis, fault tree analysis, probabilistic risk assessment, failure mode effects, and criticality analysis

• Experience analyzing engineering data, including specifications, models, and drawings

• Experience using Microsoft Office programs, including Word, Excel, PowerPoint, and Outlook

• Ability to communicate advanced concepts in engineering clearly and translate to non-technical individuals

• Ability to obtain a security clearance

• Bachelor’s degree in Mathematics or Engineering

Nice If You Have: 

• Experience with SysML

• Experience with requirements traceability

• Experience using Model-Based Systems Engineering (MBSE) and SysML

• Experience with explosive safety

• Experience creating verbal and written communication products for clients, including analysis reports, presentations, and whitepapers

• Knowledge of DoD and AF Nuclear Surety Policy

• Possession of excellent leadership skills in a technical team environment

• Master’s degree in Engineering

Basic Qualifications: 

• 5+ years of experience with project management of facility or utility projects
• Experience with DoD agencies, including the Air Force
• Experience with using Microsoft Office, including Word, Excel, and PowerPoint
• Knowledge of project and program management principles as they apply to utilities, infrastructure, and facility construction
• Ability to develop project status reports and business correspondence, including memos, letters, email, spreadsheets, slides, and various presentations as needed
• Ability to obtain a security clearance
• Ability to multi-task and handle several projects at the same time
• Bachelor’s degree in Electrical Engineering

• Knowledge of the overall mission, organization, functions, capabilities, administration, and operation of the Air Force
