Job Description
The Consultancy section provides a wide variety of services for the Council. These include the design and maintenance of bridges and structures, road design, flood risk management and work for other sections within the Council. In addition there are statutory duties to be carried out such as bridge inspections.
The team leader role involves providing technical expertise in delivering capital and revenue schemes for the Council, primarily relating to bridges and structures. The team also takes on projects in the field of building design, harbour maintenance and ground engineering.
The role includes building and leading a team that contributes to the Council’s responsibilities in relation to the maintanence of the bridgestock, as well as managing and delivering other projects from feasibility through to construction.
It is important that the successful candidate not only has excellent technical skills but must have excellent communication skills that will help facilitate good working relationships within the team and other sections within the Council.
The successful candidate will participate as a member of the Consultancy Service Management Team and will represent the Council as a member of the SCOTS Bridge Group.
The ability to adapt to new procedures and new systems will be essential to the way we work and the development of the service for the future.
Requirements
• Civil and structural engineering related studies, design, supervision and project management.
• Asset Management
• Project Management and Financial Planning and Monitoring
• Council Policies, Plans and Procedures and Democratic Services
• Personal and Team Development - contributing to the running of the section, giving technical support to others, supervisory duties.
The Individual
Knowledge and awareness of construction methods and design procedures. Significant recent structural engineering experience. Project and people management
Degree in Civil Engineering or equivalent construction related discipline with a significant element of structural engineering design.
Adaptable. Resourceful. Familiar with general-purpose software such as, word and excel. Track record of developing good relationships in teams. Working knowledge of AutoCAD. Effective people management skills.
Effective analytical and numerical skills. Experience of the design and maintenance of bridges and highway structures including management of the bridgestock. Project management and contractual issues in relation to contractors, consultants and the like. Technical report writing. You will be expected to travel efficiently and effectively between various locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray, this is normally undertaken by use of a car/van
Leadership skills and ability to communicate clearly with a range of customers and stakeholders. Collaborative approach and team building.
A proportion of work will be outdoors. Ability to work flexibly to meet the needs and demands of the service. Ability to work in a shared office. Ability to work in different offices dependent on service requirements.
