Job Title: IT Project Manager

Salary Range: £45,000 - £55,000

Location: CITB, Peterborough

We're seeking an experienced IT project manager, with technical exposure to support the ongoing transformation of our internal systems and services used by both our internal teams and accessed by external and industry partners. We are looking for candidates with experience in ERP and Public Sector Shared Services.

CITB operates a hybrid working from home and head office in Peterborough policy, with approx. one day in the office per fortnight with additional travel to external sites and parties as required.

Role Purpose:

The role of the project manager is to support successful change by leading projects within CITB, ensuring their effective planning to deliver technology focused change activities.
The role involves working with both internal and external stakeholders, as required, to ensure projects are delivered to agreed cost, scope, and timescales, realising their agreed benefits.
Reporting to the IT Service Manager, this role works closely with the Change Managers, the Data and Information Manager, programme and project support staff provided by the Enabling Partner or external partners.

Key responsibilities and accountabilities:

The initiation, development, governance, and management of technical and change projects through the production of realistic, deliverable plans, including management of project budget and resources to ensure outputs are delivered within agreed levels.
Active management and decision making in respect of project risks/issues and communications with stakeholders within agreed tolerances to ensure expected outputs are achieved. Using influencing and diplomacy skills to be able to achieve the right outcome for the project, working with others effectively across other teams in order to achieve synergies.
Formation, management, and leadership of project teams as required, to create and maintain motivation in order to ensure focus on delivery is assured
Support the IT Manager, ensuring that projects delivered align with and to the wider CITB IT strategy. Horizon scanning, on emerging technologies that support its delivery.
Support the service management and wider change team strategy and aims of CITB as it pursues its IT strategy.

Knowledge and Experience:

Essential

Relevant professional qualification, such as APM or Prince 2.
Comprehensive knowledge of concepts and principles within own professional discipline, gained through broad and in-depth experience.
Basic knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline.
An understanding of how own business areas integrate to achieve the goals of CITB.
Analytical and problem-solving skills to be able to evaluate (mainly) factual information.
A passion and appreciation of technology implementations as an enabling force to support business activities.
A knowledge of Microsoft products including M365 and Azure.
Communication, influencing and diplomacy skills to be able to achieve the right outcomes.
Experience of the successful delivery of change projects impacting single teams/departments.
Experience in managing teams, involving, and including IT Partners and third-party suppliers.
Self-motivated and able to plan and organise own workload.
Experience of successful delivery of change projects across multiple teams.

Desirable

Level 5 coaching & mentoring.
Educated to degree level.
Experience in contributing towards programme planning and budgeting.

Job Title: Contract Delivery Manager

Location: Peterborough (Please note: work will be at an the onsite location some or all the time - up to 5 working days)

Salary: £55,000

Role purpose:

The Contract Delivery Team work together in partnership with the Enabling Partner (EP) and CITB Service Leads to support and enable the delivery of CITB service objectives and sustained high levels of service through the EP contract. The Contract Delivery team are the pivotal link between the business and the supplier and are responsible for managing all elements of the contract to agreed contractual specifications and service levels. This central team are responsible for ensuring service protection, business continuity, benefits realisation, good customer service and the smooth delivery of change.

Key responsibilities and accountabilities:

1. Responsibility for the management and delivery of the EP contract for specific service areas. Full understanding and governance of the agreed contractual terms and conditions to ensure that all SLA’s, KPI’s and SPIs are respected and delivered on a monthly basis.

2. Provide CITB’s first response to escalations and incidents. Own and resolve problems or escalations in line with customer’s expectations ensuring full understanding and compliance with EP contract and consistency on advice.

3. Challenge both CITB & EP where needed and have honest, transparent conversations where delivery fails to meet expectations and obligations. Determine mitigating actions and improvement plans and ensure that these are successfully implemented and delivered within agreed timelines so expected service levels are achieved.

4. Analyse service and contract delivery qualitative and quantitative performance to provide assurance to CITB Service Leads. Identify key trends and insights as well as issues, together with actions taken and planned. Source, analyse and interpret management data and articulate findings and recommendations to Service Leads.

5. Maintain strong supplier relationship with all Service Leads and stakeholders within CITB and SSCL. Collaborate effectively with and utilise developed interpersonal skills and customer service to develop on-going relationships to support the overall successful delivery of the EP contract through the relevant services.

6. Work with the relevant CITB Service Leads understanding the service vision and drive continuous improvement of the service delivery through the EP contract to meet customer needs.

7. Effectively communicate and champion the vision and benefits of the EP contract, aligned to the aims and objectives of CITB; ensure that this strategy and ways of working to support this strategy are understood throughout CITB.

8. Responsible for the Governance of the EP contract, identifying gaps and developing appropriate training or action plans to mitigate. Improve knowledge across the CITB and EP teams to ensure a consistent and aligned interpretation of service delivery.

9. Understands & reviews business requests for EP service enhancements or change requests and undertakes cost evaluation, business need and prioritisation

10. Set EP service level and cost-based agreement on understanding of the benchmark service level and cost for service in the industry

11. Understand and support business continuity through the EP contract, including risk and recovery plans to be able to effectively support the Service Leads in the event of an incident.

Your new role
As one of the stakeholders within the Anglian Water framework, they provide both design and construction services across the whole of Anglian Water's region, which is the largest by geographic area in the UK, stretching across Lincolnshire and East Anglia. Work is mainly focussed on clean water infrastructure (water mains), but also includes wastewater infrastructure and both water and wastewater non-infrastructure projects, such as treatment works and pumping stations.

They are now looking for a Senior Quantity Surveyor to join the team, reporting into the Commercial Manager for the commercial and cost management of a project or programme of projects from inception through to close out. You will be commercially conscious to the delivery team, providing commercial support to both the delivery management and on-site delivery teams.
Responsibility to ensure that operations are carried out to control costs, maximising value, minimising future liabilities and maintaining the required standard of quality and safety.
Working as part of a delivery team providing commercial challenge and recommending actions to achieve and create an environment of out performance.
As Senior Quantity Surveyor, some of the key duties include:

• Assist the programme area estimating team to ensure robust estimates are provided that align to scope and make allowance for risks and opportunities including any necessary analysis, transfer of data to procurement system and cost base.
• Subcontracts are properly prepared & reflect agreed scope. Subcontracts are properly managed in accordance with contract requirements including compliance with all responses to communications, payments, early warnings, compensation events, programme submissions etc., that all contract files are maintained & kept up to date.
• Work closely with the procurement team, Construction Manager and Project Delivery Manager to develop & monitor procurement strategy.
• Work closely with the site team attending site regularly to ensure they are aware of and can manage the allowances and outputs, provide robust challenge to achieve outperformance, communicate change control and escalate when necessary.
• Accurate live forecasting taking into account the programme and reporting in accordance with the respective work breakdown structure / cost breakdown structure.
• Actual costs are monitored and assessed against baseline, value of work done, solution cost progress, affordability challenges and final outturn calculations, reporting either weekly or otherwise as agreed with the Commercial Manager.
• Provide reports on actual costs vs. estimate & identifying underlying reasons for any variance & resolutions, in particular highlight, challenge & resolve variance to latest plans.
• Work with the delivery team to assist with project and programme risk mitigation plans are considered, put in place and administered.
• Ensure that the Framework Contract is properly administered, including timely issue of early warnings.
• Any inadmissible costs are not included within the project/programme of project costs.
• Final accounts are prepared timely and accurately.
