The major duties of the Administrative Office in Facilities Management includes but is not limited to the following:
Budget Guidance and Administration
The incumbent develops the need for and maintains an awareness of available resources, and makes recommendations to FMS management regarding needs, distribution or redistribution of these resources. The incumbent is responsible for a large number of fund control points. Gathers and analyzes budget needs of FMS and initiates all phases of budgeting within administrative requirements. Plans a system of internal control that assures the fiscal management of FMS will be maintained on a sound basis. Incumbent is responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses.
Direction/Long-Range Planning
Develops both long and short-range policies and plans for FMS by coordinating with the medical administration needs of the Medical Center. Provides formularized planning direction for FMS and is responsible for development and implementation of policies and procedures. On major issues, the incumbent defines the goal to be met, envisions alternative policies, recommends a course of action, and implements the alternative chosen. The incumbent recognizes the need for new policies and brings such policies to the attention of FMS management. The policies and procedures dealt with are for all of the various aspects of FMS, including budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, and space utilization.
Program Administration
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Administers space and equipment programs. Establishes Human Resources, equipment, and space policies for FMS. Incumbent serves as a key figure in staff utilization assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration including knowledge of personnel operations. Responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. Incumbent is authorized as the certifying official for OLCS (on-line certification system) for orders of supplies, services, and equipment.
Due Process
Discusses, investigates, and provides advice and/or responds to employee grievances and dissatisfactions in order to resolve conflicts. Incumbent advises and/or may represent FMS management at labor management meetings, provides information, and helps to resolves conflicts and problems that may arise. Incumbent listens to problems and concerns of FMS employees.
Accreditation Program Administration
Administers FMS reporting and evaluation requirements associated with the accreditation of the Medical Center. Establishes procedures to meet unusual or unique standards. Incumbent is fully aware of quality assurance aspects and assembles and monitors current required materials to assist FMS management in satisfying requirements.
Quality/Productivity Goals
Administers the internal review, quality, and productivity initiatives for FMS. Establishes unique or complex quality and productivity programs. The incumbent develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities.
