Major Duties:

The primary purpose of the position is to provide administrative information and assistance to staff, supervisors and managers of the Outer Banks Group. The incumbent will provide customer service and support for the practical and technical aspects of office administration. This includes human resources, budget, acquisition, and property management, and other administrative support services. This position in large part supports work remaining in the Parks after the implementation of the Serving Human Resources Office (SHRO). This series includes performing clerical assistance or technical work that requires knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines.

AREA INFORMATION:

The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The area is a beach destination. The beaches, as well as Albemarle and Pamlico sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. DUTIES FV-H:

Accomplishes a broad range of actions required to support the organization's administrative programs, which include (but not limited to) financial management,, time and attendance, travel, administrative program management, office administration, management information systems, office management, property management, security administration, program and process analysis, and procurement.

Provides advice and counsel on the operation of assigned programs and the interrelationships of such programs.

Serves as a liaison between assigned district and ATS peers, service area offices, human resources and other support lines of business within the FAA to accomplish assigned functions.

Serves as the district's focal point for personnel activities. Initiates personnel and administrative actions involving recruitment, transfer, temporary assignments, promotions, etc.

Collaborates with managers, service area personnel and human resources to coordinate recruitment requests and request assistance with policy/procedure issues and to resolve specific problems.

Records, monitors, reports and maintains staff level statistics, to include authorization, actual on board and projected staff levels for varied position groups geographically disbursed throughout multiple operational facilities.

Coordinates with budget office regarding preparation of budget estimates, justification statements, and budget execution plans, including such matters as the distribution of allotments and availability of budgetary funds for program purposes.

Records, monitors, reports and maintains financial management data for tracking obligation and expenditures of funds throughout the execution phase of the operating budget cycle.

Performs an analysis of budget requests from subordinate organizations.

Provides guidance to office on travel regulations and ensures the office's travel practices meet established criteria.

Initiates or reviews all procurement requests for equipment, services, furniture and other items as needed. Ensures justification of requested items meet criteria for expenditures.

Ensures effective management of assigned agency property. Ensures internal control of property by conducting property inventories periodically.

Applies wide knowledge of management principles, organizational theory, and administrative practices and procedures common to organizations

Knowledge of FAA procedures, rules, and regulations governing a wide variety of administrative programs such as, travel, logistics, procurement, directives, forms, and records management, etc., in order to independently perform duties in these areas. Knowledge of FAA's financial processes in order to conduct reviews and analyses of assigned programs fiscal status.

G BAND DUTIES: At the G, incumbent performs the same duties as the FV-H; however, duties are performed with greater supervision and oversight from a higher level employee(s).

• Composes routine correspondence to include administrative matters, letters of acknowledgment, general office policies, acceptance of invitations, and cancellation of conferences.
• Uses word processing and other types of software to process and produce a wide range of documents, some of which require complex formats, in support of the office automation functions.
• Manages the Branch Chief's and subordinate Supervisors' calendars and coordinates the calendars with Executive Office requirements, senior leader calendars, and other mission events.
• Provides support for the development and monitoring of the Branch training plan.
• Prepares Purchase Request and Commitment (PR and C) forms for Branch training requests .

• Provide secretarial support to the Executive Officer, Deputy Commander and/or Commander and also to a select group of one or more small offices.
• Receive and screen visitors to certain supported offices; ascertain their business, arrange appointment, take messages and refer visitors to other staff members.
• Make travel arrangements, including itineraries, reservations, and vouchers for the Deputy Commander and Executive Officer.
• Coordinate and make arrangements for conferences.
• Assist in formulating and updating the budget of the Executive Office and supported group of small subordinate offices.
• Perform office automation duties involving several types of software packages to produce a wide range of narrative, statistical, and graphical documents .
• Utilize financial management software to input annual operating budget for the Executive Office and several of the subordinate offices and to process various other actions.

• Analyze Office of Management and Budget (OMB) directives or agency guidelines.
• Provide technical guidance on all aspects of budget areas to agency officials or managers.
• Prepare all budget phases that occur within the complete budgetary cycle.
• Develop budgetary actions within each phase of the budget cycle i.e. general operating expenses, budget execution, presentation, implementation, etc.
• Review long-range budget/program requirements to ensure adherence with Congressional intent or established departmental policy.
• Maintain reimbursement reconciliations for both current and prior years.
• Identify impact of new/revised budget legislation, policies, or program requirements.

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Provides overall direction and coordination of Program administrative activities. Develops and implements administrative policies in consultation with the Program’s Management.
• Applies and executes financial, procurement, property, personnel, and administrative policies and systems as they relate to the Program and Divisions.
• Ensures that Science and Technology administrative and program policies are uniformly implemented to achieve objectives.
• Participates in the overall management improvement program of the Agency, Department and OMB, utilizing budgetary controls to improve management whenever and wherever possible.
• Plans, organizes, coordinates, and conducts analytical studies to identify and examine program, administrative, and resource management trends and problem areas.
• Organizes workload to incorporate analysis, interpretation, and dissemination of key information in support of Program officials.
• Consults with all levels of management and other federal agencies. Establishes and maintains liaison with program directors and works closely with their representatives.

Your new role
To administer, manage, and reconcile all aspects of assigned Supplier Accounts, ensuring processes are followed and all supplier accounts are up to date, accurate and paid in a timely manner, ensuring audit & process compliance.

• Sorting post, dealing with exceptions and any urgent requests, queries, particularly on stop accounts.
• Register Purchase Ledger and Sub contract invoices & credits daily (some will be subject to CIS tax & Reverse Charge VAT).
• Overhead invoices registered and forwarded for authorisation.
• Query resolution monitoring and control.
• Supplier reconciliation (preferably in excel format) to be performed in line with KPI's.
• Chase any missing invoices or credits with vendor and request a copy.
• Accounts Payable Journals - to correct errors etc.
• Direct Debits - Reconcile account, process documents & match against payments taken directly from our bank account.
• Ensuring the supplier email address recorded in the system is up to date and correct.
• Select suppliers for weekly payments (from list provided), check and authorise payment proposal list, when authorised by Manager execute for payment and pass to Treasury.
• Providing remittance information to vendors as and when required.
• In time - to be able to cover for colleagues in their absence, e.g. subcontract ledger (Certifications), cash postings, and Sales Ledger invoices and valuations - skills dependant.
