JOB SUMMARY:

The Accounting Manager is responsible for managing and overseeing the daily operations of

the Accounting Department. This includes the preparation of financial reports, ensuring compliance with accounting principles and regulations, and leading a team of accountants. This role will require strategic planning, financial analysis and collaboration with other departments to ensure timely and accurate financial information.

KEY RESPONSIBILITIES:

1. Financial Reporting:

• Ensure compliance with Accounting Standards (as issued by MASB) and other relevant accounting standards where applicable, including IRB requirements.
• Prepare, review and analyse financial statements (Balance Sheets, Income Statements and Cash Flow statements).
• Prepare periodic financial reports (monthly, quarterly and annual).

2. Accounting Operations:

• Manage the accounts payable, accounts receivable, payroll, general ledger and other daily operations of the Accounting Department.
• Monitor and reconcile bank accounts and ensure accuracy of financial transactions.
• Implement and maintain internal controls to safeguard company assets and ensure financial accuracy

3. Compliance and Audit:

• Ensure compliance with federal, state and local financial regulations and tax laws.
• Coordinate with external auditors during annual audits and assists in the preparation of audit documentations. Able to prepare tax returns, which is in compliance with payment, reporting and other tax requirements of IRB (Inland Revenue Board).

4. Budgeting & Forecasting:

• Assists in the preparation of budgets and financial forecasts
• Analyze budget variances and provide recommendations of costs control and financial improvement.
• Knowledgeable in Annual Government budget and advice management accordingly in regards to changes or incentives in areas which may impact the organization.

5. Financial Analysis:

• Perform financial analysis to support business decisions, including variance analysis, trend analysis and cost analysis.
• Provide insights and recommendations based on financial data to support strategic planning.

6. Process Improvement:

• Identify opportunities for process improvements within the accounting function and implement best practices.
• Streamline accounting processes to enhance efficiency and accuracy

7. Team Leadership:

• Supervise and mentor accounting staff, including setting performance goals, conducting performance reviews and providing training and development opportunities.
• Coordinate work assignments and ensure efficient workflow within the accounting team.

8. Collaboration:

• Work closely with other department, such as operations, and management to provide financial information and support decision-making.

• Leads the team in identifying problem areas and researching and analyzing information that results in new project proposals which have a significant impact on SSA’s operations and/or save Agency funds in its programs and operations.
• Reviews completed work and written products to ensure that instructions, priorities, deadlines, and quality standards are met. Identifies work products that do not meet established standards, referring unusual situations to the Division Director.

• Provides support for accomplishment of the agency strategic plan. Emphasizes DCAA's vision and goals to office.
• Serves as the Manager in an office responsible for the supervision, conduct, and accomplishment of the audit program plan, managing workforce and workload imbalances.
• Supervises personnel including supervisory auditors and administrative staff. Promotes teamwork and cooperation within the office. Fosters effective relationships with contractor representatives and government officials. .
• Reviews audit reports and working papers to ensure that the reports are timely, responsive and comply with Generally Accepted Government Auditing Standards (GAGAS) and agency standards. Approves and releases audit reports.
• Ensures the subordinate staff's proficiencies include targeted technical audit areas, interpersonal skills, teaming efforts, and/or individual office training needs that best meet the Agency's mission, program requirements, and resourcing needs.
• Performs a variety of administrative human resources responsibilities within the FAO, such as, planning, monitoring, organizing, and developing the staff.
• Appraises subordinate supervisors' and other direct reports' performance and promotion potential and reviews appraisals prepared by subordinate supervisors.
• Makes or approves selections for non-supervisory positions and career promotions and recommends selections for supervisory positions. Resolves employee complaints or problems not resolved by audit teams and administrative supervisors.
• Initiates or effects disciplinary actions such as warnings, reprimands, suspensions, and removals.
• Coordinates with RAM regarding any unresolved issues involving supervision of employees.

Performs highly complex managerial work administering the daily operations and activities for the Program Review Branch, utilizing the Generally Accepted Government Accounting Standards (GAGAS) or other auditing standards adopted by the Federal Bureau of Prisons.

Manages the activities of staff auditors, ensuring the collection, analysis, interpretation, and documentation of information is sufficient to support audit results through reviewing and approving audit programs, priorities, scope, and methodologies for accomplishment of audit objectives; oversees audit activities to ensure all audit program steps are completed as planned; and monitors performance of audit activities to ensure accuracy of results in conformance with professional auditing standards.

Evaluates the results of audit findings and management responses to recommendations, timing, and extent of follow-up activities; oversees follow-up activities to ascertain if appropriate action is taken on reported audit findings; conducts quality assurance reviews of completed audits to ensure compliance with applicable standards; evaluates quality assurance reviews to identify potential improvements in operations; and identifies staff development needs and prepares and presents training to improve staff performance in conformance with professional auditing standards.

Develops training materials and presents training to internal auditors, field staff, and agency leadership.

Oversee the development of technical data, estimates, statistics, suggestion, and other information useful to higher level managers in determining which goals and objectives to emphasize.
