The Children's Finance Manager will contribute to the achievement of corporate objectives and those of the Portfolio.
You will ensure the provision of appropriate financial advice to Directors and Service Managers.

Within the role you will facilitate the overall improvement in the management and performance of the financial administration with particular regard to the financial and operational management of services.

This is a hybrid role, the successful person will be required to be office based 2 days a week, these days can and will vary.

The role encompasses a number of technical accounting areas, including:
• The provision of regular, cyclical and ad-hoc budgetary control information and advice to budget holders and managers at all levels
• Provide intelligent analysis of financial information to cost centre managers to assist in the financial management of services within the Portfolio
• Preparation of government financial returns
• Assisting with the preparation of accounts and dealing with audit queries
• Prepare financial appraisals and performance projections including input to the financial implications of service proposals
• Explore and advise managers on innovative solutions to problems and issues in a pro-active manner
• Respond to and action recommendations raised and agreed with Internal and External Audit, within agreed timescales

IVCC was incorporated in 2008 and is hosted by the Liverpool School of Tropical Medicine. Our program of work is supported by a wide range of funders including the Bill & Melinda Gates Foundation, FCDO, Swiss Agency for Development and Cooperation (SDC), USAID and DFAT (Australian Government).

IVCC partners with third party organisations (industry and academic) to support the development of new vector control products in the fight against malaria, in order to save lives and increase prosperity for some of the poorest communities in the world, which is the vision IVCC strives for.

We have a brand-new role for an additional Finance Manager to join the team, who will serve as a key financial contact, with responsibility for providing a broad range of financial deliverables associated with IVCC’s grant and institution finances.

Working closely with the IVCC and LSTM finance teams, the Finance Manager will be responsible for implementing and ensuring compliance with finance-related policies and procedures, financial monitoring and funder reporting.

Responsibilities include:


Fully understand IVCC’s finance strategy, its purpose and internal/external stakeholders involved in its implementation
Facilitate the integration of the new finance system (OneFinance) and work with the IVCC finance team, administrators and project managers to leverage the capabilities of the system
Maintain a structure of project reporting that enables the tracking and reporting of activity against all projects and grants
Facilitate the development of automated reports, strong financial controls and risk management
Conduct a regular review of expenditure across designated accounts for corporate reporting, in conjunction with variance analysis by budget line, to confirm progress, gain understanding of any anomalies and take action to remedy any issues arising
Report on IVCC’s cash flow in relation to designated projects
Monitor funders’ financial requirements to ensure compliance
Verify and approve partner payments as required

Support the Senior Finance Manager in the delivery of annual budgets, quarterly reforecasting exercises and 5-year strategic planning
Ensure maximisation of internal costs, core salaries and overheads
Implement and maintain KPI’s and metrics to monitor performance against strategic objectives

Support the production of the financial sections to a range of funder reporting publications, including annual funder and grant progress reports

Qualified (CIMA, ACCA, ACA) or qualified by experience

What skills and experience we're looking for

Role summary:

The post holder will work as part of the Trust’s Central Team and will be responsible for efficient and effective provision of quality statutory financial information. Provide support to the Trustees, Chief Finance Officer, budget holders and other relevant stakeholders of the Multi Academy Trust. Prepare and present objective financial information in accordance with the Academy Trust Handbook and all current internal/external auditing regulations and guidelines. The role's purpose is to offer various administrative services, proactively contribute to improving the day-to-day finance operations of the Academy, managing resources to support best value and promote public accountability.

Duties and Responsibilities:

General

• As part of the Trust’s Central Team, support LIPA School and LIPA Sixth Form College to deliver a quality educational provision and ensure that the Trust’s objectives are met.

• Ensure that all aspects of financial operations are in accordance with best practice and reflect value for money from the public purse and the Trust remains a going concern.

• Ensure that duties are carried out in compliance with relevant legislation, guidance and Trust policies, including the Academy Trust Handbook.

Procurement


• Undertake procurement operations on behalf of the Trust including raising orders, goods received, payment of invoices & non-order invoices, direct debit expenses etc.


• Ensure that all transactions are processed and coded accurately.


• Check all claims for non-pay expenses and reimburse as appropriate.


• Process bursary expenditure in line with policy and deal with any bursary payments/queries.


• Set up new suppliers and deal with supplier payment queries.


• Prepare/discuss weekly payment runs for approval and upload to the bank.


• Where appropriate, support the CFO in negotiating, managing and monitoring contracts, tenders and agreements.

Income


• Identify income due to the Trust and raise invoices as required.


• Ensure that all income is received, properly coded and accounted for.

• Ensure that spend in respect of specific grants, e.g. Pupil Premium, Sports Premium is in accordance with DfE/other conditions and properly recorded and accounted for.

Reporting & Returns


• Prepare weekly/monthly bank statement reconciliations.
