Finance Governance Manager

Role purpose
This is a management post which will be responsible for the governance of business and financial control processes and helping build and develop financial capability across our eight flagship leisure centres in Lambeth. This post will also be responsible for contributing to the development and implementation of leisure finance related strategies and policies.

Reporting directly to the Head of Environment Programmes, the postholder will ensure robust financial governance for the Council’s Leisure Centres portfolio.

The role will oversee operational delivery of the scheme of delegation across the leisure service. The postholder will be pivotal to providing assurance to senior management over the effective service delivery of our operational controls. A key aspect of the role is the ability to plan ahead, think strategically and ensure that governance frameworks are managed to meet changing business needs.

The post sits within the Environment and Streetscene division which is responsible for the borough’s public environment, the council’s operational building compliance and the directorate’s commercialisation agenda. The Division has responsibility for the services including Waste collections, Street Cleansing, Parking, Street Management, Parks, Sports and Leisure and Facilities Management. The Programme Management office supports the Division by leading service development, developing and implementing policies and strategies, community engagement business and service planning, commissioning, contract management and performance management.

Principal Accountabilities:

Providing advice and assurance to the Head of Environment Programmes on all matters relating to regularity and propriety.
Clearance of and strategic advice and updates in respect of financial reports.

We have a new opportunity within our Finance Operations team. As the Finance Business Partner you will have a pivotal role in providing insight to senior stakeholders around the financial efficiency of the Journey Beyond Group

Key responsibilities will include:

• Monitor, analyse, and manage costs within the corporate division in alignment with budgetary guidelines and forecasts.
• Conduct detailed analysis of spending patterns, cost drivers, and cost allocations, identifying areas for improvement and efficiency gains
• Collaborate with Corporate GMs to formulate accurate and insightful financial forecasts & budgets
• Provide proactive financial insights, highlighting potential risks and opportunities to achieve budgetary targets
• Work closely with GMs to create, challenge, and refine new business cases, ensuring financial viability and alignment with strategic objectives

TO BE SUCCESSFUL:
