The incumbent serves as the Assistant Chief of Health Information Management (ACHIM) in a medical facility of high complexity (level 1), with responsibility for the supervision of HIM functions. Incumbent is charged with full responsibility, both technical and administrative, for the daily operation of the HIM department which consists of all functions of medical record activities related to coding, analyzing, transcription, release of information, file room and scanning programs. Is a full assistant to the Chief, HIM. Provides expertise, guidance and direction and has responsibilities relative to providing supervision, administrative support, coordination, and technical assistance in the planning, development, and maintenance of an effective, comprehensive, and integrated HIM Program at this Medical Center. This position assists the Chief of Health Information Management (CHIM) in the planning, directing, policy making, organizing, and controlling the activities of this department and serves as acting CHIM in the absence of the CHIM.

The incumbent shares responsibility with the CHIMS for collecting and processing data for various reports, surveys, and research projects; for preparing reports and recommendations for review and consideration by the Chief, HAS and upper management concerning the immediate needs as well as the long-range goals of the department; for recommending equipment and staffing needs; and for preparing and keeping current procedures and operation manuals.

Responsible for assisting physicians and other health professionals in obtaining health record information to be used in research projects. Advises on what material is available, how it may be obtained and the uses that can be made of the information while protecting the confidentiality of the record. The incumbent aids in a variety of projects and is responsible for screening, abstracting and tallying data from records and computer-generated reports. May serve as a consultant to provide guidance and advise researchers on methods for gathering data. Assists in selected miscellaneous retrospective health record review/data abstraction projects to support medical center Quality Management data collection activities.

Provides technical guidance to the unit supervisors and lead clerks while providing support to each unit in the absence of the section supervisor. Provides expertise in the area of subpoenas, court orders, advance directives, and general release of information, as well as other medico-legal issues.

Health Records Management

• Responsible for all facets of health records management for the facility
• Directs the operation of all personnel working within the following program areas: records analysis, release of information, health record files, incomplete records/physician liaison, data validation, health records QI processes, medical transcription, scanning, outpatient/inpatient Coding and other health information projects.
• Evaluates health records program and independently determines the nature of extent of problem areas.

Management of patient files

• Administers the health record program and assures that the facility fully accounts for workload in a timely, accurate manner
• Provides detailed technical expertise in health records science and other very technical aspects of health information

Revenue Support

• Serves on a multidisciplinary revenue team to ensure optimal processes are in place in order to facilitate maximum reimbursement opportunities.
• Provides expertise on billing· actions to improve collections. Recommends improvements in documentation systems used to provide patient care, to optimize VERA workload, third party reimbursement and to manage resources.

Clinical support role

• Advisor to various facility committees and management groups
• Provides technical guidance on health information issues such as documentation requirements1 coding, liability issues, advance directives, informed consent patient privacy and confidentiality, etc.
• Completes internal quality assurance reviews to ensure employee performance and that work meets quality and quantity standards.

Joint Commission

• Responsible for assuring that the organization is in compliance with all Joint Commission standards regarding health information and coding compliance.

Records Management

• Responsible for the oversight and implementation of a fully functioning, facility-wide records management program.

Patient care delivery support

• Assures that an patients have a complete record of their medical care at the facility.
• Assures that such information is appropriately stored and readily available for the provision of medical services to the patients.

Automation

• Leads the automation of all health information at Ralph H Johnson VA Medical Center.
• Works closely with Office of Information and Technology (OI&T) and clinical Informatics.
• Guide the automation of health record documentation, health record tracking, and physician incomplete record tracking.

Education

• Conducts training programs in health record science, medical terminology, coding, health record documentation, and medico-legal matters
• Coordinates health information training for medical school students and residents to achieve conformance with prescribed standards.

External support role

• Provides direct support to Regional Counsel.
• Provides consultation services to members of the Counsel's staff in areas dealing with health information.
• Interprets federal and state statutes, legislation and regulations in order to satisfy regulatory requirements.

This MD- Chief, Geriatrics & Extended Care (GEC) position is located in the Office of the Geriatrics and Extended Care at the Providence, RI location. This position is full-time at 40 hours per week.

Included but are not limited to:

• Provides leadership in Geriatrics and Extended Care (GEC) Service Line (SL) and for the organization and delivery of these services for the Providence VA Medical Center; and is accountable for ensuring quality and cost-effective care. Geriatrics and Extended Care (GEC) Service Line (SL) is aligned under the Chief of Staff.
• Oversees all Geriatric and Extended Care operations at PVAMC.
• Reports directly to the Chief of Staff, and will work closely and effectively with the GEC clinical leadership and collaborate with other clinical and administrative leadership to accomplish the goals and mission set forth from Executive Leadership.
• Manages personal clinic time allocation negotiated with the Chief of Staff.
