At the full performance level GS-14the major duties of this position include, but are not limited to the following:

1. Serves as team lead for change and release management. Monitors and distributes workload in a variable workload environment to ensure proper utilization of resources.
2. Monitors change and release management processes to ensure compliance with BIO written guidance and workflows.
3. Ensures the auditability of the change management process to prevent audit findings.
4. Manage projects as assigned. Creates project plans and monitors progress and resources. Performs risk analysis for projects. Prepares reports on project status.
5. Educates and assists other BIO staff in the proper use of change and release management tools and the associated process flows.
6. Serves as project manager for major software releases and project quality gates.
7. Coordinates, documents and educates Stakeholders on change and release management workflows.

• Serves as one of the IT Specialist/System Administrator technical authorities and subject matter experts for DOI IT business processes.
• Evaluates the technical and functional impact of the introduction of new products and techniques, and advises on their supportability and capabilities.

• Identifies and resolves highly complex problems that cross organizational boundaries and promulgates solutions.

• Supervises a team of accountants responsible for account reconciliations such as matching open receivables to open payments, billing financial term exceptions, Indian over-recoupment exceptions, and late payment/overpayment interest exceptions.
• Analyzes work processes and coordinates activities to improve quality, timeliness, productivity and customer service.
• Provides advice on the interpretation of accounting and financial regulations and policies that impact decisions affecting program operations and improvements.

• Develops and evaluates strategies for the adoption of government-wide standards, including accessibility requirements, for digital services across citizen and business-facing government services.
• Assess the state of digital services provided by ONRR and its partners, recommend strategies and practices to improve efficiency and effectiveness of these services, and conferring with government/private officials and experts in the field.
• Demonstrate innovative thought and researching and contributing best practices in a variety of technologies and principles.
• Promote enhanced public awareness of ONRR's public websites (Natural Resources Revenue Data at revenuedata.doi.gov and onrr.gov) and understanding of natural resources extractive industries and associated revenue management.
• Analyze the technical and policy requirements needed to implement recommended digital solutions.

• Serves as a Statistician (Data Scientist) within Analytics and Compliance Planning (ACP) and oversees and directs research and analysis on risk and likelihood of payment and reporting noncompliance to generate compliance and audit cases.
• Develops new metrics, models, and algorithms for measuring risk, reviews past methods, coordinates with agency stakeholders on the analytic needs of ONRR's audit/compliance community, and continually improves risk models and measurement.
• Conducts inferential and predictive statistical analyses to explore data, test hypotheses, interpret statistical output, visualize data, and inform decisions.
• Leverages expertise in a programming language such as R, Python, SAS, or SQL to enable advanced analyses and implement model training and prediction.
• Utilizes experience with data visualization software such as Microsoft Power BI or Tableau to explore data and present polished graphical representations of findings to project stakeholders.
• Creates and updates analytical process flows in software such as Alteryx, Snowflake, or SAS to empower other users across ONRR to utilize the tools, models, and predictions created by ACP.
• Translates complex concepts, findings, and limitations into concise, plain language. Closely ties findings and conclusions into the agency mission, original problem statement, and team objectives.

This position is located within the Department of the Interior, Office of the Secretary, Office of Congressional and Legislative Affairs located in Washington, DC.

At the full performance level (GS-07) the major duties of this position include but are not limited to the following:

1. Establish and maintain correspondence files and official Departmental legislative history files using an established filing system as well as new electronic filing systems.
2. Maintain supply room, prepare conference rooms, complete large collating and copying projects, and process incoming and outgoing routine office mail.
3. Utilize the legislative tracking system to accurately ensure all legislative issues and proposals are collected, processed, and referred to the appropriate subject matter experts.
4. Drive the Director or others to meetings on Capitol Hill or at other government agencies.
5. Maintain daily trip logs and prepare monthly vehicle management reports.
6. Hand-carry special material to other agencies, Congressional and Executive Offices and secure appropriate signatures.

• Provide position classification management advisor services that typically deal with difficult, complex, and often issues controversial to position management.
• Review current and proposed policies, procedures, and other guidance and provides input in order to improve effectiveness of HR operations and programs.

Major duties include but are not limited to the following:

1. Serves as principal advisor to the NIGC on matters relating to the overall management and control of building a diverse workforce, ensuring equal opportunities for applicants and employees and creating an inclusive workplace throughout the NIGC
2. Directs and manages a comprehensive equal employment opportunity program for federal employees throughout the NIGC in compliance with: Title VII of the Civil Rights Act as amended; sections 501 and 505 of Rehabilitation Act of 1973 as amended; the Age Discrimination in Employment Act of 1967 as amended; the Equal Pay Act of 1963 as amended; Title II of the Genetic Information Nondiscrimination Act of 2008 as amended, Equal Employment Opportunity Commission rules and regulations, and all respective NIGC procedures, policies and regulations.
3. Acts as a catalyst for organizational change to build and retain a diverse workforce and establish and sustain a working environment of mutual trust and respect in accordance with NIGC norms, principles and policies.
4. Establishes policy for proper implementation of the various laws and regulations encompassing the diversity, equal opportunity and inclusion programs.
5. Ensures the timely development and submission of the NIGC's annual reports, required affirmative employment plans, reports to Congress on NIGC/EEO programs, etc.
6. Provides for timely processing and adjudication of discrimination complaints filed by federal employees and applicants for employment with NIGC. Recommends decisions for the NIGC Chair on complaints of discrimination and respective corrective measures as necessary to resolve the issues whether or not there is a finding of discrimination.
7. Establishes and oversees the administration of special emphasis programs in accordance with the NIGC Special Emphasis Programs policy.
8. Provides assistance to management and employees to secure and promote a diverse workforce and inclusive working environment such as: advice and direction regarding equal employment practices, recruitment and hiring, consultations pertaining to employee relations, conflict resolution, managing a diverse workforce, cultural competency and communication skills.
