Project Engineer – Civil & Structural

This role will be positioned on a construction site; 50% working on CAD layout and temporary works design concept sketches and 50% site construction supervision and associated activities.

Job Responsibilities

1. Report and assist Construction Manager (CM) on project functions included but not limited to project site coordination, risk control management etc. to meet the project(s) goals.
2. Assist CM in project planning, implementation and to coordinate all construction works on the project site are in accordance to the master and detailed work program.
3. Prepare CAD drawings for site layout plans, temporary works concept sketches and liaise with design consultants to coordinate temporary works designs.
4. Prepare, plan and submit project related documents, such as schedules, method statement, design plan, risk assessment, monthly report, etc.
5. To supervise the execution of the construction works and ensure that the works are carried out in accordance with contract specification/bills of quantities, construction drawings, company’s quality standards, Environmental, Safety & Health (ESH) practices and all other contract documents.
6. To coordinate and liaise with Client’s representatives, relevant Authorities, Consultant, Subcontractors, Suppliers, etc. on all project aspects and need be, to provide all technical and non-technical resolutions followed by documentation.
7. Liaise with client or consultant for site inspections, submission of necessary technical reports and ensure necessary records are maintained at site. Assist Contract department (QS) in verifying progress payments and claims from Contractors.
8. Attend regular meetings with Client’s Representative, Consultants and/or Contractors and ensure the progress is on schedule
9. Be responsible for any other duties that may be assigned from time to time as your superior/management deem fit.

Job Requirements

• Bachelor Degree in Civil Engineering (may also consider Draftsperson with strong construction site and temporary works background).
• 5 years experience in site work including temporary works, piling, excavation, civil & RC structure works, coordination with authorities etc
• Strong analytical and critical thinking skills applied to planning for construction works,
• AutoCAD proficiency and ability to draw site and temporary works sketches,
• Good negotiation, communication and stakeholder management skills;
• Resourceful, independent and able to work in a fast-paced environment.
• Additional skills in Microsoft Project is advantageous.

Job Duties

• Create draft procurement schedule based on the project plan and seek approval from Commercial Manager
• Forecast procurement needs based on on-going inputs from the construction team; Update procurement schedule to reflect the same
• Identify opportunities for developing direct buying relationship with manufacturers to minimise transaction costs
• Prepare procurement reports on a monthly basis and share with supervisor for review
• Understand product specifications shared by the engineering/construction team; seek clarification on commercial aspects from supervisor as required
• Identify prospective suppliers globally; Evaluate prospective suppliers on product cost, availability, specifications, delivery timelines and payment terms & conditions; Seek approval from supervisor on shortlisted suppliers
• Conduct negotiations with shortlisted suppliers with respect to product cost, delivery charges, delivery timelines and payment terms & conditions in line with project requirements
• Set and monitor minimum stock levels in the warehouse
• Coordinate with Quality team for sample testing of products
• Close PO on successful completion of both quality and quantity checks
• Follow-up with suppliers on incomplete delivery and/or product specification/quality mismatch for high-value orders; Provide any support requested by the subordinate for lower value orders
• Validate acceptability of delay with construction team; Select alternate supplier for completion of the PO to meet timeline requirements
• Perform market research to look for alternative products with lower cost and/or shorter delivery lead times
• Coordinate with quality/ engineering/ construction teams for inspection and approval of product quality
• Monitor actual product usage against initial forecast/requirements; Seek clarification from project teams on major gaps and highlight the same to supervisor
• Monitor and track hired equipment with respect to critical information such as off-hire date, on-hire date, movement date, hiring terms and conditions, penalty for loss/damage, etc.
• Oversee repair and maintenance of products before off-hire date, for returning to supplier/vendor in proper condition and avoiding penalty
• Monitor critical parameters for pre-owned equipment (e.g. manufacturing year, specifications, resell value, etc.) prior to purchase; Coordinate with manufacturer for timely maintenance and/or warranty services, if applicable

• Overall in-charge for preparing lifting and erection plan for all the Cranes and machineries.

• Develops mechanical and/or electrical engineering designs into construction plans and be responsible for the deliverables.

• Minimum 5 years’ experience as an Electrical Engineer within a similar industry.
• Degree in Electrical Engineering with more than 5 years’ experience in basic design requirements, fabrication, installation, T&C and all site activities related to all electrical works.

Job Description
