1. (1) Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Makes repairs to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc. Performs work in accordance with modification work orders, technical manuals, lubrication orders, maintenance bulletins, regulations or management policies. May repair a variety of more complex major systems to include engines, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems.
2. Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.
3. Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuel injection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complex test and calibration equipment.
4. Independently performs repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylinders and worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team." Recovers and evacuates inoperable vehicles from the unit location of breakdown. May assist higher graded mechanics in repairing a variety of interconnected systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems.
5. Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.
6. May maintain and repair electronics communication equipment by removing and replacing components and elements. Equipment includes such items as radios, field telephones, amplifiers, switchboards, recorders, intercoms.

Establishes plans, schedules, and controls the maintenance and repair of a variety of vehicles and equipment such as combat vehicles, heavy-duty engineering and mobile equipment, tracked vehicles, towed and self-propelled artillery, communications and electronic equipment, guided missile systems, and small arms. Implements maintenance plans and monitors progress of accomplishments. Provides status of equipment, maintenance actions in progress, and location of equipment. Inputs data regarding work order information, status changes, supply updates, and other pertinent information. Makes on-the-spot adjustments to repair priorities on routine or reoccurring processes necessitated by unscheduled maintenance requirements.
2. Studies directives, modification work orders, and regulations as to their application in the unit. Assists supervisory personnel in determining impact of these requirements on shop capability. Modifies production planning to accommodate these requirements. Conducts initial and long range planning pertaining to routine production processes, mechanical skills, availability of test and diagnostic equipment, repair parts, and other factors influencing the repair, modification, and maintenance of equipment and readiness reporting.
3. Designates and maintains current maintenance repair priorities by Force Activity Designator, pacing items, Equipment Readiness Codes (ERC) A, B, and C equipment type, available funds, commander's priority, state/national priorities, (in the case of floods, fires, and mobilizations) and unit supported. Authorizes the acceptance of equipment for repair; monitors work priorities, status, and completion of work orders and requisitions; and provides status of repair parts. Assists supervisory personnel regarding readiness, Class 9 (CL IX) funding, production problems and work planning. Assists in the resolution of problems encountered between scheduled or unscheduled production or priority requirements.
4. Provides assistance to ensure that Modified Table of Organization and Equipment (MTO&E) or Table of Distribution and Allowances (TDA) reportable Line Item Numbers (LIN) are properly managed, reported and accounted for with respect to readiness reports, property accountability reports and system management. Based on guidance received from the supervisor or higher graded production controller, prioritizes resources to ensure the highest level of readiness in support of training and mobilization requirements of supported units. Works with other sections within the organization to ensure equipment readiness reports are correct and submitted in time to meet Department of the Army (DA) reporting suspense.
5. Analyzes repair methods and recommends control procedures to ensure that accomplishment of programs meet priorities and deadlines established by higher authority or support activities. Coordinates with units and other support activities concerning the delivery, status of repair operations, and/or pick up of completed work orders.
6. In the absence of the higher graded production controller, ensures that unit CL IX accounts are funded, budgeted, and executed to maximize readiness; and performs demand analysis on CL IX expenses to determine proper PLL stockage to sustain facility mission requirements.
7. May provide day-to-day technical guidance to lower-graded personnel assisting in the maintenance production or maintenance management processes. Ensures necessary maintenance records are maintained and required reports are submitted to units and higher headquarters' in a timely manner.

As a SURFACE MAINTENANCE MECHANIC - Title 32, WG-5801-10, you willperform maintenance, repair, troubleshooting, inspection, and/or overhaul of a variety of combat, tactical, commercial, and special purpose vehicles and equipment.

Duties & Responsibilities:
(1) Responsible for the timing, coordination, and safety of combined arms firing exercises which involves armed aircraft, maneuvering, mounted and dismounted types of indirect and direct fire. Ensures that all are conducted simultaneously without incident or mishap. Supports commanders and staff officers from all active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center. Manages an extensive maneuver complex and multiple live-fire ranges at a Maneuver Training Center-Heavy/Power Support Platforms (MTC-H/PSP) or Maneuver Training Centers-Heavy (MTC-H). Provides organizational personnel on all matters pertaining to safety in the firing of live ordnance. Directly responsible for developing and enforcing the installation range safety program and directs preparation and staffing of all installation range safety publications. Determines and enforces safety parameters for all non-standard firing ranges. Develops, updates, and coordinates the training center Five-Year Range Development Plan. Coordinates with senior commanders and staff officers, matters pertaining to the capabilities and limitations of the training center range complex and maneuver safety program. Maintains appropriate security clearances in order to receive and give classified briefings. In coordination with other directorates, ensures a safe hunting/fishing program.

Duties & Responsibilities:
(1) Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Determines the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern. Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required. (3) Responsible for and oversees the direction of Human Resources Systems and internal/external interfaces, and functions as the technical expert. Responsible for and ensures the timely and accurate processing of submitted military personnel actions. Manages a control log to maintain document control and an audit trail of all transactions received and dispersed in Human Resources Systems. Notifies units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspension of submissions for identification of trends and problems. Identifies problem areas in the types of submissions (based on rejects/incomplete documentation), the locations where training is needed, and creates and provides training material.

(4) Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Oversees the performance of document handling, records maintenance, and the Integrated Personnel Electronic Records Management System (iPERMS). Directs staff in performance of periodic record reviews and inventories to ensure total record accountability. Establishes access control lists to restrict unauthorized personnel from gaining access to personnel files other than their own or for those they are responsible for. Selects staff members to accompany files on an as needed basis i.e., review boards, SRP's, mobilizations/de-mobilizations, etc.

(1) Planning: Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements. Ensures subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. (5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. (1) Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.

(2) Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.

(3) Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.

(4) Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. May provide field maintenance at unit locations as part of a "contact team". Recovers and evacuates inoperable vehicles from the unit location of breakdown.

(5) Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.

(6) May perform routine maintenance and limited repairs on basic communication equipment such as radios, field telephones, amplifiers, switchboards, recorders, intercoms by removing and replacing components and elements. Performs minor body and fender, or other metal repairs, using peening hammers, dollies and limited welding. Performs limited repairs and routine maintenance on small arms and accessory equipment by replacing worn or damaged parts. Makes minor repairs to canvas and leather items using bonding/sealing compounds and hand tools such as awls, canvas needles etc.

(7) In conjunction with or in the absence of the Tools and Parts Attendant, may maintain supply documentation, and the receipt, store, issue, and inventory of tools and parts used in the trades operation.

(8) Performs other duties as assigned.

A WS-5801-10, SURFACE MAINTENANCE MECHANIC SUPERVISOR:

• Plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by the supervisor. Coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Determines skills, materials, and equipment required to do the work. Redirects individual workers and resources to accomplish unanticipated work. Informs the supervisor of the need to revise work schedules and re-estimate labor and other resources. Participates in the initial planning of current and future work schedules, staffing needs, estimates, and recommendations as to scheduling projected work. Assists the supervisor with quarterly funding distribution and decisions, based on operational needs for units supported by customer activities. Reviews funding requirements, prioritizes request and allocates funding based on readiness, training, and mobilization requirements. Provides management with workload data, estimates, and recommendations to facilitate more effective management decisions for staffing and funding requirements to support customer units.
• Assigns tasks to be performed based on readiness and explains work requirements, methods, and procedures. Investigates work related problems such as excessive costs or low productivity and determines causes. Implements corrective actions within their authority to resolve work problems. Recommends solutions to staffing problems, engineering requirements, and work operations directed by other supervisors. Ensures work in progress and completed work meets established standards by implementation of a Quality Control and Assurance program within the organization. Ensures equipment repairs do not exceed maintenance expenditure limits in accordance as established by regulation and or policies. Effectively, efficiently, and economically makes adjustments as necessary to maximize production, accomplish specified tasks, and manage resources. Notes work related problems and independently implements corrective actions, which can be taken without affecting work operations controlled by other supervisors. Assures tools, special tools, test measurement and diagnostic equipment, personal protective equipment, repair parts, petroleum, oils and lubricants, and other materiel are available when needed. Manages maintenance backlog through coordination with other maintenance activities.
• Plans and establishes overall leave schedules. Determines training needs of subordinates and arranges for accomplishment. Sets performance standards, and makes formal appraisals of subordinate work performance. Initiates recommendations for promotion or reassignment of subordinates. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized.
• Performs non-supervisory work, such as, transporting equipment, performing maintenance tasks, etc.
• Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for all real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper personnel protective equipment, environmental mediation equipment and materials. Ensure the employees wear appropriate safety equipment and follow pertinent safety precautions.
• Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies.
• Other duties as assigned.

(1) Inspects, receives, sorts, counts, and classifies hazardous materials such as explosives, toxic chemicals, flammables, gas cylinders, radioactive material, and hazardous waste. May be required to perform pre-receipt examination of property on site at the generation point and assures that the turn-in and shipping is in order, that the containers meet standards, are placarded and marked properly. Schedules receipt of property and assures that the property is identified to include identification of all contaminants. Rejects property not meeting turn-in requirements and assists the turn-inactivity to correct any rejections. Determines the nature and degree of the particular hazard involved. Determines if containers are Department of Transportation (DOT) approved, safe to handle, nonleaking, capable of withstanding routine handling, and safe for required periods of storage. Assures that storage compatibility is adhered. Determines the need for special handling/special storage of certain property (e.g., friable asbestos, PCBs, batteries, pesticides, etc.). Performs complex searches of shipping and storage records, material specifications, vendor contracts, computerized or microfiche data for material identification and advises lower graded workers on specialized procedures. May be required to handle damaged and unidentified shipments requiring repair/repackaging or return to the supplier in accordance with established procedures.

(2) Prepares material for shipment, storage, and disposition. Packs, cushions, applies preservatives and protects property as appropriate. Prepares tags, labels and places items in containers for disposition. Identifies and marks storage locations and stocks property allowing for maximum utilization of storage space, ease of access, segregation, and rotation of stock. Selects property desired, checks condition, status and quantity and arranges for transfer. Determines processing requirements IAW established criteria. Ensures shipping operations comply with DOT and EPA standards (packaging, placarding, transportation, and manifesting). Initiates corrective action to resolve manifest discrepancies. Maintains proper visibility of hazardous property inventory utilizing the Available Balance File (ABF) output and other methods. Requests and justifies accelerated disposal of hazardous material/waste when normal disposal timeframes would cause deterioration of the hazardous property container, impact storage capabilities, create unsafe conditions, or other circumstances which dictate emergency action. Intensifies inventory management control to accommodate shortened timeframes.

(3) Contacts generating activities, shipping agencies, and National Guard (NG) environmental personnel to coordinate requirements of environmental policies and directives. May serve as the hazardous materials specialist in meetings, discussions, and liaison visits. Initiates and maintains required environmental reports/plans/records in processing of hazardous material. Ensures required actions if a spill occurs and ensures lower graded workers are trained to act in his/her absence. Contains and cleans up spills for which the NG has capability. Decontaminates and replenishes spill equipment and supplies. Ensures spill incident reports are prepared IAW applicable regulations.

(4) Coordinates turn-in activities with the Defense Reutilization Marketing Office (DRMO) or contractors. May be assigned as the Contracting Officer's representative (COR) for contracts. Accompanies the contractor during removal of material from the installation. Verifies manifest and shipping papers, DOT markings,packaging, and labeling requirements. Notifies the DRMO or Contracting Officer of discrepancies in contractor performance and may immediatelystop the contractors work for violation of safety regulations. Recommends changes to existing and future service contracts.

(5) Performs other duties as assigned.

As a PUBLIC AFFAIRS SPECIALIST, GS-1035-11, you will perform the following duties:

(1) Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide.

(2) Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. Prepared materials explain or describe the mission of the NG, NG accomplishments, policies, programs or actions taken to ensure the NG's compliance with state and federal regulatory requirements. Written materials include news releases, display advertisements, fact sheets, feature stories, background statements, special reports, etc. Coordinates the analysis of response data on communication campaign effectiveness with programs managers.

3) Responds to media requests for information of both a routine and controversial nature. Prepares or assembles information kits, edits informational materials drafted by subordinate public affairs specialists or unit UPAR's, releases photographs and/or feature stories to the news media, coordinates media interviews with NG subject matter experts and arranges photographic and electronic media coverage of newsworthy NG events.

(4) Maintains close working relationships with officials of various civic, media and community groups and Department of Defense personnel, as well as state and national government officials outside the NG.

(5) Provides training to UPAR's on PA program policies, practices and processes. Coordinates and evaluates the effectiveness of training and training materials and develops recommendations for program enhancement. Reviews all press releases, feature stories, background statements, special reports, etc., developed by UPARs, prior to their release to the media.
