Duties and Responsibilities:
a) Payroll and Reports
· Oversee monthly payroll and conduct overtime validation
· Overall in charge of the complete spectrum of HR function
· Fulfilment of Government agencies’ reporting and surveys (e.g MOM, EDB, IDA, WDA etc)
· Maintain accurate records and reports
· Compliance with regulatory requirement in terms of CPF/Tax etc..
b) Recruitment / Hiring / Onboarding / Compliance
· Manage job postings and advertisements on various channels such as company job portal; high traffic flow websites, in accordance with the local regulations.
· Conduct interview with hiring managers for executive ranks and certain job personnel
· Participate in selection discussion and propose compensation package in accordance to acceptable pay range within company’s budget.
· Conduct reference checks and development recruitment strategies
· Management of employee’s retirement and re-employment beyond retirement age
· Design and implement orientation programs
· Integrate Safran leadership behaviors mindset to new employees and from supervisory level of personnel
· Ensure compliance and implementation of policies and procedures in accordance to the relevant Safran GRPs
· Ensure compliance with labor laws and regulations, including tri-partite standards
c) Benefits administration
· Review Group employee benefit insurance scheme and its administration
· Compliance with expatriate employees’ health insurance requirements by regulations
· Develop employee benefit scheme to maintain market competitiveness
· Conduct compensation benchmark and participate in surveys to keep pay-scale within industry range
· Design and implement employee handbook; communicate policies to employees
· Promote team bonding and sports activities
· Implement Health and wellness programs, including annual screening and vaccination
· Bring awareness to psychosocial risk and organize events to promote community services
d) Employees’ Relations / Performance Management
· Manage employee conflicts and grievances
· Conduct investigations and resolve issues to maintain positive employee relations
· Participate in counselling of employees with poor discipline, poor work performance
· Propose performance improvement programs, disciplinary action
· Conduct performance reviews and provide feedback
· Administer annual performance appraisal documentation and process
· Conduct internal audits to ensure compliance
e) Employee Development / Communications
· Identify training needs and developing programs
· Ensure training records are updated in system with certificates and expiry dates
· Co-ordinate the utilization of government grants in training/development programs
· Provide coaching and mentoring to employees
· Encourage employee growth and development
· Develop and implement communication strategies to ensure effective communications throughout the organization
f) Health, Safety and Environment (HSE)
· Sponsors/support sponsors for various Safran HSE’s standards
· Organize and execute HSE programs to meet these standards
· Support in programs to meet local HSE legal requirements
· Comply with all health, safety and environment (HSE) regulations as prescribed by law and company’s policies.
· Actively participate and contribute to HSE initiatives & Corporate HSE programs and in HSE risk communications & mitigations
g) Any other duties assigned
Requirements for the Role:
a) Degree / Diploma in Human Resources Management
b) A Seasoned HR professional with at least 10 years experiences in HR full scope including management responsibilities
c) A certification in HR domain would be a plus
d) Good interpersonal skills,
e) A team player and proficient in English language, another language would be a plus
f) Familiar with regulatory requirements
g) Proficient in MS Office programs and payroll software
h) Preferably with knowledge within the aviation industry
