The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Engineer (General), you will:

• Provides leadership, guidance, direction, oversight, and administration of all aspects of performance in the area of engineering.
• Maintains responsibility for opinion and advice on any matter touching the engineering field; develops procedures and standards for carrying out this specialty within the office; and represents the office with authority on technical engineering matters.
• Leads or participates in on-site reviews of ongoing modernization demolition development projects that are supported by the Capital Fund, Replacement Housing Factor, Homeownership and Opportunity for People Everywhere Grants (HOPE VI), Choice Neighborhoods, and other applicable modernization and development funding sources. These reviews also assess a PHAs compliance with federal and PHA requirements related to procurement (planning, solicitation, selection, and award), contract administration (modifications, enforcement, close-out, and contractor payments), and construction quality. Reviews compliance with cross-cutting regulations such as the Uniform Federal Accessibility Standards (UFAS), the National Environmental Protection Act (NEPA), and Davis-Bacon Act/HUD-determined wages. Reviews building plans, specifications, and implementation schedules for substantial rehabilitation, modernization, and development activities.
• Monitors PHA compliance with applicable Housing Choice Voucher (HCV) regulations and guidance related to Housing Quality Standards (HQS) and Uniform Physical Conditions Standards; and provides technical assistance, as necessary, to address systemic deficiencies. This work may crosscut with other program offices, such as, but not limited to: Office of Healthy Homes, the Real Estate Assessment Center, and other functional areas related to facilities management, as needed.

As a Security Specialist, you will:

• Provide oversight and management of all aspects of the Personnel Security and HRP Programs at YFO. Directs, manages and oversees YFO and contractor HRP. As the HRP certifying official, certifies federal employees or contractors meet HRP enrollment requirements and, annually recertifies employee HRP position eligibility. Temporarily removes employees for safety or security concerns; review individual's removal from an HRP position circumstances; once concern dispositioned, directs reinstatement.
• Manage the HRP program and HRP positions.
• Evaluate planning, analysis, development, implementation, maintenance, and enhancement of Personnel Security and HRP Programs, policies, procedures, and tools at both Plants. Recommends access authorizations (security clearance) to the Field Office Manager, certifies HRP positions, and temporarily removes employees from HRP positions.
• Provide direction, guidance and technical assurance to YFO staff and contractors in correcting problem areas and carrying out follow up actions, such as reviewing and tracking corrective action plans, related to surveys, inspections, evaluations and program reviews to provide the desired levels of security and incident control.
• Perform oversight of contractor security program management systems, practices, and procedures to ensure compliance with NNSA and DOE directives, requirements, and policies. Coordinates and/or negotiate with contractors on technical issues and corrective actions necessary for compliance and effectiveness.
• Ensure Personnel Security and HRP Programs are integrated with other YFO and contractor Safeguards and Security activities to ensure mission accomplishment while ensuring strong coordination with affected local and Headquarters stakeholders.
• Serve on interagency working groups, committees, or quality panels to identify and resolve agency wide personnel security and HRP issues and provides leadership in developing security policy.

As a Master Transportation Security Officer (MTSO), you will support the airport training program through performance of a variety of training-related functions. In addition to training program responsibilities, you will also perform pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the Federal Security Director (FSD), or his/her designee, a minimum of 20% of the time. Duties include but are not limited to:

• Performing training instruction within established guidelines and standards in support of nationally developed training programs (e.g., new hire training, On-Screen Alarm Resolution Protocol, Crossover); supporting recurrent training needs, and conducting return to duty and remediation training.
• Adapting/developing local training materials to meet requirements; conducting local training in accordance with training standards; assisting with the training department administrative support (e.g., Online Learning Center (OLC) entry, training resource room facilitation, roster management, conducting testing, and ensuring evaluations are done); assisting with training logistics support components (e.g., coordinating needed supplies and materials); managing classroom dynamics; resolving routine classroom problems; monitoring and evaluating training and providing feedback on needed adjustments; recommending enhancements; and maintaining communication with management and supervisors concerning issues with training that may reveal security-screening weaknesses or vulnerabilities.

This position is located at the Wing Public Affairs Office. This is an National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The primary purpose of this position is to serve as the Public Affairs Specialist responsible for all public, community and media relations (including international media) programs for the unit. The incumbent performs the following duties:

MAJOR DUTIES:

1. Plans, develops, implements, and evaluates a diverse and strategic Public Affairs (PA) program through media and audience analysis, determines PA program needs and organizational direction to achieve unit goals. Formulates long range plans, and develops policies to enhance public understanding, support, and acceptance of unit programs and activities at local, state, national and international levels, which includes the international training and remotely piloted aircraft missions. Advises the Wing Commander and Wing leadership on sensitive or controversial PA matters, to include international affairs related to the training of international students from multiple foreign countries and remotely piloted aircraft foreign and domestic operations. Advises the state Public Affairs Officer, and potentially The Adjutant General (TAG) and Air Component Commander, Air Force and National Guard Bureau Public and representatives on substantive issues related to the Wings flying mission.

2. Develops and writes information materials designed to reach domestic and international audiences through various media such as wire service, radio, television, magazines, newspaper online and social media. Prepares materials specifically to explain or describe the unit mission, international training program, requirements, capabilities, accomplishments, policies and programs. Written materials include news releases, radio spot and television announcements, fact sheets, feature stories, background statements, special reports, etc. for both local and international media sources. Establishes and implements short and long range plans for print and electronic media programs. Coordinates, supervises, and evaluates media servicing activities.

3. Targets and services state and national media markets with print, photographic and electronic materials in support of publicizing the mission of the Wing. Responds to media requests for information of both a routine and controversial nature. Prepares or assembles information kits, edits and rewrites informational material, releases photographs, video and/or other stories of interest stories to news media, studies current issues, coordinates news interviews, and prepares questions to be addressed, arranges photographic and electronic media coverage of newsworthy events involving the Wing, ensures maintenance of unclassified photo library of appropriate material for news releases, and coordinates public affairs airlift and orientation flights for media representatives.


4. Provides PA advice concerning the Wing Mission and state Public Affairs Officer, USAF, NGB Public and TAG, Air Component Commander, Wing leadership, Commander and staff in support of policies and programs of interest to internal audiences. Provides advice and guidance to Wing leadership on sensitive and controversial matters concerning international partners and policies related to PA issues. Analyzes, coordinates, and updates Command Information (CI) plans, policies and programs related to all public, community and media relations (including international media) programs for all unit missions. Prepares and coordinates special projects to inform all guard members, technicians, families and employers of new policies, programs, or activities. Provides guidance and support to subordinate commands on CI matters. Coordinates CI projects with NGB staff or other agencies as appropriate. As the PA representative for the Wing, establishes and maintains close working relationships with officials of various civic, media, veterans, and community groups, as well as state and federal government officials outside the NG. Expands the base of public support through such relationships, and promotes the interests of NG programs which may be at odds with interests of respective groups. Serves as point of contact with veterans' organizations or defense related associations requesting information from the unit. Responds to public requests and develops materials that expound on the nature and purpose of the unit and the foreign pilot training program. Also responds to requests for information under the provisions of the Freedom of Information Act (FOIA).
