• Oversees attorneys providing legal advice and assistance to OPC investigators, reviewing investigative work-product, and preparing reports of investigation and recommendations, including for disciplinary action.

• Manages the work of litigating attorneys representing the FDIC and practicing before administrative and judicial forums, including the Merit Systems Protection Board. Oversees the work performed by those attorneys, including litigation briefs, memoranda of law, pre-trial discovery, analysis of evidence and other legal activities and documents related to sensitive litigation issues, including those involving questions of first impression and with conflicting precedent that require extensive research, analysis and/or ingenuity to resolve.
• Represents the FDIC in litigation efforts and/or provides oversight, review, and strategic direction for the negotiation of the highly complex agreements and settlements. Tracks, researches, and monitors decisions to ensure consistent application of adverse activity and highlights anomalies for additional review.

Supports the oversight and management of the public-facing database management system utilized throughout the Consumer Affairs Branch for managing public inquiries of the FDIC, in addition to producing periodic and non-routine management reporting products in report or dashboard format, and contributing content and design of consumer protection educational materials.

Serves as back-up to and assists the NCDA specialist responsible for managing the NCDA’s Quality Assurance Program (QAP). Builds thorough understanding of the QAP and provides assistance in administering it for the NCDA’s consumer response and deposit insurance functions, which include overseeing and coordinating the quality check processes, quality assurance, and DCP internal review audit programs.

Validates management reports and assists with ensuring accuracy of briefing materials on highly sensitive, complex issues related to consumer protection and fair lending prepared by others. Responsible for measuring performance and detecting trends and potential problems, revising existing procedures, or responding to senior management information requests.

Provides desk side coaching to new employees in the areas of deposit insurance and federal consumer protection regulations, in addition to NCDA policy and procedures, and database system management requirements. Maintains current knowledge, answers questions of other employees on procedures, practices, policies, directives, etc., and obtains needed information on problems that arise.

Investigates and responds orally or in writing to complex and/or sensitive consumer complaints and inquiries regarding consumer protection laws and general banking procedures. Such complaints or inquiries may include FDIC Chairman, Congressional, White House referrals, and discrimination complaints.

Responds to written and telephone inquiries from bankers, consumers and others concerning complex aspects of the FDIC's rules and regulations for deposit insurance coverage. The incumbent uses a broad knowledge of the rules for deposit insurance coverage to advise bankers and consumers about FDIC insurance coverage, focusing on mitigating consumer harm, correcting misinformation, and working with consumers to allow them to make informed decisions about their deposits.

At the full performance level, major duties include:

• Responsible for internal and external communication efforts for the Division, including the Community Bank Outreach program.
• Evaluates internal and external communication proposals from other program areas within the Division and determines whether the actions proposed are adequate to inform stakeholders of material changes in regulations and procedures, as well as the significance and relevance of emerging issues.

• Serves as the principal OO liaison to RMS and DCP management and staff in the assigned region for regulatory issues brought forward by the industry.
• Serves as an expert liaison with other Divisions and Offices in the assigned region involved in matters brought to the attention of the OO.
• Builds external relationships by promoting customer service and public relations within the region through responsive, professional and timely program stewardship that enhances the image of the Corporation.
• Meets with insured depository institution officials and/or boards of directors, FDIC and other federal and state government regulators to discuss and resolve complaints brought to the attention of the OO.
• Performs and/or coordinates the investigation of complaints; reviews supervisory materials for the resolution of complex or sensitive inquiries and complaints relating to FDIC regulatory activities.
• Develops extensive outreach programs to be presented to the industry, including bank commissioners and trade associations.

• Assists attorneys in all aspects of the investigation and litigation of claims, including in connection with preparing and taking discovery, researching and drafting pleadings, motions and briefs, preparing for settlement, and preparing and participating in trials.
• Supports attorneys in drafting, reviewing, analyzing, or responding to legislative proposals or implementing rules and regulations.
• Prepares legal memoranda and other written documents in accordance with legal standards of practice involving interpretation of certain provisions of the Federal Deposit Insurance Act, FDIC Bylaws and Resolutions, and FDIC Rules and Regulations, and other laws or regulations relative to the FDIC’s operations.
• Contributes in the preparation of legal opinions as well as briefs and other documents for judicial and administrative proceedings.
