CSEMO Policy and Programs provides executive human resources (HR) services to VA staff offices, VHA,
VBA, and NCA organizations and is responsible for a wide range of activities that support and promote.
the Senior Executive Service (SES) across the Department. This includes executive policy, employee.

• Provides executive leadership and direction in the formulation, development, and execution of assigned OSHA-related program functions that are carried out by subordinate employees working under the supervision of Office Directors in the following offices: Office of Management Operations, Office of Training and Education, Office of Financial Management, Office of Technology Assistance, and the Office of Audit.
• Develops goals and objectives that integrate organization, resource management and financial management objectives. Establishes, revises, or reviews OSHA policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

The Management and Program Analyst:

• Under the direction of the Associate Director, Equity and Access Division, analyzes and evaluates the effectiveness of program operations and develops recommendations to be considered by the appropriate operating components.
• Analyzes, evaluates, performs and improves efficiency of various internal administrative operations including, but not limited to services supporting procurement and contract management, project management and tracking, and correspondence management.

The Bureau of Transportation Statistics (BTS) is the principal federal statistical agency in the Department of Transportation and the Nation’s preeminent source of information about commercial aviation. BTS is seeking a director for its Office of Airline Information to lead a team that collects and publishes data on air travel and on on-time performance, employment, and finance of commercial airlines. The director should have an understanding of the aviation industry, the regulatory process for data collection, and the management of complex data collection systems.

OST/BTS is looking for a seasoned, motivated, and self-reliant professional who can 1) has expertise in obtaining information on air carriers and other forms of transportation, 2) manage the development of support of regulatory processes and information technology, and 3) assign special projects with skilled professionals who ensure accurate and complete transportation statistics.

The incumbent oversees quarterly SES orientation program, HR liaison training, training to stakeholder members (at headquarters and in the field) regarding newly implemented transformational policy, processes and procedures, attends executive meetings with the Office of Personnel Management and other federal agency roundtable and ad hoc groups; assist in the design and development of learning opportunities (in coordination and cooperation with VALU and the Office of Human Capital Planning, Development and Outreach) for VA's SES population.
