As a Telecommunications Support Specialist, the incumbent provides substantive telecommunications program support on behalf of the Division and the Office. Works independently or on a team, as assigned, performing research, analyses and evaluations in order to provide information required for outreach, coordination and negotiations undertaken within the Division. This may include country background information in support of OIA or executive travel; talking points in support of meetings or travel engagements; research and analysis dealing with topics being discussed within IVP meetings; etc. Such duties may involve collecting information from within and outside of the FCC; drawing conclusions; drafting reports; discussing proposals and problems with a wide range of interested parties including program managers, representatives of other Bureaus and Offices and customers, such as industry representatives; analyzing and evaluating all information and alternatives in order to reach conclusions and make recommendations and/or provide a comprehensive and thorough document or analysis.

The incumbent is responsible for demonstrating knowledge of a wide variety of complex international telecommunication issues, rules and regulations in accordance with the legislation, rules and policies pertinent to OIA. The incumbent reviews industry publications to keep abreast of developments in the domestic and international telecommunications industries. The incumbent conducts extensive and in-depth research of international telecommunication issues and writes a variety of related documents, such as letters, memoranda, briefing summaries, narrative and statistical reports. Assignments involve compiling, reconciling, and correlating voluminous international telcommunications workload data from a variety of sources or the data which must be carefully crosschecked, analyzed and interpreted to obtain accurate and relevant information.

The incumbent serves as the Associate Chief Information Security Officer (ACISO) for the Cybersecurity Assurance group, and Information Systems Security Manager (ISSM), reporting directly to the Deputy Chief Information Security Officer (DCISO), under cognizance of the Chief information Security Officer (CISO) in the OCIO organization. As an expert advisor on all matters, technical and otherwise, involving the security of the overall FCC Information Technology (IT) enterprise, the incumbent's duties and responsibilities include the following:

• Evaluate the effectiveness of the necessary resources, including leadership support, financial resources, and key security personnel, to improve the effectiveness of information technology (IT) security goals and objectives and reduce overall organizational risk.

• Advise senior management on risk levels and security posture and provide recommendations for risk reduction.

• Manage and recommend improvements of security requirements and appropriate information technology (IT) policies and procedures that are consistent with the organization's mission and goals.

• Develop new measures to validate the organization against policies, guidelines, procedures, regulations, and laws to ensure compliance.

• Coordinate multiple ongoing cybersecurity inspections, tests, and reviews are conducted for the information technology (IT) environment.

• Advise on the information technology (IT) security program implications of new technologies or technology upgrades and provide recommendations for improving the organizational security posture.

• Develop and implement policy standards and implementation strategies to ensure procedures and guidelines comply with cybersecurity policies making recommendations for improvements where appropriate.

This is a trainee position in the Management and Resources Staff (MRS) of the Wireless Telecommunications Bureau (WTB).

The incumbent is an entry level specialist in organizational administrative management programs, and will be responsible for assisting senior level specialist with complex and sometimes controversial studies in a wide variety of administrative management areas that include but are not limited to:

• Budget analysis and preparation
• Personnel and Human Resources work
• Clerical work
• Bureau planning and policy development

Enforcement Bureau

The Enforcement Bureau (EB) has primary responsibility for the Federal Communications Commission’s (FCC) enforcement of the Communications Act of 1934, as amended, other statutes, and the FCC’s rules, orders, and terms and conditions of licenses and other authorizations. In addition to general enforcement and deterrence goals, EB dedicates its resources to investigations and enforcement actions involving FCC-regulated services and equipment that significantly impact: (1) consumer protection and privacy; (2) data security, cybersecurity, and supply chain integrity; (3) national security, public safety, emergency services, and harmful interference; (4) fraud targeting critical FCC-administered programs; and (5) fair competition and equal opportunities.

Investigations & Hearings Division

Within EB, the Investigations & Hearings Division (IHD) handles some of the EB’s largest and most complex enforcement matters. It conducts investigations and takes enforcement actions across a broad range of issues involving virtually all services subject to FCC jurisdiction. IHD’s functions include investigating and taking appropriate enforcement action against telecommunications, broadcast, cable, and satellite licensees; multichannel video programming distributors (MPVDs); DBS operators and/or wireless licensees for violations of Titles II, III, and VI; various FCC privacy, data security, cybersecurity, and transparency rules concerning broadband services, cable television, satellite services, and other communications offerings; as well as Universal Service Fund and Congressionally appropriated programs rule violations. IHD also conducts complex investigations of violations involving unauthorized transfers of control of domestic and international FCC authorizations and licenses and undisclosed and unauthorized foreign investment in FCC license holders.  In addition, IHD serves as FCC trial staff for all administrative hearings and oversees the Equal Employment Opportunity (EEO) compliance of television and radio broadcast licensees, Satellite Digital Audio Radio Service (SDARS) providers and MVPDs.

Major Duties

As a Senior Attorney Advisor, the incumbent works on cases or legal issues of extreme complexity, including compliance with Universal Service Fund requirements, unauthorized transfers of control/unauthorized operations, national security matters, foreign ownership issues, Digital Discrimination and Open Internet rules. The incumbent is responsible for providing authoritative legal advice to the Division Chief, Deputy Division Chief, Assistant Division Chief, and other supervisors concerning highly complex and controversial, policy-oriented enforcement issues including, but not limited to, those impacting telecommunications services.

The Fraud Division has primary responsibility for investigating fraud targeting critical FCC-funded and -administered programs such as the Universal Service Fund (USF). The incumbent performs a variety of legal functions on cases which are often factually complex or of such a nature that no clear precedents apply. Assignments may include: (1) conducting discovery, including drafting Letters of Inquiry and subpoenas, reviewing documents; (2) developing strategies for resolving compliance issues or cases; (3) advising the Bureau Chief and other senior FCC staff about the appropriate handling of cases involving rule violations related to fraud of federal funds; and (4) preparing and presenting findings, conclusions and recommendation regarding legal, investigatory, or policy issues, both orally and in written documents of varying length and complexity; (5) reviewing and resolving both formal and informal complaints, conducting investigations and formal hearings, ordering corrective action and other means available to ensure compliance with FCC rules and regulations.

Performs other duties as assigned.

The incumbent serves as an Attorney Advisor working primarily on cases involving enforcement of Telecommunications Act provisions that protect consumers. This position is responsible for providing advice and guidance on legal issues pertaining to accessibility and the enforcement of sections of the Communications Act pertaining to ensuring privacy and access to telecommunications products and service by persons with disabilities.

The incumbent works on complex legal cases.  These cases typically involve complicated factual situations where clear precedents are not readily available or apparent.  These are often characterized by one or more of the following: (1) complex, difficult issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; (2) matters that can have an important impact on major industry parties whose economic position affects major private and public interests; (3) matters of intense public interest and impact.  The incumbent applies rigorous critical thinking and analysis skills to solve problems, make recommendations to supervisors, and executes tasks needed to complete investigations and issue legal actions.  Decisions about legal conclusions based upon the facts and the relevant legal authorities are made in conjunction with the supervisor, with the incumbent playing a critical role in (1) identifying, (2) researching, and (3) communicating accurate, timely, and appropriately detailed information to support well-reasoned legal conclusions and informed decision-making at all levels.

The incumbent serves as an attorney working primarily to support the Commission’s efforts to enforce the Communications Act and the FCC’s rules across a wide range of industries regulated by Commission.  The incumbent is responsible for providing authoritative legal advice to the Division Chief, Deputy Division Chief, and other supervisors concerning highly complex and controversial, enforcement issues including, but not limited to, those impacting broadcast, cable, satellite and telecommunications services and administrative hearings matters.

In carrying out his or her duties, the incumbent (1) makes findings of fact based on investigations; (2) researches applicable law and policy; (3) prepares charging documents (Notices of Apparent Liability, Citations) and final orders (Forfeiture Orders) for Commission approval; (4) negotiates settlements with targets of Division investigations where appropriate and; (5) devises and implements policies to advance the Commission's enforcement goals and objectives and (6) participates in administrative hearings matters.

The incumbent is responsible for the proper interpretation of the Communications Act, the Telecommunications Act of 1996, and the Commission's rules, regulations, and policies, including, but not limited to those impacting broadcast, cable, satellite and telecommunications services.  The incumbent therefore keeps abreast of legal developments affecting enforcement issues and broadcast and/or telecommunications regulatory matters by reviewing court and Commission decisions, professional publications and trade press, relevant Congressional actions, and regulations of other agencies.

The incumbent ensures senior management stays abreast of actions taken and information received that correspond to mission, programs, projects, etc. Informs appropriate senior management of relevant actions taken or decisions made. Performs work involving managing and advising staff, including senior managers, on administrative and technical services to include human resources, policy development, strategic planning, acquisitions, solicitations, purchases and contracts, files and records, and physical property and office space.  Leads, directs and manages projects and teams.  Analyzes and resolves complex program and operational problems, developing and implementing improvements, and assessing the results that support the organization’s goals.
