ABOUT THE POSITION

The Chief Counsel advises the heads of regional operating and staff divisions on Department programs administered in the region and is the Regional Director's chief legal advisor. Provides legal advice to the General Counsel on formulation, coordination, revision and execution of administrative policy and programs at the regional and national levels. • Processes delinquent recall reminders and contacts patients for scheduling into the primary care, specialty, and mental health clinics.
• Utilizes computerized programs and databases such as VS GUI, Scheduling Manger, Insurance Capture Buffer (ICB), Veterans Health Information and Technology Architecture (VistA), VetLink, Computerized Patient Record System (CPRS) and other enterprise systems to enter, modify and retrieve sensitive information and various data into or from electronic medical records, scheduling systems and/or reporting formats.
• Explains the VA's mandate to collect insurance information to veterans, their families, and other eligible patients.
• Screens/receives phone calls in a courteous and timely manner, determines the nature of request and provides the information desired using privacy rules and established clinic processes.
• Responsible for following through on providers' orders including scheduling appropriate consultation requests, labs, x-rays and various other specialty clinics available at the CBOC.
• Schedule all appointments with the patient's input, either in person or by phone.
• Participating in team huddles daily and team meetings weekly to plan and manage patient care.

Major Duties Listed but Not Limited to:

Clinical

• Evaluates and assesses patients, as assigned, to determine the treatment course to be followed
• Performs tests and measurement of muscles, nerves (including but not limited to ASIA assessment), range of motion, posture, strength, ambulation, circulatory and respiratory status
• Performs and interprets results of tests and measurement of the patient's condition for use in preparing a treatment plan, modifying treatment, and evaluating results of treatment
• Performs stimulation of the peripheral and central nervous systems as a noninvasive means of therapy for the control of chronic pain
• Plans and implements a comprehensive treatment regimen designed to maximize patient's functional potential, using a myriad of treatment modalities and procedures, including but not limited to neuromuscular facilitation, muscle re-education, electrical stimulation, sensory integration techniques, positioning, application of assistive devices and joint protection techniques to work toward established goals
• Documents evaluation, goals, patient/family education, progress, and change in treatment or patient's condition in medical records accurately, timely, and includes all elements as per hospital and service policies
• Participates in PT rotation for weekend coverage for inpatient services

• Serves as subject matter expert and education liaison for SCI rehabilitation to medical center staff, patients, families, visitors, students, and volunteers
• Participates in presentation for the SCI Hubs and Spokes conferences
• Instructs new physical therapists in wheelchair evaluation procedures
• Attends regularly scheduled conferences and staffing and is a specialist physical therapist on multidisciplinary teams, contributing information for overall goals of patients
• Instructs new staff in advanced physical therapy seating and positioning techniques/equipment
• Responsible for participating in patient care audits and ongoing quality assurance activities throughout Physical therapy/Rehabilitation Service Program, as assigned by Physical Therapy Supervisor

• Assists in the allocation of available profession and physical resources, assigning workload based on employees training and capabilities, and delegating responsibilities among other physical therapists in the unit
• Attends and participates in scheduled and appointed professional service/program committee meetings, management workshops, conferences, and seminars
• Establishes priority of objectives and evaluates existing programs, conducts needs assessments prior to establishment of new programs
• Communications special problems/conflicts to the Physical Therapy Supervisor/Program Manager
