As the Chief Administrative Officer (CAO), you will oversee the major functions, services, and operational programs supported by and aligned under the Office of Enterprise Readiness (ERO). The Office is comprised of the Administrative Operations Division which drives, supports, and promotes various administrative functions and programs of the Secret Service to include administrative operations, vehicle lease management, personal property management, real property management, as well as procurement policy and management. The Deputy Network Director (DND) will serve as the alter ego to the Network Director (ND). As such, the DND directs highly complex healthcare delivery programs that involve major policy development of mission essential functions of VHA, which impacts the national economy. The DND oversees day-to-day operations of the VISN to ensuring oversight and integration of the functioning of the medical centers and Community Based Outpatient Clinics (CBOC).

The assigned duties require extensive knowledge of quality assessment, survey instruments and techniques. The incumbent must also have a full understanding of the requirements of various accrediting bodies (e.g. JCAHO, CARF, etc.) as they apply to the different types of facilities and programs within the VISN, such that recommendations to correct deficiencies may be made. The incumbent reports to Chief, Medicine Service and the duties include, but are not limited to the following:

• Oversight of day-to day clinical operations in the Gastroenterology Section, including procedural areas.
• Identifying and addressing barriers to high quality care delivery and patient safety. Communicating through the chain of command in a timely manner for issues that cannot be solved at the section level or have an impact beyond the section.
• Program design, development, growth, and implementation.
• Prepare, justify, and administer the Section business plan including assessment of staffing, equipment, and space needs; facilitate the recruitment, selection, appraisal, and recognition of employees; address performance problems to include monitoring probationary/trial period new hires.
• Assure compliance with VHA standards as well as other accrediting bodies for the areas over which the incumbent will lead.
• Evaluate and implement new technologies as related to Gastroenterology and oversee quality improvement initiatives for the Section.
• Monitor staff and ensure all paperwork, education, and that training for providers is being met and oversee future recruitment.
• Supervision of clinicians in the section including yearly performance evaluations, participating in developing and refining performance goals, evaluating and addressing conduct and performance challenges.
• Regularly monitor data regarding access to gastroenterology care and gastroenterology care in the community costs. Review clinic utilization data, bookability, and other trackable measures. Develop and implement plans to assure optimization of resources for veteran access to care. Identify strategies to leverage technology to improve access to care.
• Provide comprehensive patient care in the form of invasive, non-invasive, consultative, and inpatient and outpatient Gastroenterologist patient care.
• Provide services such as outpatient examinations, consultation services related to GI, management of patients with Hepatitis C with the current treatment regimen, and admission status to the facility.
• Diagnose, treat, and manage patients with gastrointestinal diseases according to standard, usual, and acceptable methods, and technique.
• Oversee the administration of conscious sedation, perform GI procedures such as EGD (gastroscopy), EGD with Peg, colonoscopies, paracentesis, liver biopsy, and other procedures as appropriate and in-line with your technical skills.
• Provide patient care that is compassionate, appropriate, and effective for the promotion of health, prevention of illness, and treatment of disease.
• Participate in rotating on-call schedule with other clinicians in the section.

• Assist the Medicine Service Chief in the areas of: Resource Utilization; Accomplishment of local, VISN and national goals; Safety.

• Work collaboratively with the academic affiliate.

The Chief of Surgical Service reports directly to the Chief of Staff (COS) and is an actively practicing surgeon or surgical specialty physician. The Chief of Surgery will support the COS in carrying out the VA mission and ensure compliance with VA and facility directives. The Chief of Surgery will be responsible for all clinical and administrative requirements within the service. The incumbent will ensure representation of the surgical service at meetings to meet facility, VISN, or National objectives.

As the Chief Procurement Officer (CPO), you will oversee, manage, and develop policies and procedures involving the procurement of supplies, construction, and services required to manage the overall operational efficiency within the Secret Service. As the agency authority on procurement and contracting matters, you will be responsible for the acquisition of all goods and services for the protective, investigative, and administrative mission of the Secret Service.

As a key executive advisor, you will inform the Chief Management Officer and the Chief Operating Officer on the interpretation of contracting laws, principles, and regulations to generate new procurement concepts or make recommendations regarding procurement matters impacting the Secret Service.

The primary duties include, but are not limited to, the following:

• Acquires commercial items, classified/sensitive intelligence technology, protective countermeasures, major nationwide telecommunication network systems, complex and diversified information technology systems and services, major system acquisitions for highly sensitive investigation and protection equipment, and state-of-the-art electronic and security systems.
