The National Courts Section seeks three experienced litigators to represent the United States in all aspects of "first chair" trial and appellate litigation. At the trial stage, attorneys personally manage their own cases, conduct fact investigations, work with expert witnesses, serve and respond to written discovery, take and defend depositions, write all substantive and procedural briefs, conduct all aspects of any trial, and present oral argument in the United States Court of Federal Claims and the United States Court of International Trade. Attorneys also personally handle all aspects of appeals in the United States Court of Appeals for the Federal Circuit, both appeals from the aforementioned trial courts as well as appeals from other fora that may have been handled outside National Courts at the trial stage. As noted, attorneys also occasionally handle matters within the Section's various areas of expertise in other Federal district and circuit courts, as well as in administrative tribunals. In addition, attorneys first-chair alternative dispute resolution proceedings and settlement negotiations, and recommend settlements of litigation when appropriate. For larger cases, attorneys work collaboratively as members of trial teams. Whether handling trial cases and appeals as counsel of record or as part of a trial team, all attorneys work closely with counsel from Federal client agencies.

As an Emergency Management Specialist (Geospatial), you will:

• Serve as a Senior Emergency Management Specialist (Geospatial) with responsibility for applying operational expertise to function as a Team Leader for the GIS program and develop emergency management reporting products supporting the Office of Emergency Management's 24/7/365 mission.
• Perform and provide key program implementation of DOE, NNSA geographic information systems initiatives and operations.
• Serve as an expert and advisor on Geospatial Information System (GIS) products that will be used during steady state and enhanced operations by personnel at all levels of the Department of Energy.
• Develop classified and unclassified GIS products with the purpose of providing global real-time awareness for emergency management incidents.

The Chief Economist will serve as a member of the MCC senior staff and a senior member of the Department of Policy and Evaluation (DPE) management team, reporting to the DPE Vice President with a dotted line to the Chief Executive Officer (CEO). The Chief Economist:

• Communicates the agency's economic identity, goals, approaches and the findings of its analysis to a wide variety of audiences, including highest level government officials, that may have varying degrees of expertise.
• Serves as a permanent member of the Investment Management Committee (IMC), the senior leadership body within MCC that reviews and advise the CEO on the viability, risks, and likely economic impact of Compact and Threshold programs while remaining the agency's consistent and independent voice on the economic logic underpinning its investments.
• Serves as an advisor to the DPE Vice President and Office of the CEO, providing executive-level leadership and expert advice to MCC leadership and senior management teams on the agency's investment portfolio, results agenda, and broader strategic agenda and direction.
• Ensures the economic analytical toolkit, guidance, and processes are both consistent with the agency's evolving needs and reflect ongoing innovation in professional and academic circles.

Major duties may include, but are not limited to:
Computed Tomography (CT) 50%:Incumbent operates independently and without direct supervision. Performs a variety of specialized CT examinations covering most portions of the body including, bladder, spleen, aorta, kidney, head, neck, chest, abdomen, pelvis, spine, extremities, pancreas, biopsies and drainages. These exams are performed with and without contrast materials. Complete biopsies as part of the Interventional Radiology Team.
Diagnostic Radiologic Technologist (DRT) 50%: Incumbent operates independently and without direct supervision as the technologist responsible for the performance and coordination of all diagnostic radiology examinations. These exams are performed with and without the use of contrast materials. The purpose of these exams is to achieve diagnostic studies so that proper diagnosis and treatment will be delivered.

Functions:

• Technologist meets the requirements set forth in Columbia VA HealthCare System POLICY/MEMORANDUM FOR BLS (RQI); BLS Certification is maintained per quarter and always complies.
• Technologist is responsible for and required to maintain credentials and licensure. Annual ARRT certifications must be current and Continuing Education (CE) requirements must be met biennially.
• Accurately operates a wide variety of imaging equipment to obtain examinations of acceptable quality, utilizing the least amount of radiation to obtain quality imaging for diagnosis and localization purposes and all other assigned duties.
• Technologist works under the supervision of the CT Supervisor and/or Lead Technologist and rotates all responsibilities within the CT section. He/she works independently on most exams but confers with Radiologists and CT Supervisor and/or Lead Technologist on more difficult problems. Work is spot-checked for achievement of objectives.
• Knowledge of cross-sectional anatomy and physiology including location, appearance, and functioning of the major and minor systems susceptible to radiographic illumination, and knowledge of changes to systems and organs caused by common medical and surgical diseases.
• Performs all aspects of CT imaging to include: Head, Neck, Chest, Abdomen, Pelvis Extremities, 3D Reconstructions of CT, Multi-Planar Reformats for CT and Angiographic studies when requested and/or when part of a standard procedure. Performs all aspects of CT Interventional Radiography, including Biopsies, RF Ablations, Abscess drainages, cyst aspirations, and all other exams.
• Performs CT Angiography of the Circle of Willis, Carotids, Abdominal Aortas, and Run Offs, utilizing specialized series to visualize the anatomy and pathology necessary for diagnosis. The radiographic goal of CT is to provide high quality imaging and generate the best possible images at the minimal radiation dose necessary to the patient.
• Performs Interventional CT exams utilizing surgical sterile techniques. This requires proper preparation of sterile trays, proper labeling of medications dispensed to sterile trays, knowledge of supplies and specific locations, and assuring measures have been taken to prevent contamination of the patient and equipment.
• He/she works independently on most exams but confers with Radiologists and CT Supervisor/Lead Technologist on more difficult problems. Work is spot-checked for achievement of objectives.

As the Museum Specialist you will:

• Coordinates and manages the work processes of the PDE-I by means of work order requests, calendar scheduling and resource management tools. This role coordinates imaging across all studios, organizing photographer and art move schedules to maximize use of space and staff resources. Utilizes the work order management system (IRIS), NetX and TMS to perform the functions of asset discovery, quality assurance and delivery of work orders. Assist with image cataloging as needed. Conducts assignment and scheduling of projects based on institutional priority, space and staff resource availability. Manages client inquiries and expectations. Supports department staff and Department Head in achieving project objectives. Creates and maintains documentation of imaging project lists and assists with developing and executing project plans. Uses the Gallery’s collection management system (TMS) and NetX collections to retrieve information, produce reports and generate object photography lists. Coordinates with departmental staff to ensure accurate capture information is recorded in the Gallery’s digital asset management system (eDAM). Monitors and reports on project status using Wrike and any other relevant software applications.

Purchasing includes general office and photographic supplies, by means of the DIVS purchase card, as well larger purchases using purchase orders and Oracle. • Provides support to photographic staff with the movement of works of art into and out of PDE-I studios to ensure efficient use of time and facilities. Schedules projects in consultation and in collaboration with curators, conservators and Gallery officials, to establish the most appropriate setting or action.

As the Visual Information Specialist you will:

• Makes digital images of two and three-dimensional works of art using direct digital capture. Work is usually performed in a photographic studio, but also occasionally in off-site locations. The incumbent needs to use a variety of digital cameras, lenses and lighting equipment and is expected to apply wide professional knowledge and experience to achieve the highest quality images.
• The incumbent, in consultation with the Production Manager and Head of Imaging, coordinates routine and special imaging projects, provides mentoring, direction, and advises junior imaging staff on the best application of technique, proper use of equipment, and appropriate viewing/lighting conditions for imaging. Supports junior staff to ensure all imaging created across the department aligns with the quality standards set forth by the Head of Imaging Dept.
• Communicates workflow and system inconsistencies to the Head of Imaging and performs basic equipment maintenance and troubleshooting. Schedules and coordinates the testing of Imaging software and photographic equipment with Color Scientist as required to ensure proper quality control. Acts as mentor and partner for select photography staff within PDE-I to deepen their knowledge and experience with advanced Imaging practice and technique. Shares their comprehensive knowledge of and skill in applying photogrammetry and other imaging techniques to works of art. Ability to choose the right lighting equipment, related computer software, imaging/scanning equipment, lens elements, and appropriate filters.
