A WG-5801-8/10, SURFACE MAINTENANCE MECHANIC:

• Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, conveyors, bulldozers, power shovels, compressors, generators, tanks, tracked combat vehicles, sedans, buses, all terrain vehicles, trucks, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and overhauls major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes repairs to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc. Performs work in accordance with modification work orders, technical manuals, lubrication orders, maintenance bulletins, regulations or management policies. May repair a variety of more complex major systems to include engines, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems.
• Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.
• Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuel injection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complex test and calibration equipment.
• Independently performs repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylinders and worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team." Recovers and evacuates inoperable vehicles from the unit location of breakdown. May assist higher graded mechanics in repairing a variety of interconnected systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems.
• Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training and Annual Training, to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations or as a member of a Maintenance Assistance Instruction Team. Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.
• May maintain and repair electronics communication equipment by removing and replacing components and elements. Equipment includes such items as radios, field telephones, amplifiers, switchboards, recorders, intercoms.
• Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned.

The major duties of the STUDENT TRAINEE (Maintenance Worker) position include, but are not limited to, the following:

• Performs minor and/or rough carpentry repairs using simple measures and hand tools.
• Performs minor painting tasks using brushes and/or rollers.
• Performs minor plumbing repairs.
• Assists higher graded Maintenance Workers or tradesmen in the performance of their work.

• Removes asbestos containing materials in accordance with Public Works standard operating procedures.

• Repair or replace parts in machines such as band saws, punch presses, small lathes, portable grinders and sanders, drill presses, etc.
• Assists in repairing and maintaining machinery, equipment and systems such as oil and lube pumping stations, vehicle exhaust systems, large overhead sectional, roll up and bi-fold doors, cranes and hoists.
• Fabricate and installs articles of sheet metal which have predominantly straight edges and regular curves from patterns.

As an ELECTRICIAN FOREMAN III (MAINTENANCE), you will:

• Assign Duties. Explain maintenance jobs to the crew at the time of assignment. Delegate segments of jobs to specific crewmembers. Provide directions as needed while jobs are in progress. Arrange for needed materials and clearances prior to the start of work.
• Maintain Discipline. As crew leader, set the pace and the example for behavior on the job. Encourage appropriate behavior of crewmembers by explaining rules and regulations. Ensure compliance through counseling and the performance appraisal system.
• Enforce Safety Rules. Lead crew safety meetings to review regulations as they apply to crew activity. Enforce regulations and insists on safe work practices to minimize risk of injury to employees or damage to equipment. Investigate all accidents, including near misses, involving persons under personal supervision. Completes required accident reports.
• Review and Inspect Work. Monitor jobs in progress to ensure that tasks are being completed correctly and in a timely manner. Work, including documentation of existing conditions, must be accurate and thorough.
• Responsibility for Quantity and Quality of Specific Tasks. Responsible for the efficient performance of the work by the crew with a minimum of wasted effort and material.
• Short-range Planning and Scheduling. Develop work assignments for the crew using computer-prepared schedules as a guide, matching manpower available with the equipment available. Develop quarterly work schedules allowing for unscheduled or emergency work.
• Long-range Planning and Scheduling. Long-range planning and scheduling is done with the Regional Manager. Planning for major projects begins one or more years ahead of the work to be done to allow time to coordinate activity of related crews, obtain special tools or parts, arrange for technical assistance, and develop methods or procedures. Long-range planning is needed to prioritize major projects and to provide for fund and staff allocations.
• Coordination of Crews and Activities. Major projects usually involve assistance of other crafts. Supervisory responsibility includes coordinating the activity of all crafts involved to make the best use of the workers on the job.

As General Supervisor, you supervise the trades, crafts, and labor functions of construction, renovation, installation, maintenance and repair projects.

Supervisory and Managerial Responsibilities

• Perform administrative and technical supervisory functions for subordinates.
• Oversees the preparation of cost estimates from drawings, blueprints or site inspections for proposed or anticipated maintenance, repair, replacement, and construction projects and alterations.

• Coordinates with managers of other units to schedule maintenance and repair of air conditioning, plumbing, mechanical, electrical, and structural systems.

• Observes work in progress, investigates work-related problems (e.g., excessive costs, low productivity, workload imbalance, and acquisition or development of specialized tools, out of tolerance environmental conditions, excessive noise, building code violations, hazardous material investigations, and coordinates emergency response to hazardous material safety concerns and events) according to AOC and LBG guidance.
• Tracks and maintains logs of required annual inspections, testing, and maintenance contracts. Leverage technology (WebTMA, handhelds, work-issued smart phones, specific technical equipment, BAS systems, etc.) to maintain these records.
• Develops, forecasts, and manages budgets for service units. Develops spend plans for material and overtime, training plans, and personnel scheduling.
• Evaluates maintenance with Computer Aided Facility management coordinator and adjusts to improve maintenance management.
• Plans and establishes Operations and Maintenance Branch leave schedules to ensure 24 hours a day, 7 days a week, 365 days a year coverage for the buildings located in Washington, DC.
• Trains and updates workforce on emergency situations and coordination with US Capitol Police (USCP), Security, Emergency Preparedness Directorate (SEPD), Library of Congress (LOC), and AOC’s Office of Safety and Code Compliance (SCC) on response efforts.
• Responsible for coordinating and communicating with Library of Congress staff on steam, domestic water, chilled water, and related electrical outage associated with maintenance and projects and provide formal notifications.
• Makes recommendations to LBG Senior Leadership Team related to operations and maintenance activities and personnel. Serves as liaison between service units and engineering staff for maintenance, facility condition assessment review, and programs affecting maintenance. 
• Coordinates and communicates with the other foreman, engineering staff, and service unit leaders to properly manage jurisdiction operations and minimize impacts to client operations from projects both internal external to the jurisdiction.

Performs recurring assignments, e.g. follows up on maintenance requests reported by guests, housekeeping or front desk

Incumbent assists in performing work in at least two of the following trades in the maintenance and repair of buildings and related fixtures:

• Plumbing: Assists in making plumbing repairs to sinks, faucets, commodes, tanks, urinals, P-traps, shut-off valves on washing machines and water supply that can be accomplished by removing, cleaning, resealing, replacing defective parts or units, installing water heaters, garbage disposals, faucets and sinks.
