GENERAL DESCRIPTION OF THE POSITION:

The Baltimore Convention Center wishes to research and then produce thorough documentation surrounding its public art collection. This will include reviewing archival documentation, researching artists and their works, interviewing pertinent stakeholders, and producing documents that will be used to create content for the organization’s website and self-guided tours.

Additionally, as the Convention Center will be celebrating its 50th anniversary in 2029, the Intern will start to identify historic photos and documents from within the city and agency archives and propose a list of assets that should be digitized in preparation for a retrospective.

Interns at the Baltimore Convention Center are hired with a specific set of tasks or project in mind.  The goal is to create meaningful job experiences for the student while providing the agency tangible outcomes that leave lasting impact.  The position will work closely with all departments, as well as relevant entities to further the assigned work such as the Baltimore City Archives and the Baltimore Office of Promotion and the Arts

The Intern is a part-time hourly position that will report to leadership within the Sales, Services, and Marketing Department.

Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek averaging 20-30 hours a week. The work of this position takes place in a predominantly seated work location but will require occasional walking, bending, and lifting items no more than 50lbs. An Investigative Specialist I is responsible for performing administrative professional work assisting in investigations conducted and managed by the Baltimore Police Department. Core Duties and Responsibilities

• Attend and present at community associations and neighborhood group meetings to raise awareness of the programs and services provided by the Mayor’s Office and other city agencies and identify and assist residents in resolving issues with city services.
•  Oversee and implement under the direction of the Director of the Mayor’s Office of Community Affairs, public events such as but not limited to roundtable meetings, town halls informational sessions, community walks, clean-up, etc.
• Attend internal meetings of various city agencies that provide services, programs, or activities to residents of Baltimore City, ensuring that there is no duplication of services, and allowing MOCA to be aware of any initiatives, or outreach plans.
• Collaborate and participate with other city agencies-sponsored events and outreach activities to inform communities and/or residents related to the  Mayor’s initiatives and pillars. This also includes participation with stakeholders, state and federal government representatives, and agencies, who provide programs and services.
•   Respond to community inquiries assisting with issue resolution, negotiation, and/or mediation of community concerns and brief the Director and Deputy Director of MOCA and other officials on matters of public interest, issues, and concerns
•   Establish, build, and maintain strong relationships and partnerships with community leaders, non-profit organizations, key corporate partners, and other internal and external third-party constituencies.
• Maintain accurate records and prepare reports on the goals and objectives of  MOCA’s outreach and community engagement plan and all activities related.
• Participate in workshops, conferences cultural meetings to promote the Mayor and MOCA when invited or requested.
• Required to staff the Mayor at various events, meetings, and press conferences when assigned.
• Represent the Mayor at events and activities that may require a certificate, proclamation, or memorandum when the Mayor is unable to attend due to scheduling conflicts.
• Develop and maintain a resource manual of services to provide information for the MOCA Liaisons to use for training and resource guidance.
• Meet biweekly with the Director and Deputy Director of MOCA and or others to update, plan, or discuss any issues or concerns.
• Plan and participate in Mayor’s Office events, such as Spring and Fall Clean-ups, Christmas Parade, neighborhood canvasing, community engagement/safety Walks, Mayor’s Back to School Events, and other events as scheduled.
•  Perform various projects or administrative tasks as assigned by the Director and Deputy Director of MOCA
• May be required to work evenings and weekends.

The Facilities Maintenance Division is a complex and versatile team consisting of but not limited to building trade/maintenance professionals, contract managers, architects/engineers, security coordinators, real estate professionals, and incident commanders.  The Division is directly responsible for maintenance and operations of facilities within DGS portfolio and providing operational services per SLA’s with City of Baltimore agencies.

The office is located at 200 N. Holliday Street, in downtown Baltimore City.  The position assignment is considered as hybrid in nature as work can be administered both at office and at home.

Division Chief Key Responsibilities

• Creation and implementation of standards, policies, and best practices.
• Plans, organizes, coordinates, directs and controls dynamic staff of various trades, discipline, and skill level.
• Directing through subordinate leaders to manage areas including: building maintenance/operations, non-capital construction, safety, portfolio management/leasing, space planning, and emergency operations and preparedness.   
• Establish plans strategic goals, and mission critical objectives for division; establishes industry-standard metrics for operational expectations.
• Partners with the Department’s Fiscal Office in the creation and management of the Division’s budget. 
• Advises and informs City leadership and City Agency management on facilities needs and priorities, communicating the rapidly changing industry. 
• Responsible for planning, organizing, interpreting, and implementing complex studies related to operational and administrative needs. 
• Seeks out and utilizes State and Federal resources to increase efficiency of operations. 
• Provide oversight and policy review for City-wide facilities management.
• Provide oversight and compliance for real estate.

• Ability to make recommendations on operating policies and administrative practices.
• Ability to delegate and achieve results through multiple teams and levels within division.
• Strong in leading and coaching staff.
• Strong in negotiation and compromise to influence internal and external parties to accept concepts, practices, and initiatives of the division/agency as applicable.

Education and Experience Minimum Requirements

• A Bachelor's degree and/or Master’s degree in Business Management, Construction Management, Construction Science, Engineering/Architecture, Public Administration, and/or aligned degree program from an accredited college or university.
• 8 years of senior management in facility management, engineering, or architecture field(s); policy-driven operational responsibilities including 4 years of experience managing homogeneous functions through subordinate supervisors is required.

Preferred Experience

• Progressively responsible experience managing facilities maintenance and operations; project management (processes and construction).  Proven professional in a Federal, State, and/or local municipality or public university system.

The Baltimore City Department General Services is seeking an Assistant Deputy Director of Administration.

Essential Job Functions

• Provides clear direction, guidance, and leadership to Division Chiefs and managers with limited oversight from Deputy Director. Advises leadership on high-level, complex and sensitive issues.

• Guides Division Chiefs with updating/setting division goals and providing directives for each unit/division.

• Participates with Division Chiefs and Fiscal Section to develop and administer creation/update of agency budget, participates in forecasting additional funds for staffing and resources. Works with Agency Director, Deputy Director, Assistant Deputy Director of Operations, and Chief Fiscal Officer to prescribe and allocate resources for multiple DGS projects and initiatives to meet and exceed SLA’s and targets aligned with Mayoral Pillars.

• Attends conferences and check-in meetings with Agency senior staff and representatives of other agencies to ensure stakeholder engagement. Coordinates Agency’s functions with other divisions within DGS and other City agencies. Also works collaboratively with internal and external partners by sharing resources and personnel when feasible to achieve shared goals. Participates needed on behalf of the Agency in the Emergency Operations Center (EOC) during emergency conditions. May represent the Agency by joining a variety of committees and/or projects.

• Meets and works with stakeholders to advocate, influence, and persuade them to support policies and priorities that will have a beneficial impact on the Agency and City. Represents the Director/Deputy Director at press conference and/or the Mayor’s Office events as well as other public gatherings.

• Communicates with and responds to a variety of requests from both the City Council and the Mayor’s Office when appropriate. Communicates with citizens and constituents regarding requests for services, complaint resolution, and General Services information/updates when appropriate; and manage via division leads to ensure expectations are met.

• Acts as liaison and/or represents on behalf of the Agency Director/Deputy Director when interfacing with other City Agencies, Community Walk-throughs and other activities.

Required Knowledge, Skills and Abilities

• Strong leadership skills. This incumbent is organized, knows how to advocate for all employees and holds them accountable for service excellence.
• Genuine personality and disposition when communicating with people at all levels. This person is resourceful and can establish and maintain meaningful relationships with people at all levels, ranging from front-line employees to the Mayor and across City agencies.

• Master’s degree in Business Administration, Public Administration, Management, Project Management, Organizational Management/Leadership; or related field from an accredited college or university.
• Minimum eight years of senior management, policy-driven operational responsibilities including four years of experience managing heterogeneous functions through subordinate managerial staff is required.
• Proven track record of having worked in a federal, state, and/or local municipality or public university system.
