CLASS DEFINITION

A Heating and Air Conditioning Technician II diagnoses, maintains, and repairs all types of heating, ventilating, air conditioning and related equipment. Work of this class involves no supervisory duties or responsibilities.

Incumbents receive moderate supervision from a technical superior. Employees in this class work on a 24-hour on-call basis. Work is performed in a boiler room or other confined area where there is the potential hazard of boiler explosions and exposure to noise pollution and toxic materials. Work requires moderate physical exertion such as lifting heavy air conditioning units.

CLASS DESCRIPTION

The Baltimore City Mayor’s Office of Employment Development (MOED) and the Anne Arundel Workforce Development Corporation (AAWDC) are partnered on the Maryland Tech Connection (MTC) grant.   The focus of the MTC grant is to assist the long-term unemployed job seeker with skilling up for and connecting to jobs.   This will require the creation of a Career Coach position that will report to the Vice President of Strategic Initiatives for AAWDC.  The Career Coach will physically work out of the MOED Eastside Career Center in Baltimore City with general supervision provided by the MOED Program Manager.

This is a professional position under general supervision responsible for assisting long term unemployed job seekers who live on the east side of Baltimore City and Baltimore County with career development and job search activities, linking them to training and employment opportunities, and ensuring they are effectively connected to supportive services.   Responsibilities include, but are not limited to, recruitment, intake and eligibility determination, assessments, orientation and training, and the development of individual career development and growth plans to fit client skills and goals.  The Career Coach is responsible for meeting performance goals and standards as prescribed by the MTC.

ESSENTIAL FUNCTIONS

• Schedules and conducts new client interviews to assess eligibility.
• Evaluates experience, training, education, and skills.
• Provides overview of AAWDC services and programs.
• Develops action plans which utilize the full range of training and job seeker services.
• Offers information and referrals to ineligible clients. 
• Utilizing MTC career and vulnerability assessment tools and structured interview strategies.
• Assists clients in identifying personal goals and developing strategies for reaching them through available training and employment opportunities in the targeted industries.

A workforce certification is preferred.

Baltimore Youthworks Summer Jobs Program is one of the largest summer jobs initiatives in the nation. For the past 5 years, the goal has been to offer 8,000 City youth an opportunity to work and earn wages during the summer months. Built on the unspoken expected reality that a large percentage of black and brown youth would have unequal access to a summer job because of structural and institutional racism, Youthworks prioritizes those most impacted – youth receiving public assistance, low wage families and youth connected to the Department of Juvenile Service.

This is a service delivery position where work duties involve direct support of the Youthworks Program Coordinators of both the private and public sector.  Assignments are carried out in accordance with Baltimore City (COB) and the Mayor’s Office of Employment Development (MOED) - Youth Services Division procedures and policies.  Work is performed under supervision of a MOED administrative superior. 

ESSENTIAL FUNCTIONS

• Answer, screen, and direct calls to appropriate person or unit.
• Communicate operational policies and procedures to program partners and youth participants.
• Manage YW Program Coordinators and Data Quality Supervisors calendars and schedule meetings.

These programs will increase access to opportunity, promote local job growth, support low-income households, benefit historically underinvested neighborhoods, and create wealth in communities of color. They will also help the city become cleaner, safer, and more welcoming. 

A Mobile Career Navigator’s (MCN) job responsibility is to travel to other community-based organizations and events, representing the agency by offering onsite workforce services to residents. The MCN will establish partnerships with organizations and other stakeholders to host the services.  The MCN will provide a variety of supportive employment services designed to enhance participants' employability at various locations in Baltimore City. Services include combinations of the following activities: case management, counseling, and assessment, employability development planning, motivational and world of work workshops, job development and placement.

The MCN will have access to a city-owned vehicle to provide these services.

LICENSES, REGISTRATIONS AND CERTIFICATES: Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.

KNOWLEDGES, SKILLS AND ABILITIES

· Knowledge of the installation, maintenance, and enhancement of microcomputer systems and mainframe client servers.

· Knowledge of the interrelationship of systems analysis, computer programming, and information technology operations.

· Knowledge of current trends and developments in network-based communications systems.

· Knowledge of computer-based communications protocols.

· Skill in developing database queries and generating reports.

· Skill in installing, repairing, and troubleshooting network programs, hardware, and systems.

· Skill in cartographic map design, accuracy of presentation with required map components and elements, layout and design.

· Ability to analyze, apply logic and solve technology problems.

· Ability to establish and maintain effective working relationships with vendors, management, technical co-workers and support specialists, and system users.

· Ability to design complex systems consisting of a wide variety of programs, procedures, and forms.

· Ability to schedule and perform preventative and corrective maintenance procedures and repairs.

· Ability to write detailed technical reports and analyses.

· Ability to develop a working knowledge of computer systems software and operating systems.

· Ability to develop systems software and systems software testing procedures.

EXAMINATION PROCESS
