The incumbent functions as a Physician and Supervisory Physician for the local patient population and as many patients from surrounding areas. The incumbent is responsible for the organization, planning, implementation, and evaluation. Incumbent provides comprehensive primary care for family practice care from all ages of life.

Clinical Responsibilities (75%)

• Responsibility for diagnosis, prevention, therapy, maintenance and rehabilitation of patients. Provides independent diagnostic, preventive and medical services for patients of varying complexity and advanced nature utilizing advanced clinical and analytical skills.
• Counsels patients and families in health education, for a diverse and complex patient population, with consideration of the patient's learning needs, learning readiness and impediments to the process.
• Acts as a preceptor to new staff and students to the organization. Performs clinical practice peer review and develops multidisciplinary quality improvement programs and projects.
• Maintains and analyzes computerized data and independently develops charts, graphs and statistical analyses from clinical data. Directs and performs quality assurance and quality control activities as they relate to protocol adherence, protocol monitoring, data collection, and data analysis.

• Directly supervise physicians, mid-level providers, health technicians including performance appraisals, department scheduling, and yearly training and certification requirements and completing recruitment for positions and disciplinary actions. Reviews day-to-day operations, including Health Clinic needs and future needed positions.

• Makes preliminary pre-employment or eligibility determinations on applicants for position for which applying. Reviews arrest reports and disposition of cases.
• Performs such tasks as evaluating the sensitivity determination for each position, as described by management based on need-to-know principles.
• Maintains a database that accurately reflects timely submission of forms to include fingerprints, reports and satisfactory National Background Investigation Services Electronic Application (eAPP) submission.

• Plans, implements and evaluates a comprehensive environmental health program on assigned reservations that emphasizes safe water, solid and hazardous waste management, food protection, occupational health and safety, vector control, community injury prevention, healthy homes, and institutional health.
• Conducts comprehensive environmental health surveys of all IHS, and tribal facilities including; schools, head starts, day care centers, gaming facilities, health care, recreational facilities, Industrial operations and drug rehabilitation facilities on assigned reservations.
• Build tribal capacity to manage environmental health hazards in their community by assisting with the development of environmental health and occupational safety policies, procedures, regulations, employee training programs ad public education materials.
• Serves as a technical consultant to tribal program managers and leaders by assisting them with environmental health hazard identification and mitigation.
• Performs epidemiological and infection control investigations to identify environmental factors with the potential for transmission of disease.

• Conducts training to IHS Areas and Tribes in accordance with existing public laws as appropriate.
• Responsible for ensuring the Agency complies with all applicable statutes, laws, rules, regulations, policies and procedures, and standards.

*Note: This position has a requirement to report to Rockville, MD. An incumbent may be eligible for telework, but this position is not a virtual/remote-based.

Advisory/Consulting Services

An authoritative subject matter expert providing advisory services on the evaluation, development and management of compensation management programs; specifically Federal HR programs, policies, and guidance related to Title 5 and Title 38 compensation. Provides policy interpretations on interrelated program and policy issues that are sensitive, highly complex, visible, and controversial and/or involve more than one HR functional area.

Policy Development and Guidance

Develop and write compensation documents to include policies, delegations of authority, IHS circulars, special general memorandum, standard operating procedures, fact sheets, memorandum, delegations of agreement, and leadership briefings. Applies an in-depth understanding of compensation decisions and precedents to modify or establish new HR policies, and guidance.

Program Evaluation

Independently conducts and/or directs the conduct of surveys, studies, or evaluations relating to Title 5 and Title 38 compensation. Determines scope of project based on initial discussion with senior management officials. Manages the project to include data gathering, analysis, and report writing phases. Continually evaluates approval processes, taking into consideration HHS and OPM requirements, to develop more effective and efficient HR processes. Utilizes automated OHR systems, for recruitment and personnel processing as well as IHS and HHS databases, to fully support policy and program evaluation activities. Analyzes vacancy rates, turnover rates, compensation data and other pertinent information to determine which occupational series most need a Title 38 SSR or an increase to an already authorized SSR.
