Job description

1. Training and Development

• Develops policies, programs, and procedures for segments of Air Force military personnel policy programs (such as promotions, evaluations, recognitions, assignments, Selective Retention Bonus (SRB), Officer Retention Bonus (ORB), Career Intermission Program (CIP), separations, retirements, and force management)
• Represents the Air Force's Military Personnel Programs with a wide variety of internal and external officials
• Analyzes, writes, and coordinates proposals to initiate and execute legislative change for assigned segments of military personnel programs

• You will serve as the technical day-to-day authority for human resources functions and provides oversight to three Human Resources Offices (HROs) located in San Diego, California, Bremerton, Washington, and Pearl Harbor, Hawaii.

• You will provide assistance to the Director, Civilian Human Resources (DCHR) Labor and Employee Relations (LER) Program Manager to include preparing correspondence, reports or slides for presentations and briefings to senior leadership.
• You will provide overall advice and assistance on discipline, adverse actions, grievances, performance management and recognition, employee counseling, telework, Civilian Employee Assistance Program and related functions.
• You will serve as the Injury Compensation Program Lead (ICPL) and point of contact for USPACFLT.
• You will provide oversight of the Drug Free Workplace Program and ensure compliance to program requirements.
• You will disseminate professional development announcements and opportunities to the appropriate offices and review and provide recommendations to senior leadership.

Duties & Responsibilities:
(1) Serves as a final reviewer and/or processor of actions, which may include but are not limited to: accessions, discharges/separations, promotions, awards, reductions, transfers, boards, Non-Commissioned Officer Evaluation Reports (NCOERs), Office Evaluation Reports (OERs), promotion eligibility, Simultaneous Membership Program (SMP), discharges, waivers, award/withdraw, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, eMILPO, SIDPERS, DJMS, DMDC, CAC Automation, TAPDB-G, DSRO, and any additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: Allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Performs final review on file prior to review and action by a board, action officer, or others and ensures that all levels of legal, medical, and administrative review have been completed. Summarizes salient facts and issues; analyzes case information; outlines options; and recommends appropriate action. Ensures that regulatory requirements related to the specific action are met. Participates in SRP and command inspection program. Identifies gaps or inconsistencies in records and initiates action or interviews personnel to obtain needed data. Participates in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty. Performs personnel and administrative actions related to deployment manning documents. Supports reorganization/activation/deactivation. Reviews and processes requests for retention beyond mandatory removal date and evaluation reports.

(2) Researches and obtains all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Drafts or prepares related correspondence for appropriate signature and enters data in automated systems, as needed. Retrieves data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings. Prepares General Officer nomination packet. Ensures completeness and proper forwarding of records to appropriate board. Processes Officer over strength/additional Table of Distribution and Allowances (TDA) authorizations. Provides advice, guidance, and training to other personnel on actions in areas of expertise, as well as, advice, instructions, training, and interpretations, as needed, to lower echelons.

(3) If serving as the primary assistant to the Military Funeral Honors or Casualty Assistance programs then you serve as the primary point of contact, coordinator, and advisor for questions regarding Military Funeral Honors and/or Casualty Assistance. Provides advisory services to family members of deceased military members (current and former) and serves as a liaison between the family and funeral directors and their assistants, Veterans Services Organizations, Veterans Affairs Offices, National Guard Bureau (NGB), Regional Casualty Assistance Coordinator (CAC), and other military services and/or members. Provides assistance to the family members by advising them of the deceased member's entitlements and provides information or assistance with filling out any required forms. Maintains files and libraries of current funeral/casualty material including policies, procedures, and guidance from Department of Defense (DoD), NGB, Regional CAC, and the Veterans Administration. Coordinates with the Regional CAC, Funeral Home, Honor Guard, supporting military unit, and each Casualty Assistance Officer/Casualty Notification Officer (CAO/CNO) to ensure all requests for funerals and casualty assistance are supported. Collects data from various sources for statistical purposes regarding Funeral Honors and Casualty Assistance, which may also be used to project budgetary requirements. Coordinates with NGB and Regional CAC for assistance and support in the conduct of training in the program.

(4) Performs other as duties as assigned.

POSITION DUTIES:

(1) Provides technical guidance and procedural support to the AMEDD Strength Manager, Recruiting & Retention Manager, Officer Strength Manager, Military Personnel Office (MILPO), State Surgeon/Deputy State Surgeon, State Chaplain, State SJA, commanders, unit personnel, field recruiters, and healthcare ministry and legal professionals. Carries out specific projects to accomplish the technical support missions of the AMEDD Strength Office. Advises commanders, unit personnel and applicants on regulatory requirements of the programs and develops letters of instruction. Reviews, interprets, and implements policies, directives, and other issuances by Department of Army (DA), National Guard Bureau (NGB), United States Army Recruiting Command (USAREC) and outside control agencies for applicability to activities. Takes appropriate action to comply with directives or refers the matter to the AMEDD Strength Manager, Recruiting & Retention Manager, MILPO, and State Surgeon/Deputy State Surgeon for action.

(2) Participates in developing and implementing written policies and guidelines pertaining to recruiting and retention programs for AMEDD, Chaplain, and SJA positions such as local regulations and Standard Operating Procedures (SOPs). Maintains copies and updates all applicable AMEDD, Chaplain and SJA recruiting and retention guidelines. Applies fundamental military human resources management principles, practices, and techniques of recruitment and retention. Evaluates the effectiveness of the specific recruiting and retention programs (AMEDD, Chaplain, or SJA) to identify trends and suggest corrective measures to increase strength, and the ability to pinpoint program deficiencies and recommend possible solutions to AMEDD Strength Manager.

(3) Coordinates and participates in recruiting efforts both locally and nationally at recruiting events such as medical conferences, medical school and dental school programs. Reviews demographic areas for targeting of desired specialties. Conducts on site visits to answer questions, resolve problems, and assist at state and national conferences to recruit new applicants. As required, the incumbent is assigned to portions of the recruiting campaigns and conferences to assist in planning displays. Participates in the development of advertising concepts for AMEDD, Chaplain, and SJA officers to be implemented by state and possibly at a national level. Monitors local advertising activity and reviews coordination of specialty branch information activity to include lead retrieval. Evaluates the effectiveness of the recruiting efforts and suggests alternate events to increase strength. Determines the budget requirements for travel, advertising, and office requirements. Maintains statistics on healthcare, legal and ministry recruiting programs and workload data for reporting recruiting activities to the AMEDD Strength Manager, Recruiting & Retention Manager, and NGB.

(4) Performs other duties as assigned.

• Assists in leading military and civilian personnelists within the Military Personnel Section (MPS) mission sets and reviews/performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can performs a complete review of records to determine eligibility for actions.
• The technical authority on all elements of active duty military personnel specialties assigned to any of the elements of MPS.
• Oversees updates, inquires, and process actions on a wide variety of entitlement, allowance, and indebtedness actions by MPS team members as well as can process these actions through military personnel data systems.
• Reviews products to identify and correct mismatched data in system and to ensure projections and confirmations have consummated and required actions have been taken in the Personnel Data System.
• Uses a variety of office automation hardware, software, and peripherals to perform and review/approve miscellaneous administrative duties, special actions and other clerical support work conducted by subordinates in all areas of military personnel.

• Plans, organizes, and oversees the activities of the APF Civilian Personnel Section Staffing and Employee Management Relations ensuring Recruitment and Placement complies with legal and regulatory requirements and meets customer needs.
• Exercises supervisory personnel management responsibilities.Advises and provides counsel to employees regarding policies, procedures, and directives of management.
• Represents APF Civilian Personnel Section Staffing and Employee Management Relations with a variety of installation and functional area organizations.
• Establishes, defines, and implements requirements for personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.
• Administers appointing and associated authorities on behalf of the Flight Chief and Commander for appropriated fund federal civil service personnel at an Air Force (AF) installation.

• Assists recruiters with applicant scheduling and processing as it applies to Armed Services Vocational Aptitude Battery (ASVAB) testing, physical examinations, coordination of temporary or permanently disqualified applicant actions with the Recruiter, distribution of high school ASVAB lists, and arrangement of applicant billeting
• Implements quality control (QC) checks on accession documents and performs job screening for over 150 specialties
• Serves as primary assistant to the senior MEPS liaison regarding all accessions and ensures AFRS meets recruiting goal requirements established by Air Staff

• Plans, organizes, and directs the activities of the Career Development Element of the Military Personnel Sections (MPS), ensuring that the Career Development Element complies with legal and regulatory requirements and meets customer needs.
• Exercise management oversight responsibilities to all Career Development programs, leading Airmen with superior dedication, knowledge, experience, and enthusiasm.
• Manages the Enlisted Promotion Program.
• Serves as the base Personnel Reliability Program (PRP) monitor and as an agent for the U.S. Department of State, Special Issuance Agency-Passport Application Acceptance Program.

• Assists in managing and processing Board for Correction of Military Records and Discharge Review Board applications.
• Leverages extensive expertise in personnel management policies and procedures to ensure advisory opinions contain a rationale that is consistent and supported by DoD and Air Force policies and procedures.
• Serves as an analyst to the AFBCMR.
• Plays a key role in the development and maintenance of governance related to assigned duties.
