• Control stocks flow including ensuring quality and timely stock arrival
• Coordinate with warehouse staff to ensure proper storage
• Track orders and ensure timely delivery
• Monitor and managing stock allocations to outlets and interpret sales forecast
• Process payment arrangement, invoices and purchase orders
• Review stock reports, open orders and expedite reports
• Prepare related documentation
• Any other ad hoc task assigned by the management from time to time

• You will serve as a Contract Review Specialist reviewing high dollar pre/post-award contractual actions for compliance with existing laws and regulations.
• You will analyze and evaluate pre/post-award actions to determine that contract terms/conditions are developed and constructed to distribute technical, financial, and economic risks.
• You will develop reports concerning the analysis of pre/post-award contractual action deficiencies such as incorrect procurement strategy.
• You will conduct studies and review actions to ensure that pricing objectives are developed/negotiated based on adequate data, proper application of pricing principles, accurate analysis, calculation and sound business judgement.

• As a new District, the Procurement Analysts within the BOB will have the opportunity to heavily impact the development of local policies, procedures, standards, training, and standard operating procedures.
• Serves as the technical Procurement Analyst on acquisition policy and initiatives in support of the District.
• Serves as the technical SME in support of all contract actions, particularly complex actions with atypical acquisition strategies or requiring formal source selection procedures.
• Assists in planning, developing, and establishing District strategy, including support for the overall SAD regional acquisition program in support of the USACE and SAD Campaign Plans.
• Provides guidance and technical assistance, guidance, and training to all acquisition project delivery throughout the process.
• Conducts routine reviews of all contracts and purchase actions as well as periodic audits of designated contract files based on dollar value, method of acquisition, and other factors.

• You will perform and provide guidance in the areas of property accountability, asset management, disposition of excess property, inventory procedures, lost and/or damaged property, and administrative adjustment actions.
• You will provide expertise in the areas of implementing and managing DoD, Navy, and Command policy and guidance.
• You will develop, run, and support accountability and management reporting.
• You will develop new and approved techniques and methods required for operation within area of responsibility in accordance with policy and regulations.
• You will schedule, initiate, coordinate, document, reconcile, and gain concurrence on general equipment and operating materials and supplies physical inventories and plans.
• You will develop and implement corrective action plans when inventory accuracy not met or inventory frequency requirements are not maintained.
• You will establish and maintain local command policy and processes for proper management of general equipment and operating materials and supplies.
• You will review regulatory or directive guidance pertaining to assigned functions and brief management on scope and effect on current operations.

The physical worksite for this position is located in Alexandria,Virginia.This position is remote per agency and business unit discretion/policy. This position is eligible for a range of telework options, ranging from full-time remote and telework from anywhere in the fifty United States and Puerto Rico to working on-campus in Alexandria, VA.

Specifically, review and provide guidance on all tasks associated with source selection and contract administration, to include: market research, statements of work, contract specifications, solicitation packages, claims/disputes, and other contract documents for clarity and legal sufficiency.
• Thoughtfully analyze proposed and existing USPTO policies and procedures concerning source selection, supply chain risk, and contract administration.
• Enthusiastically research and analyze applicable laws, regulations, and guidance relating to federal procurement, to include the unique USPTO procurement authorities as outlined in the Patent and Trademark Office Efficiency Act (PTOEA) and the Patent and Trademark Office Acquisition Guidelines (PTAG); and provide interpretations of those laws and regulations to the USPTO General Counsel and other USPTO officials and personnel.
• Zealously represent the USPTO in litigation involving USPTO contract awards or disputes. Act as the Attorney of Record for USPTO bid protests filed before the Government Accountability Office (GAO) and assist the Department of Justice (DOJ) when protests are filed at the Court of Federal Claims. Represent USPTO in contract appeals filed before the Civilian Board of Contract Appeals (CBCA) and assist DOJ when appeals are filed before the United States Court of Federal Claims or the Court of Appeals for the Federal Circuit.
• Considerately provide training to the Office of Procurement or other business units as needed on matters such as: source selection, contract administration, conflict of interest, procurement integrity, Small Business Administration acquisition rules/guidance, suspension and debarment, Foreign Ownership and Control, and supply chain risk.
