Job Description
The Central Procurement Office seeks a highly motivated and experienced individual to join our Business Partnering & Shared Services team. The successful candidate will collaborate with both external and internal stakeholders and ensure the success of the team in delivering a full spectrum of procurement activities to meet the dynamic needs of the businesses in departments at NUS Bukit Timah Campus
Duties and Responsibilities
Relationship Management and User Support
• Manage relationships and communications between users and procurement
• Provide end-to-end support and guidance to users on procurement policy, procedures and system
• Primary point of contact between users and other specialist departments, e.g. Legal and Finance
• Conduct training programs for university staff on procurement policies, procedures, best practices and system
Procurement Planning and Category Management
• Conduct procurement planning
• Produce regular reporting of procurement performance and spend analysis
• Conduct analyses to identify potential consolidation opportunities to optimise procurement efficiencies
• Develop a sound supplier network, manage supplier relationships and contracts
• Drive strategic category management of assigned commodities in the General Goods and Services (GGS) category at university level
Procurement Operations
• Administer quotation and tender processes and review procurement documents
• Participate in the evaluation of bids and conduct negotiations, prepare recommendation reports, and facilitate the approval and award of bids in consultation with users
• Perform procurement transactions timely in NUS' procurement system, Ariba (i.e. publication, bid download, award, PO creation, goods receipt) to meet service levels
• Identify and implement procurement processes improvements to streamline workflows
Additional Responsibilities
• Any other duties assigned by the University and the Department
Qualifications
1. Recognized University degree
2. Minimum 5 years procurement experience familiar with tendering processes, bid evaluations, report writing and contract negotiation
3. Good interpersonal, communication and time management skills
4. Results oriented with a demonstrated commitment to teamwork
5. Experience as a change agent in an organisation
6. Proficient in SAP Ariba and Microsoft Office
7. Strong proficiency in written and spoken English for drafting tender specifications and facilitating effective communication with stakeholders and suppliers
