This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities.

Major duties and responsibilities include:

• Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,
• Procurement Support - Procures supplies and services to meet the purchase, rental, or lease needs of the organization; develops unique selection criteria for each purchase; Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments.; conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements; and,
• Administrative Support - Serves as the first line of contact for medical staff and customers in regard to procured items; develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes; performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility.
• Performs other related duties as assigned.

Duties to include, but not limited to:

• Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools.
• Analyzes data to include projected lifecycle, down . time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions.

• Manages and controls NX assets for a VA HCS and supported catchment area. Recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines.

The primary purpose of this position is to serve as the Government Purchase Card Program Coordinator. Provide guidance, training, coordination and oversight based on a comprehensive knowledge of Army and Federal procurement at and below simplified acquisition threshold, primarily at the micro-purchase level.

1. Serves as the Government Purchase Card (GPC) Level 4 Agency/Organization Program Coordinator (A/OPC) for the designated Contracting Office. The incumbent is designated to manage the day-to-day operations; implementing and administering the GPC program; establishing local policy and guidance; conducting training and monitoring GPC use; and providing oversight and administration.

2. Organize and provide training locally and/or remotely to GPC stakeholders for the GPC program as well as expanded authority training. Coordinates with Resource Managers, Financial Personnel, Logisticians, and other GPC Stakeholders as require providing additional training and guidance in relation to the GPC Program.

3. Conducts surveillance of A/BOs and CHs accounts through the use of the Data Mining Oversight and Surveillance System to ensure compliance with Public Law and policy. Evaluates A/BOs and CHs performance during surveillance reviews, directs remedial training as necessary, initiates account suspensions, removal from program, and recommends disciplinary actions to chain of command based on findings.

4. Utilizes the prescribed system to nominate, approve, appoint, retain and terminate all GPC roles and functions.

This role would suit an individual who has previous experience in a support type role and has been part of a team that has provided procurement support or potentially an individual that has worked in a contract management area. Use of e procurement tender portals is an advantage, the council uses Proactis, so any experience in this system would be an advantage. Experience of procuring or managing frameworks or having a general understanding of how frameworks or dynamic purchasing systems work would be beneficial. Core office hours will need to be worked, the majority of the work will be remote with occasional office working days or meetings in Southampton Civic Centre. The contract offered is for 3 days per week, the clientis flexible and would be happy to discuss the working days, but working some days earlier in the week will be part of the requirement.
