OVERVIEW OF POSITION / DEPARTMENT

The new Development Review Division of the Public Works Department is seeking Real Property Specialist Senior. The Real Property Specialist Senior is responsible for reviewing subdivision plats, site plans, legal descriptions for easements or license agreements and makes recommendations for revisions or approval.

This new Development Review Division has been created to consolidate Public Works development review including site plans, civil plans, traffic engineering and Real Property reviews with a focus on customer service and achieving or
exceeding performance metrics.

The city’s overall development process, spanning several city departments, is managed by the Office of Development Assistance (ODA), a division of the City Manager’s Office. ODA’s project managers are the liaisons between our development partners including initial department introduction meetings, development applications and planning approval, civil construction document review and approval and building construction document review and approval and permitting. Under the direction of the Manager of Risk Operations and Property and Casualty Claims Adjuster, handle and administer general liability, automobile liability and commercial property claims, including all aspects of claims investigation, adjustment, and subrogation functions for the Risk Management Division.

• Sets up new claim files in the Risk Management Information System (RMIS)

• Plans and conducts investigations, including site visits, on claims to determine liability and damages

• Assesses insurance coverage and applicability of Colorado Governmental Immunity Act on assigned claims

• Confers with Adjuster, management & legal counsel on potentially volatile claims

• Establishes claim reserves and adjusts/updates as necessary

• Determines subrogation and restitution recovery potential from 3rd parties

• Prepares and submits subrogation demand packages or restitution requests and negotiates settlements for damages

• Advises Safety of hazardous practices and/or equipment and trending losses to assist them with mitigation of future incidents

• Maintains claim records, notes & documents in the RMIS

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

Education:

• Bachelor's degree in business administration, finance, risk management or a related field. ARM or AIC designations preferred.

Experience:

• A minimum 3 years’ experience in claims, including experience with general liability and commercial property claims.

Job Description

Primary Accountabilities

• You will investigate origin and cause of claims by contacting the appropriate parties (insureds, claimants, agents, attorneys, contractors, experts, special investigation unit, other adjusters, or public personnel).
• You will handle both 1st party and 3rd party claims under multiple policy types and endorsements.
• You will conduct on-site inspections, evaluate damages, and handle claim negotiations with insureds, claimants, attorneys, and public adjusters.
• You will interpret and determine policies, leases, by-laws, declarations, articles and contract coverages and apply to all parties for assigned losses.
• You will provide all parties with claim process and status, answer questions from customers, and close files.

Specialized Knowledge & Skills Requirements

• Demonstrated experience providing customer-focused service.
• Demonstrated experience handling 1st and 3rd party, multi-line claims across our operating territories.
• Demonstrated experience handling moderately complex claims.
• Solid understanding of policies and endorsements related to casualty coverages.
• Solid understanding of each phase of the claim handling process.

Licenses

• Valid driver's license required plus an acceptable driving record.
• Obtain state specific property casualty claims licensing.

Travel Requirements

• Up to 50%.
• CAT Duty/On Call required.

Physical Requirements

• Ascend or descend ladders, stairs, scaffolding, ramps, or poles. Visit areas that have a higher hazard than a typical office (customer homes).
• Move in different positions to accomplish tasks in different environments.
• Adjust or move objects up to 50 pounds in all directions.

Working Conditions

• Low/high temperatures, outdoor elements (precipitation and wind).
• Noisy environments, poor ventilation, small and enclosed spaces.

Additional Qualifications

• Candidates with 5+ years of property claims (ideally commercial) experience.
• Xactimate and Guidewire experience preferred.

Based on qualifications, you may be considered at different levels.

This is a flexible work arrangement where you will work from home, based in Madison/Milwaukee, WI area. You will not report regularly to an office, but will work within your assigned territory. On occasion you may be asked to travel to an office location for in person engagement activities such as team meetings, training and culture events.

Senior staff engineer position. As a Quality Control Manager, you will ensure the project is built within contract document specifications, owner requirements, and comply with local, state, and federal building codes. You will coordinate with other trades, process daily reports of project progress and adhere to all guidelines issued by the owner. As a strong communicator, you will help to build a quality control team that is open, transparent, and delivers excellence.

• Partner with the project team to understand, plan, and implement the contract drawings and specifications

• Develop and maintain databases and reporting tools related to pre-construction, project build-times, project costing, equipment life cycle and other construction data.
• Dig into the data and ensure accuracy against other reporting tools within the organization; support the development of recommendations to reduce inefficiencies and/or optimize spend.
• Ensure prototype purchase schedules accurately depict the required information when creating budgets.

Qualifications:

• Advanced skills in Excel, and working knowledge of PowerBI preferred.
