• Developing, modifying, and implementing programs and systems to ensure efficient execution of police operations
• Conduct site visits, tracks and assess police program operations and performance within the VISN
• Performs focused reviews of police reports to identify trends and ensure the reports are legally and technically sound
• Conducts program pre-assessments of Medical Center/Healthcare System police programs
• Provides SME level input to prepare recommendations for Police Chiefs, Medical Center and Network Directors regarding deficiencies and best practices in all areas

As a Public Health Advisor you will:

• Lead the development of nationwide program operations and initiatives for assigned operating public health programs.
• Formulate national program and project goals, objectives, operating policies, strategic program plans, guidelines, standards, and priorities.

• NCC employees may have contacts via telephone, email, video, or chat with the public for the purposes of (1) advising and providing information on benefits and rights; (2) explaining pertinent legal provisions, regulations, and related administrative practices and their application to specific cases; (3) assisting individuals regarding how best to provide needed documents and evidence required, and/or (4) initiating inquiries to resolve errors, delays, or other problems in obtaining benefits. • Assists the inquirer with determining the short-term and long-term circumstances that might influence a choice between various benefits. Programs include, but are not limited to, compensation and pension benefits, home loan eligibility, education, health care, life insurance, burial benefits, vocational rehabilitation services, fiduciary assistance, general Social Security Administration benefit programs, and other Federal, state, and local domestic relations and assistance programs.

The incumbent serves as the Lead Personnel Security Specialist in the NCA Human Resources Center and is responsible for leading the day-to-day activities and providing technical oversight of the personnel security program for all NCA employees to include all Personal Identity Verification (PIV) and e-App requirements. Acts as liaison with District Offices and Cemeteries on security issues and routinely coordinates with the Information Security Officer, and other Personnel Security Officers VA-wide.

Develops and implements Department of Veterans Affairs (DVA), and National Cemetery Administration (NCA) policies and procedures for the nationwide personnel security program. Ensures that the program meets all legal and mandatory requirements and that all agency regulatory requirements are followed. Conducts security and suitability adjudications related to background investigations for NCA employees, contractors and state cemetery employees. Reviews completed personnel suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations.

Determines the impact of potential adverse or derogatory information; exercises personal judgment and discretion to evaluate the nature of information received and recommends or takes appropriate action. Maintains liaison with local agencies (police, criminal investigators, etc.) to ensure timely record checks are conducted on personnel. To ensure consistency with policy and guidance implementation, the incumbent is responsible for notifying employees in a timely manner of requirements for initiation of periodic reinvestigations.
