As a/an Human Resources Specialist (Executive Resources), you will:

• Coordinate with Treasury bureaus, senior Treasury officials, and OPM to place individuals in Senior Executive Service (SES) and Senior-Level (SL) positions, and effect political appointments (e.g., non-career SES, Schedule C and PAS) in accordance with statute, OPM regulations, and Departmental policy.
• Oversee Department's SES Candidate Development Program, providing guidance on requirements and processes to executive resources contacts and monitoring bureau activity for compliance with OPM rules and Treasury's approved policy.
• Manage Department's allocation of Federal Executive Institute (FEI) training slots, coordinating with bureaus on training needs, available sessions, and scheduling. Serve as point of contact for FEI and as liaison with bureaus.
• Maintain awareness of regulatory, legislative and OPM policy changes, analyze proposals and issuances, and evaluate potential impact on executive resource programs.

In this position, you will serve as a first line supervisor for the day-to-day supervision and oversight of human resources staff performing work related to Staffing and Recruitment. Typical assignments include:

• Developing and implementing policies and procedures and interpreting human resources management laws and regulations.

*Plan, develop, and direct a comprehensive human resources management program for organizations and supported components.

• Provide leadership on all matters related to employee benefits processing procedures and practices within the Talent Management Office (TMO). Serving as the technical authority for developing and disseminating procedural guidance to appropriate offices.
• Provides program leadership for the formulation, establishment, and coordination of a retirement and employee benefits program; and develops interpretive material, and recommended courses of action, as a result of new legislation or major court, administrative, or top management decisions.

As a Human Resources Specialist (Employment Benefits), you will:

• Act as the the subject matter expert in several programs such as benefit programs (FEHB, FEGLI, TSP, Military/Civilian Deposits etc.) and other benefits and/or work-life balance programs. Incumbent understands and administers programs in accordance with process, practices, policies, and statutory requirements.
• Analyz benefit, retirement, and work-life balance program issues, to include military and civilian deposits, death cases, disability retirement cases, employee workplace injury cases, and/or a variety of tour of duty, leave administration and benefits programs to support NNSA across the nuclear weapons complex. Anticipate and prevent skills imbalances, and assess and redress skills gaps, with minimal employee and organizational disruptions.
• Initiate and maintain regular and recurring contacts with a variety of civilian supervisors and senior management officials in NNSA headquarters and administrative staffs, or comparable personnel in other Federal agencies.
