Major Duties:

The RN Quality Management Consultant (QARN) demonstrates leadership, experience, and creative approaches to improvement in quality-of-care outcomes. The QM Consultant demonstrates performance and leadership that is broad enough to improve the care for a group of patients. The QM Consultant is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level within a facility. Program is defined as a substantial coordinated group of activities impacting patients and/or employees.

The QM Consultant is assigned responsibility for their assigned quality management program area activities for the Medical Center and all off-site locations. The QM Consultant collects data, monitors staff compliance with relevant policies, directives, and standards, provides reports detailing trends, and provides direct staff support to all services in planning, designing, integrating, implementing, modifying, and administering, a comprehensive quality management program area. They participate in several facility councils, committees, and workgroups.

Consultant works in concert with leaders and others to sustain a culture of safety, modeling High Reliability Organization (HRO) practices.

The QM Consultant performs duties directly contributing to high quality and safe patient care within the Veterans Health Administration (VHA). Duties require the ability to apply specialized principles and practices to ensure a systems approach to healthcare delivery. The QM Consultant directly supports facility leadership in areas of planning, organization, development, direction, and evaluation of the quality program within the facility.

Assumes a leadership role in the assessment and evaluation of data collected through the screening activities and available data sources and compiles and presents data using Microsoft and other available quality tools in a usable form for all clinical and administrative staff.

• Provides leadership, technical guidance, interpretations, and recommendations to assigned technical staff, Field Offices, Area Offices, and the Assistant State Conservationist for Field Operations (ASTC-FO).

Major duties include, but are not limited to:

• The Nurse II Inpatient Mental Health (MH) Registered Nurse (RN) provides and leads the provision of competent, evidence-based care, the psychiatric MH nurse independently provides patient-centered and recovery-oriented care, milieu management, and maintains self-awareness while caring for patients living with MH conditions.
• Facilitate shift reports, warm hand-offs, and nurse-led psychoeducational groups; use therapeutic communication techniques, practice de-escalation techniques, and utilize recovery-oriented language.
• The nurse actively participates in MH interdisciplinary treatment team, MH Environment of Care rounds, assumes team lead for psychiatric emergencies, reports and assists in resolving safety concerns, and documents nursing assessments, nursing plan of care, patient safety observations, and environmental safety rounds according to facility policy.
• The nurse maintains professional boundaries to protect patient vulnerabilities and act in the best interest of the patient.
• Has oversight of licensed vocational nurses/nursing assistants, as appropriate to the setting.
• The nurse will assist in directing the provision of nursing education, orientation, competencies and providing quality improvement and outcomes utilization consultation.
• Provides peers with informal constructive feedback for improvement.
• Fosters a safe and supportive environment conducive to the professional development of healthcare professionals.
• Contributes professional nursing perspective in discussions with the MH interdisciplinary team.
• Supports colleagues through MH knowledge sharing to provide safe, quality nursing care.
• Shares MH educational findings, experiences, and ideas with peers.
• Questions clinical practices for the purpose of providing evidence-based care.
• Participates in activities and strategies to sustain an evidence-based MH practice culture

Duties include, but may not be limited to the following:

• Reviews existing stock and manufacturers' catalogs, manuals and listings to obtain substitute or interchangeable items to supply in lieu of items requisitioned.
• Communicates with customers and vendors to obtain information regarding availability and functionality of non-expandable equipment and supplies.
• Provides guidance to customers on identification of material through research of original equipment manufacturers part catalog for part numbers, descriptions, and size of parts needed.
• Processes applicable catalog update transactions in accordance with current published procedures.
• Periodically, reviews assigned manufacturers code and part numbers for continued validity and takes necessary action to update, delete, or dispose of in accordance with published guidelines.
• Interacts with clinical and administrative customers to ensure issues and needs are identified and either resolved or escalated to supervisors or Inventory Management Specialists as needed.
• Communicates to the lead or supervisor any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals.
• Coordinates drop-off of new or transferred equipment and pick up of turn in equipment; scanner pick up and drop off for annual Electronic Inventory Listing (EIL) inventory; and delivery times and area with contractors and vendors with other VA activities, contractors or manufacturers through personal transactions.
• Reviews numerous computer output listings in the performance of research and identification of supplies as well as prepares system inquires and interpret the responses.
• Receives non-expendable equipment and material into the VA Health Care System and supported catchment area.
• Unpacks/uncrates supplies from shipping cartons and properly scans, bar codes, and stores supplies and material.
• Stores items in accordance with established guidelines, utilizing a computerized inventory system, to ensure integrity of the supplies and material and the data integrity of the inventory management system.
• Distributes items according to established or ad hoc requirements in computerized inventory management system.
• Delivers equipment in a timely and accurate manner, ensuring equipment and material delivered are in operational condition.
• Processes receipt and turn-in transaction to record in the equipment system of record and account for incoming materiel.

• As needed, assists in other functional areas of the Section and performs other duties as assigned.

The incumbent provides high-level administrative support to MAS towards the efficient functioning of all programs and services under the purview of the Service. Due to the magnitude of the programs and services involved and with an authorized FTEE of approximately 450, the incumbent assists the Chief and Assistant Chief of MAS by collecting, analyzing, and displaying information/data in a format ready for decision making.

The incumbent functions as the key for developing maintaining and enhancing the Veterans centeredeness of systems including changes in environment to ensure an exceptional Veterans experience. As the Supervisory Program Specialist your duties may include but are not limited to:

• Plans, directs, and controls long-term and short-term MAS administrative activities, including policies and procedures, personnel
  management, contract oversight, budget programming, and execution.
• Develops, maintains and enhancing the Veteran centeredness of systems including changes in the environment to ensure an
  exceptional Veteran experience.
• Molds new processes and practices of healthcare, that begins and ends with the Veteran through provision of training, tools, and systems to deliver, demonstrate, and study the outcome.
• Track and manage all functions related to handling patient concerns, compliments, process issues, and experience issues that are
  sent to MAS from internal and external customers.
• Provides technical and administrative supervision to a unit of three Program Analysts GS 9/11 and two Program Support Assistants GS-7.
• Oversees the daily operations of the unit, ensures that agency policies and procedures are being followed, develops
  performance standards, and evaluates work performance of subordinates.
• Provides advice, counsel, and instruction to employees both on work and administrative matters.
• Operationally manages all the administrative functions of each element of the department.
• Responsible for identifying, acquiring, and retaining the resources necessary to accomplish the highly scrutinized and critical outcomes of the service.
• Responsible for personnel, funding, equipment, space, information technology, systems, and structures.
• Works with Fiscal Service to formulate the MAS operating budget, execution of the budget is independently monitored by the Program Specialist.
• Reviews and analyzes memoranda, regulations, and policy statements issued by VA, VHA, VISN 19, and VAOKCHCS.
• Directs the implementation of revised policies and procedures, ensuring compliance with the directives.
