We have a fabulous opportunity for a Specialist Pharmacist (Band 7) - Technical Services to join our aseptic team at Royal Blackburn Hospital.

This role will focus on ensuring the effective and efficient quality assurance of unlicensed aseptic products and to provide support for the specialised chemotherapy clinical service.

The Technical service operates under the section 10 exemption of the Medicine Act 1968 (as referenced in The Human Medicines Regulations 2012) and comply with the standards of the Quality Assurance of Aseptic Preparation services QAAPs.

We are seeking a motivated individual who demonstrates commitment, accountability and is a positive role model for our Aseptic Technical Team and Chemotherapy Clinical Team.

We need a team player with technical and clinical skills to help develop a complex part of our pharmacy service.

We want your enthusiasm and ideas in to providing a first-class pharmacy service in our busy Cancer Unit, tertiary Neonatal and Hepatobiliary (HBP) service.

The service is undergoing developments and you will help with the project and look at expanding the service towards a Specials Manufacturing Licence.

Technical Services deliver a central intravenous additive service (CIVAS) providing an adult and neonatal parenteral intravenous service (TPN), complex no cancer monoclonal antibodies (MABs), chemotherapy, immunotherapy, complex clinical trials, antibiotics, and continuous infusions, for clinical areas across Blackburn and Burnley site.

You will have excellent capabilities to work as a team member, essential for creating, improving, and sustaining the safety, quality, and efficiency of our service and the Quality Management System to ensure we maintain compliance with Good Manufacturing Practice, regulatory and legislative requirements.

Integral to the role will be:
• Acting as "Authorising Pharmacist" under section 10 exemption
• Adherence with the overarching Pharmaceutical Quality Management System (PQS) for Technical Services
• Provision of leadership with regards to all operational quality aspects
• Provision of a Specialist Oncology Service.
• Supporting the Principal Pharmacist in building and maintaining a robust Quality Management System (QMS).

The post holder will:
• Assist the Lead Oncology Pharmacist, Lead Aseptic Pharmacist and Lead Clinical Trials Pharmacist on all aspects of the service, on matters relating to aseptic dispensing, the aseptic preparation of parenteral drugs, investigational medicinal products (IMPs) and the regulatory aspects of pharmacist supervision in unlicensed and licensed premises.
• Work with the Lead Aseptic Pharmacist and Principal Pharmacist for technical services to maintain and improve the pharmaceutical quality system and participate actively at quality management system meetings.
• Work closely with the wider aseptic team to ensure the smooth running of the aseptic units.
• Maintain a high quality, cost effective and efficient patient-centred pharmacy service in the provision of aseptic services.
• Assist the senior pharmacy technical services team to ensure that clinical trials are set up and conducted in accordance with Good Clinical Practice (GCP), and aseptic products are prepared in accordance with Good Manufacturing Practice (GMP) and all relevant medicines regulations and ethical requirements, to ensure the product is fit for its intended use.
• Contribute and support the Principal Pharmacist for technical services in maintaining the document control system, reviewing as per schedule any relevant procedures and worksheets.
• Assess the stability of new and existing products, investigate deviations, and determine root causes, and contribute to the development of corrective and preventative actions.
• Complete internal audit and quarterly unit inspections, identify gaps with standards and agree action plans with the Senior Aseptic team.
• Assist with the Planned Preventative Maintenance and Validations programme for the Technical Services Unit.
• Contribute to the development of other staff and provide professional leadership and supervision to the haemato-oncology/aseptic service.
• Be responsible for the day-to-day delivery of haemato-oncology clinical pharmacy service, under the overall direction of the Lead Oncology Pharmacist
• Provide a consistently high level of pharmaceutical service in line with corporate objectives and government initiatives.
• Identify risk management issues and assist in developing safe systems of practice with the aseptic/chemotherapy service.
• Audit, monitor and develop medicines optimisation in line with Pharmacy Directorate strategy and objectives.

Cellular Pathology has a vacancy for a Band 6 Specialist Biomedical Scientist. This is a permanent position, 37.5 hours per week. The successful
candidate will be hardworking, reliable, flexible and must work well within a team.


Cellular Pathology comprises Histology and Non-gynae cytology, supported by a comprehensive immunohistochemistry service.

We receive around 33,000 histology and 3,000 non-gynae requests per year. The post will be based at Royal Blackburn Teaching Hospital.

The Division of Medicine and Emergency Care is implementing an optimisation plan for the inpatient medical wards to improve patient care, experience and safety with the aim to have the right patients on the right wards for their medical needs. The established medical directorates of Acute Medicine, Cardiology, Digestive Diseases, Metabolic Medicine, Medicine for Older People and Respiratory Medicine all have inpatient wards and the newly established General Internal Medicine wards will add to the bed base with 2 additional GIM wards initially and a 3rdward has also been funded for 6 months of the year to manage winter pressures.

New Consultants will be supported on a consultant leadership programme.





The post holder will work 10 programmed activities for East Lancashire Hospitals NHS Trust including weekend cover 1 in 7. It is anticipated that the appointee will join the overnight on call rota after appointment. Please see the attached indicative job plan for further details. An on call supplement is payable (band A) for the 1:21 on-call rota.

To provide clinical expertise in developing strategies to support clinical management of the patients and to support value added Enhanced Care which is therapeutic for individual patients and to support ward teams in implementing and monitoring the effectiveness of interventions To have a working knowledge of the ELHT Standard Operating Procedure for Enhanced Care and to monitor and support compliance with enhanced care procedure and its component parts. Ensure that the care being provided has appropriate safeguards to protect the adult at risk from abuse, and ensuring that the process offers the adult choice and support to make decisions about their safety and well-being. Ensure the appropriate application of assessment and treatment tools that will ensure an appropriate level of intervention so that patients who present with dementia or delirium receive the most appropriate specialist care. Develop appropriate care delivery plans, with ward staff to manage complex and difficult behaviours. Act as a role model, demonstrating high standards of care and providing clinical leadership in the care of patients with cognitive disturbance such as dementia and delirium within clinical areas. Demonstrate appropriate expert practice and specialist advice in the assessment, planning, implementation and evaluation of care to ensure a patient oriented approach to the delivery of care and to meet national standards Ensure that patients' receive high quality clinical care and a good patient experience, having regard for their customs, religious beliefs and doctrines. Effectively liaise with other professionals such as complex case management to ensure a co-ordinated provision of specialist services to patients to assist discharge planning in intermediate care Develop local, national and international networking and develop expert level of knowledge in the patient group. Establish, develop and maintain effective working relationship between clinicians, practitioners and managers within the specialty and across the Trust With the support of the Safeguarding Adults lead actively participate in safeguarding investigations involving patients who have Dementia. Undertake/support Mental Capacity and Best Interest Decision Making when applicable. To develop training resources relating to Enhanced Care and to deliver to groups of staff To support ward managers and matrons in delivering the safe, effective and efficient use of staff resource accordance with Trust wide Policies and Procedures. To undertake delegated management of Enhanced Care Support workers. To include roster management, supervision, appraisal and allocation of work location. COMMUNICATION Ensure a good method of communication with all clinical areas and to encourage the exchange and implementation of new ideas and evidence based practice. Utilise highly developed communication skills that are consistent with peoples level of understanding, culture, background and preferred ways of communicating to effectively impart information to patients and their carers/ families and in situations where there may be barriers to understanding and / or acceptance. Communicate with patients, formal and informal care providers and partner professionals and agencies in circumstances that may be highly sensitive and contentious including the safeguarding of vulnerable adults, impaired mental capacity and degenerative long term conditions. Demonstrate sensitivity and empathy when communicating with patients and their relatives/ carers regarding their highly complex and changing needs. Remain professional and calm and act as a role model in situations of conflict, seeking support from others in keeping with organisational systems and policies. Ensure written communication complies with all relevant legal professional and organisational requirements. Communicate and collaborate across the integrated teams including discharge facilitations team, intermediate support team to facilitate timely patient/carer interventions and support and the effective transfer of care where this is deemed appropriate. To provide support and advice across all Directorates in matters relating to Enhanced Care disseminating information as requested/necessary though appropriate channels. To build relationships with MDT members across the directorate and senior management team To us effective communication within the team for allocation of duties. To liaise with Clinical Site Manager, Security Team and Duty Matrons with regard where staff have been allocated. To liaise with ward areas where support has been provided. To give ward areas feedback when requested support has been declined or withdrawn, and the rationale behind this decision.
