ABOUT THE POSITION

The Chief Counsel advises the heads of regional operating and staff divisions on Department programs administered in the region and is the Regional Director's chief legal advisor. Provides legal advice to the General Counsel on formulation, coordination, revision and execution of administrative policy and programs at the regional and national levels. Drafts, reviews, and clears important letters, policy statements, and similar communications by the Regional Director and other region officials on significant program and policy matters which require sensitivity to legal, public relations, or State relations implications.

Serves as a member of the top management team in the region and collaborates with the Regional Director, the General Counsel, and other high level OGC and region managers to establish and articulate legal positions, organizational priorities, and operating principles. Provides leadership and executive management of an office of 31 attorneys and additional support staff to ensure that the office produces timely and quality legal work that meets the agency's needs, that staff have opportunities for career development and advancement, and that office is managed in conformance with all personnel, fiscal, and other administrative requirements. Manages organizational resources consistent with long and short-term plans and operational requirements. Provides executive leadership for identifying and implementing ways to improve the quality and efficiency of the region's business processes and enhance the quality and timeliness of the region's legal products and services.

Consults with U.S. Attorneys and provides professional leadership for legal staff's activities involving investigating, preparing, presenting, and conducting criminal and civil litigation growing out of Departmental activities in the region. Activities include developing litigation strategies and negotiating settlements of claims against the United States. Consultation and assistance involve preparation of complaints, briefs, motions, stipulations, judgments, findings, and all other instruments and documents required for litigation; interviewing witnesses; and advising clients of the legality of State, local, and private claims against the United States. Provides authoritative advice on legal matters to representatives of U.S. Attorneys' Offices, the Department of Justice, the Solicitor General, and others. Directs staff activities involving assistance to State and local law offices in litigation in State courts affecting Federally aided programs.

• Advises, participates in and assists the Associate Director for Clinical Business Operations (CBO) in the achievement of effective strategic planning and coordination of medical center clinical management functions.

Major duties include but not limited to:

• Prepares documents for VISN and VACO review

The Chief, Care Management and Social Work Service has full responsibility for provision of complex social work services requiring advanced practice skills as well as administrative responsibility for numerous programs such as Community Nursing Home, Respite, Contract Adult Day Healthcare, Veteran Directed Home Care, Advance Care Planning, Caregiver Support, Intimate Partner Violence Assistance Program, and Post 9/11 Military to VA. Additional program areas with coordination responsibilities lying within Care management and Social Work include the Visual Impairment Services Team, Polytrauma/TBI, and Spinal Cord Injury and Diseases, including Multiple Sclerosis and ALS.

The Chief is responsible for defining the mission and vision of the Service, developing the scope of practice for health care system social workers, designing a service business plan, and assuring implementation of quality improvement measures. The incumbent is responsible for developing, planning, clarifying, administering and managing Care Management and Social Work Services for all areas of the Marion VA Health Care System (HCS). The incumbent designates service priorities and objectives, ensures the supervision and evaluation of all service staff, and is responsible for supervising and evaluating the performance of all direct reports, including program managers, program coordinators, and social workers. The Chief makes independent professional decisions and recommendations. The incumbent serves as the liaison to other Services or care-lines, other facilities, VISN offices and VHA Central Office. The Chief of Care Management and Social Work Service serves as the facility's Social Work Executive and has professional and clinical responsibility for approximately 100 facility social workers, including one GS 14, eight GS-13 and twenty GS-12 social workers. This includes provision of program specific consultation related to social work, social work hiring and human resources actions, social work productivity measurement, staffing management, risk management and coverage, management of the social work trainee program, strategic direction for social work, and professional education.

This employee travels to the various sites and to other VA facilities, Veterans Integrated Service Network (VISN), or VACO as necessary.

Preferred Experience: One year of experience equivalent to the GS-13 grade level. Candidate must have strong leadership skills as well as evidence of supervisory and management skills. The Registered Nurse IV Chief of Education functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service (PCS) and other facility services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and Veteran Integrated Systems Network (VISN) levels. The Chief of Education provides senior leadership and oversight for daily clinical and administrative operations within the Education Department as directed by the Associate Director for Patient Care Services (ADPCS). Provides direct supervision over the following areas to include, but not limited to Nursing Education, Diabetes Education Program, Competency Program, Coach Mentor program, and the Resuscitation Quality Improvement (RQI) Program. Additionally, is responsible for New Employee Orientation, New Supervisor Training programs, and the facility LEAD program.

The Chief of Education demonstrates creative approaches in the provision of education and training for patients and staff within the main facility and Community Based Outreach Clinics (CBOCs). Responsible for generating and disseminating new knowledge relevant to clinical practice, nursing administration, and nursing education. The Chief of Education is directly responsible for education needs assessments; provision, design, and evaluation of staff and patient education activities; provision of Library Services by the Learning Resource Center (LRC); and acts as the education liaison to all medical center services and the VISN Education Council. The Chief of Education has fiscal oversight of education program funding, scholarship program management, and LRC budget. Responsible for budget planning, forecasting, management, coaching and supervision of nursing and administrative support staff, program development, performance improvement leadership, labor management activities and participation in the interdisciplinary team.

The Chief of Education may serve as the Designated Learning Officer (DLO) for the medical center. The DLO oversees, assesses, and strengthens Veterans Affairs (VA) training and education mission. The DLO ensures compliance with all federal, state, and VHA laws and regulations, and all accrediting body standards. They are also responsible for the Veterans Affairs Student Trainee Experience Program (VA STEP) and nursing trainees. They will consult with VHA's Employee Education System (EES) as needed to ensure compliance with staff education functions such as mandatory training, Talent Management System (TMS), availability of learning resources, and all Veteran Affairs Central Office (VACO) reporting related to nursing education.
