The Cleveland Metropolitan School District (CMSD) serves approximately 37,000 students in 100+ schools. Over the past several years, the Greater Cleveland community has united behind the collective goal of ensuring every child in Cleveland attends a high-quality school and every neighborhood has a multitude of great schools from which families can choose. The Cleveland Plan defines CMSD’s approach to the reinvention of public education and holds our community accountable for the success of Cleveland’s schoolchildren. The Cleveland Plan is supported by Ohio House Bill 525, which provides much-needed flexibility and autonomy for the district and its schools. Our schools have autonomy over human and financial resources in exchange for accountability for
performance. The principal has primary responsibility and accountability for establishing his or her school as a high-quality, high-expectations academic center with a focus on personalized instruction, professional support for teachers, and school-wide practices that lead to measurable results.
The Cleveland Metropolitan School District has developed standards of excellence that the district applies to all parts of the organization inclusive of schools, principals, school leadership teams, networks, and central office. Alignment between Standards of Excellence (SoE) and the district’s Theory of Action helps ensure that principals are able to focus on scholar achievement and that central office supports are timely and effective.

THE OPPORTUNITY:

Compensation: $ 91,800. - $ 128,520.
We are seeking an Executive Director of Culture and Total Rewards, to lead and design the district’s compensation philosophy and to direct a uniform, high-quality service model powered by technology to optimize HR performance. The Executive Director of Culture and Total Rewards will, first and foremost, be a strong strategic thinker committed to developing a strong employee engagement and total rewards system.
ESSENTIAL DUTIES & RESPONSIBILITIES
As a Senior Talent Leadership Team member, this position will play a critical role in setting the vision, establishing expectations, and ensuring the implementation of the primary functions of Talent operations. This team must deliver complex Talent processes efficiently while offering adaptability and superior service to our internal partners.
This role will:
- Lead the design of the District’s Compensation philosophy and collaborate on the differentiated compensation programs for union, other certificated and classified staff, as well as non-union employees, aligning to the strategic goals of the District.
- Provide the leadership and direction to implement and manage the compensation philosophy and programs to ensure consistent, equitable pay practices. Communicate and implement compensation changes district–wide.
- Manage Compensation and Benefits Administration for the District.
- Supervise the daily activities of the Total Rewards team.
- Manage Employee Relations for the District.
- Supervise the daily activities of the Employee Relations team. This includes personnel functions of Leave of Absence, American Disabilities Act (ADA), Family Medical Leave Act (FMLA), and applicable Collective Bargaining Agreements and CMSD District policy relative to employee relations.
- Clearly define, structure, and manage HRIS solutions supporting a uniform, high-quality, cost-effective service model powered by technology capabilities to optimize processes and maximize performance.
- Work with Talent leadership, IT, and various vendors to define business requirements where technology can improve processes and support advancement in operations and analytics.
- Partner with the Talent, Finance, and IT leadership teams to determine how technology is leveraged to support, enable, and accelerate initiatives.
- Implementing systems to drive effectiveness and efficiency
- Developing service metrics and goals to be shared by the team with leaders across the District
- Work collaboratively with the other members of the HR leadership team to plan for overarching workforce development priorities
MINIMUM QUALIFICATIONS
- Bachelor's Degree Required, Master’s Degree Preferred
- Demonstrated experience managing teams with ambitious results
- Minimum of seven years of directly relevant experience with employee services, benefits, HRIS, compensation, and process design
- Experiencing driving change through a large organization
- Track record of building senior-level relationships
- Experience managing multiple complex, detail-heavy projects
- Experience leading teams through technological and skills changes

- Outstanding strategic and analytical skills, including the ability to analyze data, identify trends, pinpoint problems and root causes, and develop innovative solutions
- Excellent execution and project management skills, including the ability to balance the big picture with detailed steps, prioritize and set goals as well as execute mid-course corrections
- Strong aptitude to lead change and implement change management and communication strategies
- Exceptional communication skills, as well as relationship, negotiation, and influencing skills
