Job Description Summary
An effective Extended workforce program is critical to the growth and evolution of Applied Materials Products and Services. Help define the future state of extended workforce operations and develop the roadmap to transform the extended workforce program which is a key enabler for 3rd party talent, productivity, and innovation. Drive extended workforce supplier performance and results across the Globe. Join the operations leadership team to enable key programs through third parties to provide Applied Materials with access to diverse job families globally. In addition, you will collaborate broadly with Global Category leaders to implement global strategies into action and harmonize client needs with policies and controls.
You will lead a team of global staff to develop and execute an extended workforce lifecycle, its continuous improvement and ensuring alignment with our corporate category leaders, segment/functional strategy, and business objectives. Extended Workforce at Applied includes our large and global population of non-employees/contingent workers including contractors, temps, and independent contractors.
What YOU will do:
Act as expert/SME for Extended Workforce for the Organization.
Provide thought leadership and innovative solution design of sustainable and evolving program on behalf of organization and in partnership with business leaders and GPS at large.
Lead the execution of global extended workforce program; engage and understand business strategies and needs of key regional leaders and stakeholders including Global Procurement Services Category Leadership and deliver workforce talent solutions including continuity of global talent.
Assess, stabilize/optimize, or transform (existing insourced Extended Workforce model/organization performance) in alignment with broader GPS vision and long-term strategic outcomes. Drive greater value, alignment, scale for contingent workforce program.
Manage Extended Workforce Operations team responsible for oversight and execution of the program. Set expectations and outcomes; inspire, manage, and develop individuals/ teams to higher levels of performance. Create/ foster collaborative and productive working environment and culture of excellence.
Drive daily execution and operational excellence (working across country, region, and varied time zone etc.) in alignment to global or country or regional regulations, risks and broader policies, e.g., GPS (Global Procurement Services), HR etc.
Stay abreast of and drive ongoing global workforce trends (regulations, policies, BPO (Business Process Outsourcing) arrangements etc.) enhancing cost-effectiveness, optimizing value for talent, and collaborating with various departments to meet dynamic staffing needs.
Serve as point of escalation for all global complex contingent worker situations.
Develop contingency strategy and workable plans to address unexpected changes in workforce requirements, such as economic fluctuations or global events.
Lead talent optimization for extended talent acquisition, onboarding/offboarding processes and systems, ensuring compliance with labor laws.
Lead strategic and Extended Workforce global communications, change management and training (delivery) to internal clients and key stakeholders and in partnership with GPS Strategy and Communications and Operations.
Skills, Knowledge, Experience, Education:
- Minimum of 10+ years of professional experience designing, scaling, and leading ongoing contingent workforce programs, including experience at the global level with strong technical domain knowledge of HR, Staffing, VMS, MSP, global employment marketplace.
- Strong understanding of contingent workforce industry, regulatory, compliance and international policies and employment laws for various types of contingent workers, including 1099/IC compliance, and contingent worker classification including working knowledge of variances of global best practices and employment law requirements.
- Proven track record of transitioning to MSP model, stabilizing the model and driving toward continuous improvements long term.
- Preferred experience in a Global HR/Talent Acquisition function; with emphasis in contingent workforce for IT and global manufacturing/engineering workforce.
- Preferred Qualifications: - BE/MBA degree or equivalent
- Exceptional leadership skills demonstrated by achieving desired results through others – directs, peers and broader stakeholders.
- Strong executive level influence and communication skills that adapt to audience and or need (written, verbal, presentation, and communication skills.)
- Strong relationship management skills with proven ability to build, cultivate and develop trust, win/win partnerships and outcomes with executive sponsors, business leaders, peers and teams.
- Brings deep technical domain knowledge in contingent workforce management including business process outsourcing and technology practices / innovations for more intelligent and scalable service delivery model.
- Expert understanding in e-procurement processes and systems with technical aptitude and familiarity with the design and utilization of complex systems to include SAP, Beeline, Fieldglass, Ariba and Workday. Proficiency in Data & Analytics, Excel, PowerPoint, Word.
- Experience managing transformative change and leading and inspiring cross functional, global teams to successful outcomes.
- Proven strategic and critical thinking skills as well as ability to flawlessly execute.
- Demonstrated ability to leverage technology and strategically influence and adapt practices across globalized working environment with diverse set of stakeholders with varying needs.
- Quantitative data and analytical capabilities and proven problem-solving skills.
- Strategic and operational consultative skills to work with internal executive partners (HR, IT and other global business leaders) to understand needs, offer optimal/best workforce strategy and models from a cost, risk, scale and overall effectiveness standpoint.
Leading in Complex and Ever-Changing Environment:
- Identify, propose, and implement business process improvements and VMS (Vendor Management System) enhancements related to the operationalization of category strategies
- Anticipate, respond to and resolve escalated operating challenges.
- Enforce corporate policies and monitor spending habits to ensure that policies are met.
- Track record of exceptional client relationship management and aligning Procurement Strategies to drive improved business goals.
- Working with internal business/stakeholders to drive greater adoption of business or category strategies at point of execution.
- Proven record of success taking part in cross functional process improvement efforts; including experience creating process diagrams, analyzing workflows, developing standard operating procedures, and reengineering business processes.
- Experience in launching complex, broad range initiatives internationally while working with remote teams and external supplier relationships.
- Ability to work across global matrixed organizations to build strong relationships to influence others to achieve goals.

U.S. Salary Range:
$164,000.00 - $225,500.00
The salary offered to a selected candidate will be based on multiple factors including location, hire grade, job-related knowledge, skills, experience, and with consideration of internal equity of our current team members. In addition to a comprehensive benefits package, candidates may be eligible for other forms of compensation such as participation in a bonus and a stock award program, as applicable.
For all sales roles, the posted salary range is the Target Total Cash (TTC) range for the role, which is the sum of base salary and target bonus amount at 100% goal achievement.
