The Role and Department

The Head of Payroll and People Services is a new role which will be responsible for managing a team of Payroll and HR colleagues to continue establishing and embedding a high performing compliancy focussed service which provides a consistently high level of support to staff across the University and reflects best practice.

Reporting to the Assistant HR Director, the post-holder will play a critical role in the delivery of the University's Payroll and People Services team. The focus of the role will be predominantly focused on payroll but the role holder will also oversee the team responsible for related HR processes in a complex organisation including the recruitment of casual staff to meet the workforce needs of the university. The Head of Payroll, People and Pay Services must be versatile and able to work closely and collaboratively with stakeholders within the wider HR&OD team and across the University.

From early 2025 the base location for this role will change from our Durham City Centre site to our exciting new professional services hub based at Boldon House. Boldon House is situated on the outskirts of Durham near the Arnison Centre in Pity Me. Boldon House will bring a number of professional services teams together in a vibrant office environment which supports collaborative working and is designed to embrace hybrid working. Roles that require PVG Membership

Please note that with effect from 1 April 2023, where a role requires PVG membership, candidates will be required to meet the cost of the PVG membership. This applies only to roles with a full time equivalent salary of £30,000 and above. (Teaching roles and jobs at Grade 11 and above (currently £30,727 per annum / £15.97 per hour)

The Council will pay for the PVG membership cost initially, either £18 for existing PVG scheme members, or £59 for non-members, and this cost will be deducted from an employee’s first FULL month’s salary payment.

To support the leadership and management of the school/service, enabling the delivery of quality education through the appropriate involvement of the pupils, staff, parents, multi-disciplinary agencies and the community it serves. This will be done in accordance with the Authority’s Strategic Plan, the school’s/service’s Development Plan, National Priorities, Local Improvement Objectives, in accordance with current legislation, and within national and local agreements.

The post holder needs to hold as a minimum:

• Appropriate teaching qualification
• Full GTC (Scotland) Registration in the appropriate subject/sector
• PVG scheme membership

The postholder is able to demonstrate:

• Current and relevant legislation and improvement frameworks linked to Education
