The Chief Engineer supports the Deputy Architect and the Architect of the Capitol by managing the operational effectiveness and historic preservation of the buildings comprising the Capitol Complex and other significant off-site facilities, including more than 18.4 million square feet of facilities, 570 acres of grounds and thousands of works of art. 

The position is located in the Office of the Chief Engineer, Architect of the Capitol. The office has primary responsibility for the master planning, building performance audits, retro-commissioning and facility condition assessments. The office also manages the energy and sustainability program, provides project-funded, in-house construction services, supports critical Capitol campus systems and oversees the enterprise asset management and building automation systems.

The Deputy Network Director (DND) will serve as the alter ego to the Network Director (ND). As such, the DND directs highly complex healthcare delivery programs that involve major policy development of mission essential functions of VHA, which impacts the national economy. The DND oversees day-to-day operations of the VISN to ensuring oversight and integration of the functioning of the medical centers and Community Based Outpatient Clinics (CBOC).

The assigned duties require extensive knowledge of quality assessment, survey instruments and techniques. The incumbent must also have a full understanding of the requirements of various accrediting bodies (e.g. JCAHO, CARF, etc.) as they apply to the different types of facilities and programs within the VISN, such that recommendations to correct deficiencies may be made. Such ability and skill are based upon the incumbent's professional training and knowledge of health systems management and trends.

Ensures that all applicable Veterans Health Administration (VHA) policies and guidelines are followed and that the American Association of Medical Instrumentation (AAMI) guidelines are followed per VHA Directive 1116. The Chief of SPS is an integral part of the medical center leadership team and influences care outcomes by collaborating with members of the interdisciplinary team. Responsibilities:

• Implement the delivery and service business strategy of the company and regional enterprises, formulate business plans and strategies within the representative office, and be responsible for achieving the strategic goals of the representative office's enterprise delivery and service
• Responsible for the business objectives and market success of the representative office’s delivery and service business, responsible for the customer satisfaction of the company’s delivery and service business, and ensuring the continuous development of the service business in the representative office
• Be able to adapt to the NA key customer service strategy, build a key customer service team, standardize standard actions, and be responsible for key customer satisfaction
• Guarantee the delivery of major projects, implement major network management, and be responsible for the successful delivery of representative office projects and customer network security
• Match and formulate key customer service strategies for representative offices, build representative office service teams and capabilities for excellence/strategy/core (white list) NA, and be responsible for achieving key customer-related goals (service, operation, full customer, etc.)
• Adapt the enterprise service partner enabling strategy, formulate and implement the representative office service partner enabling plan, and achieve the partner enabling goal
• Implement the adaptation and operation of service processes, platforms and IT tools locally
• Match the service needs of the representative office enterprise, cooperate with the relevant departments of the representative office, and build a team of organizations, cadres and experts in this field

Requirements:

• At least master degree in computer science/engineering/telecommunication or other related majors
• Minimum 10 years of working experience for service project delivery or maintenance project delivery in enterprise industry
• Minimum 10 years of project management experiences and ensure customer satisfaction
• Minimum 10 years of leadership experience in dynamic team management
• To keep abreast of emerging technologies, standards and management methods and to provide advice and guidance on ICT matters to the Management
• Preferable with pre-sales experiences & 5G knowledges
• Knowledge of project management and maintenance service delivery
• Strong organizational and leadership skills with proven ability of project delivery
• Self-initiative to take the responsibility of task and learn new products/technologies
• Ability to communicate bilingually in Mandarin and English. Mandarin is essential to communicate with colleagues in the head office in China

Job Description:

• Review all facilities with an aesthetic eye for detail;
• Be well-organized and able to be hands-on to trouble-shoot and fix issues related air conditioning (Daiken VRV), plumbing, humidity related issues, all M&E issues, service provider management, and optimize efficiency while reducing operating costs.

• Managing the upkeep of equipment and supplies to meet health and safety standards;
• Trouble-shoot, plan and coordinate all installations and repairs of (telecommunications, heat, electricity etc.) and refurbishments;

The Assistant Chief Engineer supports the Director of Engineering in overseeing both the operational and design aspects of the hotels facilities. This role involves utilizing design software like AutoCAD to create and modify technical drawings, support engineering projects and ensure that all designs align with local standards and hotel requirements.

As an Assistant Chief Engineer (Project & Operation) we rely on you to

Project Management

• Assist in Planning & Execution - Collaborate with DOE to plan, implement, and overseeing engineering projects, including renovations, upgrades and new installations
• Prepare project budgets and manage expenditures to ensure that projects are completed within allocated financial resources
• Liaise with contractors and service providers to ensure that project specifications and schedule are met
• Utilize AUTOCAD and other design software to create detailed drawings and schematics for renovations, maintenance projects and new installations
• Assist in conceptualizing and drafting layouts for MEPS and HVAC systems that meet operational requirements and safety standards

Operational Support

• Evaluate equipment and system performance through detailed analysis
• Develop and update preventive maintenance schedules based on design specifications to enhance equipment reliability and lifespan
• Participate in evaluating team performance, providing constructive feedback and conducting regular training sessions to enhance skills
• Assist in developing and implementing emergency response plans related to engineering systems, including fire safety and disaster recovery protocols
• Maintain accurate records of maintenance activities, project progress and inventory of parts and supplies
