The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America’s national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

Duties include the following: 

Provides advice and assistance to USHMM Executive Leadership, Office Heads, and Departmental Managers on the acquisition of new or modified Audiovisual technologies for the USHMM.

Formulates budgetary requests for Audio Visual systems, hardware, software, and services. Proactively provides the management with accurate data and measurements on the utilization of Audiovisual Systems, growth patterns, and anticipated system upgrades and their associated costs.

Represents the Contracting Officer by providing specific technical input on AV projects for which the employee is assigned responsibility as a Contracting Officer's Representative (COR). Supervises the operations of contracted personnel.

Participates in the development of strategic plans and provides technical support for the operations, maintenance, repairs, and upgrade of the facilities’ structural and infrastructural systems. Manages various contracts to operate, maintain, and upgrade facilities and equipment.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.

Duties include:

Processing personnel actions per the OPM Guide to Processing Personnel Actions including, but not limited to, appointments, separations, promotions, reassignments, transfers, etc. The personnel actions are reviewed for accuracy, adequacy of supporting documentation, and existence of administrative approvals. Working with Human Resource Specialists and team members to acquire and/or complete missing items and resolve discrepancies.

Using FPPS to process personnel actions and generate reports. This includes capturing, reviewing, and recording essential employee data elements needed for employee entitlement and pay determinations, aggregate analysis, reporting, and personnel action processing (i.e., service computation date, veteran’s preference, tenure code, etc.), and resolving any questionable data by conferring with HR Specialists after researching OPM guidelines (i.e., Guide to Personnel Data Standards, Guide to Processing Personnel Actions, etc.) and automated systems guidelines (i.e., the FPPS Data Dictionary, FPPS Relational Data Tables, etc.).

Conducting new employee orientation, reviewing and processing a wide variety of payroll and personnel forms such as tax forms, payroll allotments, bond deductions, Thrift Savings Plan (TSP) elections, Federal Employees Health Benefits (FEHB) elections, Federal Employees Group Life Insurance (FEGLI) elections, etc.

Managing Official Personnel Folders (OPFs), electronic as well as hard copy. Using the OPM Guide to Personnel Recordkeeping to acquire and establish employee records for new hires (transfers from other agencies, new to government, and reinstatement employees). Auditing records, merging records as necessary, and retiring records when required.

Troubleshooting and correcting errors in pay related matters and providing technical advice and assistance to employees, HR Specialists and team members regarding pay problems and procedures necessary for the correction, back-pay entitlements, or money owed based on the error.

Duties include:

Provides technical advice and assistance with regard to facilities operation and management in accordance with the USHMM facility programs and in support of the mission needs of the Center.

Develops detailed statements of work, specifications, requests for proposal, and cost estimates. Evaluates bids or offers submitted, determines responsiveness to the solicitation, evaluates bidder’s capability to perform and comply with contract clauses and specifications and notifies contracting officer.

Performs price analysis, benchmarks, researches best practices, analyzes commercial pricing practices applicable to services, determines reasonableness of prices offered, and recommends award to contracting officer.

Ensures that program requirements are clearly defined and advises the contracting officer to help ensure that the contract is designed to meet those requirements.

Performs the full range of Contracting Officer’s Representative (COR) responsibilities as required for all contracts assigned.

Oversees contract performance and negotiates or settles matters involving controversial issues.

Maintains daily logs of services performed with indicated work accomplished, discrepancies, unsatisfactory conditions, non-compliance with contract specifications, complaints, safety and security violations. Holds meetings relative to their assigned contracts as needed.

Duties include:

Performs research using the Code of Federal Regulations (CFR), the Federal Register, Office of Personnel Management (OPM) guidelines, and Museum policy to advise others and ensure compliance with Federal and Museum human resources requirements. Develops proposals for policy directives, procedures and operating manuals required for efficient and systematic implementation of a wide variety of topics related to human resources activities and operations considering the Museum’s status and operations as a public-private partnership.

Develops technically sound and comprehensive materials on complex subjects that may not currently exist to improve the effectiveness and quality of federal human resources administration and management advising on requirements for staffing, position classification, performance management, employee relations, employee development, employee pay and benefits, personnel security, and federal HR systems (FPPS), Employee Express and other federal systems. Serves as the facilitator with other HR technical experts, outside the Museum, on areas such as federal HR systems, automating manual federal processes and recordkeeping, personnel security, employee benefits, and unusually complex pay cases. Areas of expertise include position design and classification, recruiting, selecting, establishing pay and entitlements, and documenting a wide variety of unique appointments and HR actions (including appointments, promotions, reassignments, reinstatements, transfers, conversions, details, and other actions) to support the Museum’s operational and strategic plan goals.

Serves as the federal HR data expert for the development of reports, use of HR data for analytics, identifying erroneous and missing data within the systems USHMM utilizes, and coaches and mentors’ junior federal staff on the capture, recordation, and reporting of accurate, comprehensive federal HR data. Develops and implements clean-up plans when deficiencies are found in federal HR data.

Expert knowledge of a wide range of qualitative and/or quantitative methods sufficient to design and conduct comprehensive HR research for matters characterized by factors that can be broad and sometimes difficult to determine in advance. Uses expert knowledge and appropriate reference materials and resources to identify and propose solutions to HR management issues that are characterized by their breadth, importance, and severity.
