Key Duties and Responsibilities

The Senior Procurement Manager will be responsible for all procurement related activities for the company and lead the end-to-end procurement processes and activities of sourcing, evaluation, contract management and purchase order issuance. The role demands a candidate with dynamic and adaptable approach to support business objectives.

Key accountabilities and decision ownership:

• Ensure end to end procurement processes & activities to meet the objectives of (i) proper governance, (ii) cost efficiencies and (iii) on time delivery of projects.

Lead end to end Procurement activities:

• Validate requirement, float RFQ/RFP, manage tender process.
• Sourcing of key vendors/ suppliers to support project delivery.
• Identify high risk suppliers & work on alternate plan to minimise the risk.
• Establish framework for the selection of vendors.
• Lead negotiation and contracts closure with partners for major deals in consultation with Legal and internal stakeholders.
• Prepare and present recommendation papers to Senior management and procurement committees.
• Drive cost savings initiatives including group procurement.

Contract Management:

• Work closely with legal team and user to negotiate contract terms with vendors.
• Negotiate contracts with vendor to ensure favourable terms for the company.
• Coordinate between legal team & users to finalise and close contracts in a timely manner.
• Assess and mitigate risk associated with contracts, and work to incorporate safeguards into contracts.
• Maintain a register of contracts.

Process and Policies:

• Maintain the procurement process, workflows and policies, ensuring relevance to the business and alignment to the Group’s objectives.
• Ensure strict compliance for Purchase policy.
• DOP/DOA adherence for all PO & decisions.
• Ensure Fairness & transparency in decision makings.

Stakeholder Management:

• Engagement with stakeholders to drive procurement strategy and recommendation.
• Includes preparation and presentation of procurement papers.
• Accountable for monitoring SLA performance with key project suppliers.

Vendor Management:

• Negotiate contracts, terms, and pricing with suppliers/vendors to achieve cost savings and quality standards.
• Monitor vendor performance and manage relationships to drive continuous improvement.

Team Development:

• Support the Head of Procurement in guiding the procurement team (HQ and new markets)

Requirements

• Bachelor’s degree in engineering, business administration or supply chain management with equivalent industry experience.
• Proven experience of more than 8 years in end-to-end procurement process, contract management preferably in infrastructure or data centre industry.
• Knowledge of Data Center, construction, engineering, procurement, industry standards and other project-related activities, their interfaces and interdependencies preferred.
• Strong communication & decision-making skills with cross functional experience in relevant procurement background.
• Strong commercial, negotiation and analytical skill with ability to draw big picture
• Ability to communicate and engage effectively with stakeholders at Executive level.
• Strong team player and ability to work closely with different business units.
• Ability to work independently under tight timelines.
• Experience in leading procurement projects across multiple countries, outside of Singapore.
• Experience in Ariba preferred.

Key Duties and Responsibilities

As the Senior Director, Public Policy you will be leading STT GDC’s public policy strategy, government relations, and economic development initiatives. You will serve as the primary liaison between the company and government bodies, industry associations, and other stakeholders. Your role will include driving policy advocacy efforts to support STT GDC’s business objectives and ensure compliance.

Policy Development & Advocacy:

• Develop and implement public policy strategies that align with STTGDC’s business goals.
• Advocate for favourable policies and regulatory frameworks that promote the growth and sustainability of the data centre industry.
• Monitor and analyse relevant legislative and regulatory developments at local, regional, and international levels.

Government Relations:

• Build and maintain strong relationships with government officials, policymakers, and regulatory bodies.
• Represent STTGDC in meetings with government entities and participate in public consultations.
• Coordinate and manage interactions with legislative and regulatory agencies.

Economic Development:

• Identify and promote opportunities for economic development that benefit both STTGDC and the broader community.
• Collaborate with internal teams to support the development and expansion of data centre facilities.
• Work with local and regional economic development agencies to secure incentives and partnerships.

Stakeholder Engagement:

• Engage with industry associations, think tanks, and other organizations to influence public policy and regulatory outcomes.

Research & Analysis:

Requirements

• Bachelor’s degree in Public Policy, Political Science, Law, Business Administration, or a related field.
• Master's degree or higher is preferred.
• Minimum of 10 years of experience in public policy, government relations, or related roles.
• Proven record of accomplishment in developing and implementing public policy strategies.
• Experience working in the technology, telecommunications, or data center industry is highly desirable.

• Responsible for the accounts payable spectrum including purchase order approval for operating expenses, monitoring of the processing and settlement of vendor invoices, payment & reconciliation of vendor SOA.
• Prepare balance sheet closing entries and adjustments, including but not limited to recurring accruals, open PO review, accruals and prepayments.
• Prepare and review management accounts & AP schedules.
• Prepare monthly and quarterly reporting with analysis to ensure accurate closing.
• Support annual budgeting process and internal & external audits.
• Prepare AP Dashboards.
• Any other tasks as assigned.

Requirements

• Degree in Accounting, with at least 5-7 years of relevant working experience
• Experience with AP shared services functions and/or SAP S/4 Hana will be an advantage.
• Proficient in Microsoft Excel

As part of the Investments and Asset Management team, you will be assisting in formulating and executing investment and asset management strategies and plans for the Data Centre portfolio to optimise income and realise the highest value for our assets. You are expected to possess sound technical skills/ knowledge in financial modelling, to be able to support the lead in analysis and execution of any acquisition, locally and regionally.

• Work with existing portfolio companies across SEA on asset management, including oversight of existing portfolio assets and integral involvement in development of new assets, asset performance reporting, financial returns analysis and strategic business plan.
• Support senior members of the team to originate, evaluate, negotiate, and execute investment, divestment or merger and acquisition transactions.
• Financial modelling to assess / support acquisitions, presenting financial analysis to key internal stakeholders.
• Carry out commercial and financial due diligence for assets to be acquired, working with external advisers/ consultants.
• Work with in-house counsel and Lead to manage legal adviser(s), review and negotiate key legal terms within the legal documentation related to acquisitions with external legal counsels in the various jurisdictions.
• Working closely with tax advisors on the structuring of transactions including stamp duty analysis and use of offshore tax entities or other jurisdictions as may be necessary
• Preparation and presentation of Investment memos / presentations for the acquisitions.
• Shareholder and joint venture partner relationship holder and management of portfolio teams.
• Quarterly reporting to board of directors and other similar reporting to various supervisory committees.

• Evaluating investment opportunities and supporting the lead in structuring/executing the acquisition of data centre assets/DC operating companies as well as greenfield and brownfield data centre development opportunities within the Northeast Asia region.
• Financial modelling to assess/support acquisitions & development plans, presenting financial analysis to key internal stakeholders.
• Carry out commercial and financial due diligence for assets to be acquired, working with external advisers/consultants.
• Work with in-house Counsel and Lead to manage legal adviser(s), review and negotiate key legal terms within the legal documentation related to acquisitions with external legal counsels in the various jurisdictions.
