• Carries out efforts to increase security situational awareness of, and minimize risks to, information systems through a comprehensive vulnerability alert, assessment, remediation and reporting process.
• Serves as the primary ISSO for the External Network Extension for the United States Trade and Development Agency ensuring that security requirements for major applications or support systems meet Department of State (DOS) policy and procedures.
• Ensures adherence to DOS security policy and procedures and implements processes that provide oversight for systems owners.
• Manages the security aspects of information systems and is assigned responsibility for the day-to-day security operations of systems in the assigned office.

• Directs, implements, coordinates and/or oversees one or more of a variety of US Government programs led by GTM/PAS (Presidential Appointments/Commissions, Diplomatic & Consular Titles, Foreign Service Commissioning, Great Seal of the United States).
• Interprets government-wide legislation, regulations, and DoS policies affecting areas of responsibility and assesses their impact on Office/Bureau program activities; develops policies & recommends action for program objectives/improvements.
• Responsible for developing, implementing, and monitoring management information systems that facilitate programs and provide metrics on the Office/Bureau's progress and tracking the accomplishment of goals, objectives and priorities.
• Coordinates projects designed to provide critical analytical data/information to Senior Officials. Represents the Office and speaks on behalf of the Bureau in a variety of forums.
• Represents the Office and speaks on behalf of the Bureau in a variety of forums ranging from events with external audiences, training sessions at FSI, internal briefings, and key meetings with Department and White House leadership.

• Develops, customizes, and/or acquires applications software programs and tests, debugs, and maintains an assigned suite of software programs.
• Conducts analyses of technical requirements for systems and services in the assignment area that often cross organizational lines and combine two or more discrete IT functions.
• Develops Consular Affairs policies and methods to facilitate the security of and integrity of consular data, including the implementation and integration of multiple cybersecurity products to ensure the proper auditing of data access and use.
• Coordinates the technical planning, design, development, testing, implementation, and management of internet/intranet activities associated with the administration of the assigned websites, including both front-end and back-end development.
• Serves as web developer/administrator for one or more Consular Affairs websites.

• Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations, bureau(s), or major bureau components or programs.
• Supports and provides advice, guidance, and recommendations on the budget process and the assigned budget area to program officials and other managers.
• Develops recommendations for budgetary adjustments to support unanticipated changes in program operations and /or funding.
• Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities may occur if recommendations are accepted.
• At the GS-12 level, the incumbent performs essentially the same duties as outlined below however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-13 level.

• Directs staff in formulation of cost-type budgets, programs, and other fiscal schedules in Bureau of Administration.
• Directs, analyses, and evaluates the effectiveness of program implementation on budgetary functions and the monitoring of control point expenditures in relation to their planned levels.
• Develops concise and clear picture of budget estimates and supporting narratives through utilization of comprehensive financial reporting system.
• Carries out full range of supervisory duties and responsibilities typical of first level supervisors in the Department.
• Advises Budget Officer concerning significant financial management matters and issues pertaining to current and proposed budgetary programs and projects.

• Serves as the Information Systems Security Manager for consular systems. Plans, oversees, and evaluates information security aspects of database management, testing, and maintenance.
• Advises senior management such as the Chief Information Security Officer [CISO], Chief Information Officer [CIO] and Authorizing Official or Designated Representative of changes affecting the cybersecurity posture.
• Develops long-range plans that address Federal Information Security Modernization Act (FISMA) requirements for consular systems and operations within the approved Enterprise Architecture.
• Develops policies and methods to facilitate the security and integrity of consular data to ensure the proper management and auditing of system and data access and use.
• Serves as a Government Monitor for contractual resources assigned to supporting cybersecurity for the bureau's FISMA systems, including managing the contractor's technical performance.

• Recommends procurement objectives in terms of competition and price range and the contractual vehicle, including use of pricing arrangements, subcontracting policy, set-aside policies, incentive-based contracts to motivate early competition measures.
• Prepares a variety of acquisition documents. Analyzes all elements of costs in contractors’ proposals and makes competitive range determinations.
• Performs the full range of contract administration responsibilities including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders.
• Investigates and resolves contractor delays or instances where deliverables do not meet the quality levels established by the contract.
• Analyzes market trends, distribution patterns, and technological advances, as well as the socioeconomic considerations on the procurement actions.

• Provides expert guidance on all aspects of position management, recruitment, assignment, and evaluation to senior managers..
• Negotiates with management as necessary to gain acceptance and implementation of proposals where additional resources, changes in procedures or goals conflicts exist.
• Conducts research, fact finding, and resolves a variety of moderate to complex issues to include, but not limited to reconciling data and information, resolving differences, and recommending actions that may be precedent setting.
• Analyzes and synthesizes operational data and prepares program status reports for review by the Executive Director, through the NEA SCA/EX HR Director as requested.
• Maintains continuing liaison with other Department functional and regional bureaus in order to recruit and fill short term staffing demands in NEA and SCA regions.

• Chairs regular meetings and conference calls of the Nuclear Trafficking Response Group (NTRG).
• Leads policy development efforts on counter radiological/nuclear (R/N) smuggling and ensures integration of U.S. Government counter nuclear smuggling policies.
• Develops and implements policies to counter the smuggling and trafficking of chemical and biological threats.
• Coordinates with the interagency, regional bureaus, and posts to ensure U.S. foreign assistance related to counter R/N smuggling has appropriate monitoring and evaluation procedures.

• Directs the comprehensive management of Employee Relations (ER) cases, ensuring timely resolution, accurate documentation, and compliance with federal regulations and FSI policies. Regularly updates leadership on case progress and outcomes.
• Develops and implements bureau-specific Employee Relations policies, aligning with federal guidelines and organizational goals, while also providing Bureau-wide leadership on Federal leave programs to ensure compliance with agency regulations.
• Serves as a subject matter expert to senior leadership, offering authoritative advice on complex ER issues, including performance management, disciplinary actions, and grievances.
• Designs and delivers bureau-wide Employee Relations training programs, ensuring staff and managers understand their roles in fostering a fair and compliant workplace.
• Performs supervisory functions, managing staff performance, assigning work based on priorities and capabilities, and integrating DEIA principles into all Employee Relations initiatives.

• Serves as Contracting Officer’s Representative (FAC-COR Level 2) on all contracts that support assigned offices.
• Maintains accurate records of contract activities and decisions using electronic files, spreadsheets and similar tools that are readily accessible to peers and leadership.
• Liaises between the Office of Acquisitions Management (AQM), contracting officers, customers, and leadership to establish requirements, and provides input to the department's overall procurement plan.
• Serves as a primary procurement and contracting advisor and performs the full range of purchase card and contract administration responsibilities.
• Plans and oversees office moves for clients. Oversees project managers, contractors, and other implementing partners. Manages 3-4 simultaneous projects with dollar values up to $1M.
