As a SUPERVISORY PHYSICAL SCIENTIST at the GS-1301-15 some of your typical work assignments may include:

• Incumbent is responsible for managing a portfolio aimed at evaluating emerging technologies in the broad area of Chemical and Biological Defense (CBD) for the warfighter.
• Experimentation efforts include, but are not limited to the planning, coordination, and execution of Technology Concept Assessments, Technology User Assessments, and Advanced Technology Demonstrations.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated 12/22/2023.

The incumbent serves as a Scientific Advisor to the assigned Technical Support Group (TSG) Chief in the Contingency Operations Department (OI-CO) and provides scientific and technical expertise to DoD, National Security Staff, and other US Government Department/Agencies (D/As) senior officials to prevent, protect from, respond to, and recover from radiological and nuclear (R/N) threats or incidents.


As a PHYSICAL SCIENTIST at the GS-1301-12/13 some of your typical work assignments may include:

• Participates as a member of the Technical Support Group (TSG) to deploy in support of Combatant Commander and other federal D/As in R/N emergency response events and training.
• Provides expert scientific, technical, policy advice, opinions and recommendations.
• Serves as focal point by providing support and input into program planning, management, review, and oversight of specific Research and Development programs related to radiological/nuclear matters.
• Develops authoritative analysis and reports.
• Conducts formal presentations and briefings within DTRA, other DoD components and agencies, federal D/A's, and allied partners on R/N response capabilities, technical challenges, program, and policies.
• Provides input to the planning and conducting of major studies of extreme difficulty involving key DTRA and DoD national defense and other U.S. D/As/R/N programs, national security policies, and regulatory requirements, to include relevant Host-Nation (HN) and international requirements, to provide findings and technical solutions.

As a PHYSICAL SCIENTIST (JAIEG) at the GS-1301-14/15 some of your typical work assignments may include:

• Advise the Mutual Defense Agreement (MDA) policy offices in NNSA DADP and ASD(NCB) on courses of action with respect to developing and implementing statutory authority for transmitting atomic information
• Direct research efforts designed to decrease the vulnerability of U.S. and NATO armed forces to nuclear weapon effects
• Develop required programmatic and fiscal documentation related to classified atomic information exchange technologies to support the planning, programming, and budgeting system
• Represent the U.S. at all meetings with interested U.S. government agencies, nuclear weapons laboratory officials, and international parties concerning lawful transmittal of Restricted Data and Formerly Restricted Data
• Provide technical expertise and direction through publication and/or necessary revisions to JAIEG handbooks for interpretation of agreements and statutory determinations for transmittal of specific U.S. atomic information proposed for release to foreign governments or regional defense organizations
• Manage the JAIEG office consisting of two subordinate government personnel and eight contractor personnel ensuring successful task performance and proper workload within the office

As a SUPERVISORY PHYSICAL SCIENTIST at the GS-1301-15 some of your typical work assignments may include:

• Incumbent is responsible for supervising and managing a portfolio of research efforts aimed at developing supportive technologies in the area of chemical and biological detection.
• Serves as the senior DTRA-CB subject matter expert in the areas of chemical and biological detection.
• Is recognized both within and outside the organization as a technical authority, expert and consultant in a broad range of scientific subject-matters and programs related to the development of detection technologies against biological and chemical threats.

As a HUMAN RESOURCES SPECIALIST at the GS-0201-13 some of your typical work assignments may include:

• Serves as Senior Human Resources Specialist with responsibility for assisting other Human Resources Specialist in analyzing, planning, coordinating, and executing various civilian personnel functions to include recruitment, placement, retention, and numerous employment activities.
• Provides expert advice to senior leaders, directors and supervisors on civilian personnel management programs and policies covering a civilian workforce comprised of General Schedule (GS), and Defense Intelligence Civilian Personnel System (DCIPS)/General Grade (GG) employees related to hiring practices associated with numerous employment activities and a variety of special recruitment programs to include programs that emphasize affirmative action outreach and non-competitive sources of candidates.
• Serves as a subject matter expert on assigned personnel special emphasis programs and/or special assignments and provides expert guidance and services regarding these programs/assignments.
• Analyzes and evaluates program execution; recognizes problems and problem areas; originates solutions to complex or unusual issues; and is cognizant of areas requiring coordinated efforts. Develops recommendations with options for new methods or procedural changes.

As a CONTRACT SPECIALIST at the GS-1102-14 some of your typical work assignments may include:

• Serves as Contracting Officer with unlimited signatory authority for a significant system or program. The programs require a diverse type of contract support, distinguished by all contract types, the aggregate value of which is in the hundreds of millions of dollars.
• Serves as Team Lead with full responsibility for the technical management of the work of a team of Contract Specialists. Acts as a technical expert on contractual and business matters for the team and provides advice relative to developing and executing acquisition strategy, including using appropriate contract types, source selection advisory information, cost and pricing issues and use of appropriate contract clauses. Reviews completed work to ensure compliance with statutory and regulatory guidance and the quality of work products.
• Distributes and balances workload among employees of the team. Reports on the performance, progress, training needs, and behavioral problems of team members, relaying information and recommending action regarding the personnel needs to the supervisor.
• Directs the full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims, and similar matters. Plans, develops, implements, maintains, and administers all contractual aspects of the acquisition program to develop innovative contractual language, terms and conditions. Conducts negotiations for the acquisition of a system or programs. Directs and performs post-award negotiations involving contract changes or modifications.
• Meets with customers on a regular basis to ensure customer needs are recognized and sufficient acquisition planning takes place. Strives to improve productivity and the quality of work products, exercises oversight in order to preclude instances of fraud, waste, and abuse, taking appropriate action should any be found. Promotes competition under the Competition in Contracting Act and endeavors to meet all socioeconomic goals assigned. Provides broad administrative policy direction as it relates to overall accomplishment of DTRA, Federal, and DoD contracting laws and regulations.
• Develops alternatives to produce best value supplies and services, as well as manages all aspects of the life-cycle of a contract or other vehicle (such as orders, basic ordering agreements). Develops and/or applies statutory and policy procurement-related requirements, supports attainment of government socioeconomic objectives, conducts market research, acquisition planning, cost and price analysis, solicitation and selection of sources, preparation, negotiation, and award of contracts through various methods. Responsible for the procurement of supplies, services, construction or research and development using formal advertising or negotiation procedures, the evaluation of contract price proposals, and the administration or termination and close out of contracts.

As a SUPERVISORY CHIEF OF STAFF at the GS-0301-15 some of your typical work assignments may include:

• The incumbent serves as the Chief of Staff for the SI Strategic Integration Directorate (SI), exercising full authority to act on all issues pertaining to all SI offices throughout the Agency.
• The position is responsible for providing oversight, direction, strategic guidance to the Directorate staff and is charged with integrating the staff through the implementation of the Directorate's activities within the CWMD mission space and across the DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities) spectrum.
• The incumbent manages all aspects of the Directorate's daily operations and the management and direction of the Directorate staff on behalf of the Director and Deputy Director of SI.

• Incumbent formulates DTRA policy and assists with the formulating DoD policy, through policy working groups. This collaborative approach extends to engagements with higher-level policymakers, where the Manager provides insights and recommendations to shape DoD and DTRA cybersecurity policy and directives.
