Serves as Subject Matter Expert and Senior System Administrator for a group of engineers and/or computer specialists responsible for software, hardware, technical documentation, scientific and direct engineering support essential to the safe and reliable operation of systems within the NAS/ CBP/DHS/DoD/ Forrest Services. This position will be responsible for coordinating efforts and advising the allocation of resources, providing input to employee performance and/or conduct and discipline issues, setting team and project priorities, assigning and monitoring tasks, establishing standard technical solutions, and mentoring and developing employees.
Applies in-depth information technology knowledge and expertise to plan and conduct projects/ programs requiring independent judgment and the ability to coordinate difficult and/or critical activities. Applies in-depth knowledge of agency policies and priorities in order to effectively evaluate and affect changes to existing directives, processes, and procedures. Applies knowledge in acquisition law, configuration management, and project management to determine the best avenues to study systems issues and implement solutions. Serves as organizational representative in meetings related to the technical aspects of improving the performance and effectiveness of assigned Agency systems, new system development, and resolution of complex problems associated with system operation. Provides expertise for strategic planning to address current business or operational needs and to meet long-range agency requirements; and investigates new or emerging technology involving state-of-art hardware and software systems to provide new or enhanced operations or capabilities. Collaborates with key stakeholders, commercial vendors or contracted service providers, other second-level engineering organizations, and external service customer representatives.
Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Communicates project details to stakeholder groups in a wide variety of forums and provides formal presentations and/or extensive written reports as required. Facilitates workable solutions among groups with conflicting priorities or agendas in order to make significant changes to operations, procedures, or processes; and effectively presents highly technical information and/or controversial recommendations to decision-makers.
Draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Provides guidance to lower level staff to solve difficult technical issues. Develops plans, techniques, and policies to address current or anticipated problems and issues.
This position requires involvement with and access to classified materials involving Customs & Border Protection (CBP) Law Enforcement systems, projects, programs, files, drawings and data. The applicant will be required to successfully complete a high risk security level clearance (e.g. Background Investigation).
