The incumbent will be an entry-level analyst and work with an audit team in a developmental capacity to conduct reviews of the efficiency and effectiveness of Department of Transportation programs. The incumbent makes key contributions to a variety of possible products, including audit reports, briefings to DOT leadership or congressional stakeholders, and management advisories. The incumbent conducts all assigned phases of the audit in accordance with Generally Accepted Government Auditing Standards (GAGAS).

The incumbent will be responsible for assisting with:

preparing a comprehensive plan to guide the work, including the methodology for examining and testing (such as using statistical and/or judgmental sampling) of records and internal controls to determine the degree of efficiency and effectiveness of programs;

researching pertinent laws, legislative history, regulations, contracts, and internal controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function is conducted; and the nature and extent of management authority and responsibility for the program or function;

conducting site visits at field locations to gather evidence, based on the approved work plan;

conducting interviews with program officials at Headquarters and/or in the field;

analyzing quantitative and/or qualitative evidence gathered to identify potential findings;

writing sections of the debriefs to senior OIG management and drafting written products summarizing the results of the review, including potential findings and recommendations for program improvements;

preparing work papers that provide support for key findings and potential recommendations;

conducting entrance and exit conferences with the audited agency and conducting follow-up inquiries to evaluate the adequacy of corrective actions taken on prior audit findings; and,

supporting the team in issuing final written products that adhere to high quality standards and reflect internal OIG management review and comments received from the audited agency.

The work of this position primarily involves program audits. The incumbent, a professional auditor trainee, works with a team leader in a developmental capacity, to determine the effectiveness and efficiency of organizations, programs, and activities applicable to the Department of Transportation programs.  

The audits may cover the relevance or appropriateness of program objectives; the extent to which a program achieves a desired level of results; factors inhibiting satisfactory performance; alternatives for carrying out the program; the adequacy of management controls; and the validity and reliability of reported program effectiveness.

The incumbent of this position applies professional accounting and auditing knowledge, standards, and principles in performing an objective and systemic examination of pertinent information and documentation such as records, management reports, management controls, and policies and practices affecting the outcomes and results of the transportation programs.

The incumbent research conducted, laws, legislative history, regulations, contracts, and management controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function is conducted; and the nature and extent of management authority and responsibility for the program or function.

As a member of an audit team, the incumbent assists in all phases of audit work - planning the audit, conducting the audit, and preparing the final product.

The incumbent assists higher-level auditors and/or analysts with examining and testing (using statistical and/or judgmental sampling) records and management controls to determine the degree of efficiency, and effectiveness of assigned programs.

The incumbent conducts all assigned phases of the audit in accordance with Generally Accepted Government Auditing Standards (GAGAS). The incumbent will also assist in conducting entrance and exit conferences with the audited agency and follow-up inquiries to evaluate the adequacy of corrective actions taken on prior audit findings; and, support the team in issuing final written products that adhere to high quality standards and reflect internal OIG management review and comments received from the audited agency.

Overview of the Role
You will provide a professional administrative service supporting the data cleansing activities of the CPS Programme for the Purchasing work stream. Working with colleagues and suppliers, you will ensure that the master data is accurate, complete and consistent to enable a seamless migration to a new ERP solution. You will have a proactive approach to problem solving, helping to resolve purchasing and invoice queries and will work with the SAP purchasing system (P2P) and other in-house procurement systems entering information and generating reports. You will be self-motivated and resourceful with excellent communication skills and the ability to work with a wide range of people and as part of a team. You will have strong numeracy and literacy and IT skills and be willing to undertake any training required that is relevant to your role.

What does the role entail?
* Resolving blocked invoice queries using SAP MRBR and ZMIR5 reporting
* Generating standard SAP reports and extracting master data
* Assisting with the correction of vendor records
* Liaising with suppliers to obtain company information to ensure the
completeness of vendor records
* Supporting the closure of completed purchase orders and identifying any
remediation required to maintain the GR/IR account
* Ensuring open purchase requisitions are approved or closed as required to maintain data quality
* Building up a network of staff contacts, liaising to discuss mutual problems and working to devise solutions which may be adopted as best practise
* Maintaining records and files to an auditable standard

Qualifications and Skills
Essential:
* Knowledge of SAP ERP System;
* Familiarity with working in a small team managing purchasing issues &
questions, working on your own initiative, good communicator and have the
ability to network across the organisation both internally and with external
suppliers;
* Accuracy of data entry into an ERP System;
* Ability to rectify master data corrections in a timely manner with an audit trail embedded;
* Good IT Skills and use of Microsoft Applications (Word, Excel, teams, MS
Office);
* Ability to maintain good working relationships both internally and externally;
* Strong analytical and problem solving skills with the ability to resolve complex queries;
* A willingness to undertake required training courses: procurement-related SAP training is mandatory.

Desirable:
* Good understanding of Purchase to Pay Cycle;
