APAC Marine Assurance Officer - Job Description
As a Marine Assurance Officer, you are an independent operational adviser, auditor and coach for the Company and vessels on matters related to marine assurance. You provide day-to-day Quality, Healthy and Safety, Security and Environmental (QHSSE) advice and active assistance within the business unit, department, vessel and or project. In this role, you ensure that all onshore and offshore activities are carried out with the highest regard to the health and safety of all personnel involved and the protection of the environment and the prevention of pollution.
Within the role you will advise Vessel Managers, Technical Superintendents and Masters’ on maritime regulations and the interpretation thereof to ensure Flag State and International Maritime compliance. You will advise Purchasers on equipment purchasing for ships to ensure they meet maritime regulations and standards.
You will implement vessel safety rules and practices to promote safety on our vessels, and leading by example towards compliance through a positive and safe attitude & through contributing to the HSSE awareness of all employees by coaching and advice. Develop and implement procedures, standards and guidelines that ensure vessel operations are controlled and performed in a manner that meets Company and regulatory safety and environment requirements.
You are also an important member of the QHSSE department within Fleet Services. Within this team, you will be part of a smaller team with specific tasks to complete. Being a team player and believing in teamwork is essential for these tasks.
When working with Fugro, no two days are the same. On one day, you could be preparing a vessel for an external inspection and on another day, you could be investigating an incident on board another vessel.
Detailed listing of work scope:
- Assist vessel manager in OVID/CMID inspections as requested by clients
- Responsible for arranging vessel ISM, ISPS, MLC, ISO 14001 audits with Class
- Responsible for the implementation and monitoring of drill schedule for assigned vessels
- Conduct vessel visits as required by company integrated management system (IMS)
- Assist in implementation and operation of training program for the fleet of vessels
- Become part of the office emergency response team
- Assist in the implementation and development of new procedures
- Assist in the development of fleet circulars and safety memo’s
- Assist in incident/accident and near miss reporting
- Conduct root cause analysis and incident investigation as per company’s requirement
- Monitor the HSE KPI’s and report on these at the office safety meetings
- Assist with the effective close out of office NCR’s and Observations in timely manner
- Assist with the monitoring and effective close out of vessel raised NCR in timely manner
- Assist with the upkeep of the NCR/Incident/Near Miss tracking lists and necessary close out in timely manner
- Attend any charterers safety meetings, HAZID/HIRA or other matters as designated by DPA and QHSSE Manager
- Assist with the briefing of shipboard senior officers prior to joining the vessel
- Ensure the most up to date legal register, flag circulars and publications including updates on regional and vessel trading/operation areas
- Act as Deputy DPA and Deputy CSO and to support in the completion / submission / implementation and update of SSA / SSP
- Contribute and participate in all QHSSE matter as most appropriate that is in line with the Company’s HSE policy and requirements
Essential
- Academic / higher professional education and / or working level and previous experience as a 2nd officer or higher rank preferably in the offshore industry with Dynamic Positioning experience.
- Onshore experience in a similar role.
- Sound knowledge of International Maritime legislation (ISM, ISPS, MLC, ISO etc.), as well as versed in HSSE regulations.
- You focus on continuous improvement and are HSSE performance driven.
- An excellent communicator (verbally and written) and able to form good working relationships with clients and colleagues at all levels.
- Disciplined, self-motivated and flexible team player.
Desirable:
- You have an Internal Auditor qualification. NEBOSH international diploma or equivalent is preferred.
