• Provides expert guidance to senior officials, Small Business (SB) professionals, Contracting Officers, program managers, regarding SB targets and matters relative to SB Program development and expansion of SB participation in acquisition programs.

DUTIES:

• Initiation of orders for pharmaceutical and supply items through the Prime Vendor or other mandatory sources; assuring adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases, assuring inventory control through perpetual evaluation and analysis, funds control, receiving shipments of goods, assuring compliance with storage requirements for pharmaceutical items, and liaison with company representatives and managerial staff
• The incumbent will also review or prepare documents and reports regarding financial status, procurement issues, or inventory; verify or abstract information contained in various documents and reports; maintain various procurement files; and resolve discrepancies in shipments, payments, or other documentation
• The position requires the ability to function independently and requires exceptional skill in oral and written modes of communication.
• Has operational responsibility for ongoing inventories of drug products and pharmaceutical supplies and their procurement. Cost-effective turnover must be consistently identified and maintained. As a result, he/she must possess a thorough knowledge and understanding of procurement sources (i.e., prime vendor, open market, government excess, posted stock, and local), VA manual and associate circular procedures, and hospital procurement policies and procedures. Display a thorough understanding of policies, procedures, basic accounting and budgetary skills, the incumbent assures that pharmaceuticals and supplies are procured and maintained in the most cost- effective manner
• Works closely with appropriate staff (administrators, information technologists, supervisory, pharmacists, and other procurement technicians) to ensure seamless operation of the Drug Accountability Program. Resolves issues relating to drug accountability; identifies problems and corrects or elevates them to the appropriate level.

This position involves a multi-grade career ladder. The major duties listed below represent the performance level of GS-6. At the GS-5 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

Duties to include, but not limited to:
Performs direct medical supply Purchasing to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans. This is a direct patient care position and the incumbent must work directly with the Veteran, his/her family, surgeon or clinical provider. Initiates procurement of all outpatient medical requirements to include; direct individual purchases to the Veteran, stock purchases for immediate availability, all medical surgical implants used during surgery, and/or rental requirements associated with continual outpatient medical equipment and supplies. Read, understand, and adhere to VA Provider Prescriptions/Consult to determine eligibility and entitlement of a Veteran's status for prescribed equipment and understand and follow acquisition regulations per VHA Directives and Handbooks, VISN policies and station memorandums, the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations (VAAR). Account for all expenditures and inventory working between two separate programs, the purchase card and the prosthetics program; which require the use and knowledge of unique 2237 or 1358 obligation methods. Balance expenditures against obligations between the programs and document all inventory and purchasing actions in the Veteran's medical record and make medical notes to update the clinical provider, PSAS staff, Veteran and his/her family.

Procurement and Purchasing Support

• Performs procurements within the simplified acquisition threshold through competitive open-market procedures or by placement of an order or blanket purchase agreement under a GSA Federal Supply Schedule (PSS) contract.
• Makes purchases of equipment, commodities and services using standard methods. Determines any additional information needed to support or complete purchase requests. Coordinates with requesting offices to obtain additional information determined necessary to support or complete purchase requests.
• Performs technical level purchasing support adhering to the FAR, VAAR, VHA, and Prosthetics Directives and Handbooks, VISN policy and station memorandums to acquire patient specific medical equipment, supplies and services. To include; rentals to meet the outpatient medical needs of the services, which include all outpatient durable medical equipment and supplies, rehabilitation equipment, mobility and daily living aids, neuro-sensory, home oxygen, inpatient surgical implants and supplies.
• Determines if requests or portions thereof can be met from Government sources. Determines appropriate commercial sources. Determines extent of competition required. Determines methods of solicitation. Prepares synopses for Commerce Business Daily.
• Develops Requests for Quotation. Identifies situations warranting vendor on-site orientations or conferences for prospective vendors prior to submissions of quotations.
• Solicits competitive offers. Actively seeks new sources and potential vendors. Evaluates responses to bids and requests for proposal.
• Documents all recommendations and actions. Compiles statistics and prepares reports on purchasing

• Performs a variety of duties in connection with receiving, storing, issuing, shipping, etc. within a warehouse area. Receives and unloads incoming merchandise deliveries. Opens, inspects, counts, marks, unpacks, segregates, and/or tags items. Verifies items against appropriate documentation to ensure correct items and quantities have been received; checks cost and retails prices; reports shortages, overages, damaged items, or any other discrepancy noted to the supervisor. May sign for merchandise received.
• Warehouses stock according to specified locations. Periodically checks labels or bins for location accuracy; corrects or notifies supervisor of problems. May be assigned specific area for the performance of this function. Pulls merchandise in accordance with established procedures for shipment, transfers or customer orders as directed by system or supervisor. Verifies information shown on respective documents against information on merchandise or labels.
