Technical Officer
- Engineering & EstatesNorfolk & Norwich University Hospital
Full time – 37.5 hours per week – Mon-Fri 0800-1600 hours, flexibility required.
Fixed term contract – 24 Months
Salary £40,389.54
- £47,362.84 depending on experience, plus Serco benefits.
Main Purpose:
Working closely with the site maintenance and project teams at the Norfolk and Norwich University Hospital (NNUH), this Estates Officer role will support a busy operational Estates Department in the collation and provision of mechanical, electrical, specialist services, life cycle and building fabric information to ensure the timely completion of audit material for the Department of Health, Centre of Best Practice (CoBP) programme.
The role will also support at a technical level across all electrical, mechanical, and building infrastructure to include but not limited to specialist systems and equipment to include Ventilation, Fire, Medical Gas, Boilers and Pressure Systems, etc.
This is a new temporary role which is required for a period of 24 months providing support to the Contract Director in this significant area of high business risk activity.
The role reports to the Operational Manager and will be part of the Engineering Team, working within the Operational Team supporting both Centre of Best Practice work streams and where required operational work streams.
Main Accountabilities:
- Asset lifecycle and service delivery information on site both electronically and in hard copy will be identified with each Estates Service Lead and the required compliance/asset information extracted and used to support the CoBP audit question sets set by the Surveyor covering Electrical, Mechanical and Building service infrastructure within an acute Healthcare setting.
- Carry out detailed site surveys to gather relevant information to produce detailed asset data base information and detailed written reports relating to key CoBP and operational data/information requirements.
- Review with the Estates Service Lead the informal and formal audit findings (Relevant Reports), working with the CoBP Technical Manager and the Operational Manager to put in place project and improvement plans to include client liaison and progress management, analysis, and reporting.
- Production of rectification programmes for identified issues (Relevant Reports) working with the operational team or approved third party contractors, to satisfy agreed and contractual timelines.
- Maintain the information databases creating files and folders within the Estates Shared Drive as required to ensure an effective Health and Safety File is maintained, ensuring all data and reporting is accurate and up to date with detail and changes to site data is communicated to all stakeholders.
- Ensure that the CoBP Portal is utilised and maintained for the accurate recording and management of client (Appointers) information.
- Support the site team to ensure the Site Estates Management Information Systems continue to produce ease of access, flexibility, useability working with the CAFM Manager where work will affect day to day service provision.
- Site attendance is permanently required for the working week to ensure that support is on hand for the site teams and to ensure the required site and documentation familiarity is integrated and sustained.
- To ensure that financial and commercial risks from any CoBP survey outcomes are appropriately mitigated using the Site Estates Management Information Systems and and delivery of work streams to agreed deadlines.
- Assist the site estates teams in any review of their risk registers as a result of the project outcomes.
- Work with the site Estates teams and directly with approved sub-contractors to ensure sufficient resource and focus is provided to agreed programmes of work to manage required outcomes through to resolution.
What you will need for the role:
Technical qualification in a relevant engineering, building or allied discipline, and/or demonstrable experience in a building services engineering role.
The role-holder should:

- Must be flexible and willing to meet and work across competing demands and priorities.
- Preferably have worked in a healthcare maintenance and service delivery environment.
- Understand how lifecycle works are managed and delivered.
- Have experience of Computer Aided Facilities Management Systems and Helpdesk

- Be customer focused.
- Be pragmatic and grounded, maintaining a sense of humour.
- Take great personal satisfaction in delivering as a team, and to feel personal accountability for failure.
- Significant attention to detail, structure, planning and delivery.
- Ability to communicate effectively across all levels of the Estates Team and client liaison.

Knowledge:
- Knowledge of Healthcare Estates and Engineering systems
- Knowledge of Healthcare Estates Life Cycle and use of Estatecode.
- An understanding of technical and building standards as applied to Building Services and it would be an advantage if there was an understanding of Healthcare Engineering
- Knowledge of PFI contracting arrangements and liabilities would be advantageous.
Skills & Experience:
- Be proficient and have demonstrable IT skills and experience in the use of Microsoft Office (PowerPoint, Excel, Word, etc.), knowledge of CAFM and CMMS.
- An ability to learn and understand the complexities of building an Estates Document management system in a complex Acute Healthcare setting.
- Understand the importance of relationship management at all levels of technical healthcare delivery its organisation and working collaboratively with the various stakeholders.
- Excellent analytical skills with ability to assimilate information quickly and communicate key messages simply and effectively to the business to aid decision making.
- Can write technical reports.
- Understand the need to be commercially astute and financially aware.
- Should be able to demonstrate leadership and have ability to create and develop key relationships to support activity outlputs.
This role involves dynamic participation in supporting the site teams in a way that allows the completion of the audit information whilst freeing up the operational and Project Teams’ ability to deliver business ss usual (BAU). An operational understanding is therefore required of Health and Safety information, Compliance certification, Procedures, Policies, Operating and Maintenance Manuals, Drawings and the overarching Health and Safety File. The role will be supported by the Technical Manager and the Head of Technical Services.
