Job Description

Service Care Solutions is recruiting on behalf of a Local Authority in South Devon for a dedicated Accountant (Housing Services) to join the team on a permanent basis. The successful candidate will ensure compliance with the Housing Revenue Account accountancy regime, Local Authority Financial Regulations, and Contract Standing Orders. Working closely with the Housing Management Team, you will contribute to delivering efficient, value-for-money services to tenants while maintaining the Council's financial records in line with legislative and professional standards.

Main responsibilities

• Prepare and monitor Council budgets, providing monthly reports to management and key stakeholders, and attending meetings to explain the financial position. This ensures financial transparency and accountability.
• Offer financial advice and produce reports for various officers and Council Committees. This is critical for informed decision-making and maintaining compliance with financial regulations.
• Ensure compliance with the Housing Revenue Account (HRA) regulations, Financial Regulations, and Contract Standing Orders. This is essential to maintain the integrity of the Council's financial operations.
• Provide financial support for service reviews and special projects, including benchmarking and ensuring value for money. This helps drive efficiency and effectiveness in service delivery.
• Assist in the closure and production of the Authority's Final Accounts and ensure all necessary reconciliations are performed. This ensures accurate financial records and compliance with statutory requirements.
• Provide training and support to non-financial staff, ensuring they understand financial processes and implications. This promotes a cohesive working environment and better financial management across the Council.

Candidate Requirements

• A CCAB-recognised qualification (ideally CIPFA) or significant relevant finance expertise.
• Understanding of Local Authority finance, particularly the Housing Revenue Account (HRA), and current issues in local government. This is crucial for effective financial management within the specific context of local government.
• Strong organisational and time management skills, attention to detail, and the ability to work under pressure to meet deadlines.
• Competence with IT-based financial systems, spreadsheets, and familiarity with Microsoft products. This is important for managing financial data and producing reports.

Future potential to manage own caseload of care home residents. Support and work with CCG Medicines Management (MM) Team to undertake clinical medication reviews with patients with multimorbidity and polypharmacy and implement own prescribing changes (if an independent prescriber) and order relevant monitoring tests. Provide patient facing clinics for those with questions, queries and concerns about their medicines in the practice. Provide telephone support for patients with questions, queries and concerns about their medicines. Act as a source of medicines information for all of the practice team and patients, (such as around doses, side effects, adverse events, possible alternatives, i.e. around out of stocks). Suggesting and recommending solutions. To reconcile medicines following discharge from hospitals, intermediate care and into care homes, including identifying and rectifying unexplained changes and working with patients and community pharmacists to ensure patients receive the medicines they need post discharge. Set up and manage systems to ensure continuity of medicines supply to highrisk groups of patients (e.g. those with medicine compliance aids or those in care homes). Work in partnership with hospital and local provider colleagues (e.g. care of the elderly doctors and clinical pharmacists) to proactively manage patients at high risk of medicine related problems before they are discharged to ensure continuity of care. Managing caseload of patients with common/minor/self-limiting ailments while working within scope of practice and limits of competence. Signposting to community pharmacy and referring to GPs or other healthcare professionals where appropriate. Manage own caseload for patients and diagnose people with long term ailments while remaining within scope of practice and limits of competence. Referring to GP and/or other healthcare professionals where appropriate. Ensure that patients are referred to the appropriate healthcare professional for the right care. Ensuring that the addition of the pharmacist to the clinical team results in a reduction in workload for other clinicians. Put in place changes to reduce the prescribing of these medicines to high-risk patient groups. Manage the repeat prescribing reauthorisation process by reviewing patient requests for repeat prescriptions and reviewing medicines reaching review dates and flagging up those needing a review. When you'll be working: Mondays, Thursdays and Fridays Mornings before school (7am-9am), Afternoons after school (2.30pm-6.30pm) (In school holidays hours will change to 11am-5pm) Alternate Sundays (10am-6pm) 18-26 hours a week Part Time What you'll be doing: This role is to support a 4 year old littleboy with complex health needs, in his family home and escorting him to and from school. There will be a morning shift, in which you would get him ready for school and take him to school. Then there would be an afternoon shift, in which you would collect him from school and take him home and then support him in the family home. You would be supporting this young client with all his needs; including washing, dressing, toileting, medication, moving and handling support and managing clinical equipment. Full training, shadow shifts and ongoing support will be provided.
