• Plans and conducts audits and projects of Department of Veterans Affairs programs, functions, and operations to prevent and detect Fraud, Waste, and Abuse (FWA).
• Identifies problem areas for potential review and develops project objectives, seeking tools and data sources.
• Ensures that audit and project documentation is complete, reliable, and meets professional standards.
• Adequately defines and communicates the purpose, scope, progress, and results of specific audit and projects to leadership.

• Responsible for the administration and technical supervision and direction of staff in the Division of Tribal Leases specific to the Indian Health Service (IHS) Tribal Lease Program (TLP).
• Conduct meetings for problem sharing and decision-making and effectively communicate with all levels of the agency on TLP activities.
• Responsible for all activities relating to 105(l) leases, pursuant to the Indian Self Determination and Education Assistance Act (ISDEAA), including the development and administration of the TLP budget, and for the leadership and policy direction of the IHS TLP program. Serves as the primary advisor to the ODSCT Director and Deputy Director of Business Operations, and the IHS Director, on 105(l) lease issues as they relate to the IHS Self-Determination and Tribal Self-Governance Programs.
• Serve as the primary representative of the IHS with Federal, Tribal, State and local governments and private organizations in matters pertinent to the IHS TLP program objectives. Participates in Intergovernmental study groups and initiatives where expert knowledge of the ISDEAA, including 105(l) leases, are required.
• Coordinate interdepartmental consultation including the Office of the General Counsel as necessary to resolve complex procedural and legal issues that may be involved in the appeals; and finalizes the appropriate response.
• Lead the development of annual congressional budget justification for the IHS 105(l) lease program, consult with agency Senior Executives, provide the Director, IHS, with background information prior to any congressional hearings in support of the budget request.

The incumbent will perform a wide variety of high-level Senior Programmer/Software Architect/Software Developer duties connected with the initiation, management, coordination, development, systems integration, and execution of critical software application development activities. The incumbent assists and advises senior management with efforts to ensure adherence to OIT/SPM development processes, change and configuration management processes, development resource allocation, software tools selection and schedule commitments.

The incumbent initiates, leads, performs and coordinates activities that include ensuring successful development of approved software applications, leading development and systems integration efforts of enterprise application software, infrastructure or operating system software in support of mission critical and routine enterprise functions (e.g. using current methodologies such as web services, creating web service wrappers for legacy systems, using Object Oriented program languages and modeling artifacts), develops leading edge strategies, standards and policies for developing advanced computer software applications, The incumbent leads the maintenance and testing of legacy software ensuring that enterprise solutions work with production software, ensuring that standards, protocols, methods and techniques are included as part of the development unit testing of the software solutions. Validates and leads documentation efforts of application software within the enterprise, preparing and validating technical/programming specifications as required. Collects, validates, and provides technical input and support for the Contracting Officer Representative (COR) working on OIT/SPM contracts, and liaises across VA business lines for consolidated efforts and for existing software development and integration efforts. They will also recommend, and modify technical strategies to reflect changes in project scope and objectives, as well as recommending incorporation of new software strategies and methods for OIT/SPM (e.g. mobile computing, Service Oriented Architecture (SOA), analytics in Big Data)

The incumbent is expected to have in-depth experience leading requirements planning, procurement, design, modification, integration, testing, and deployment of IT systems; experience providing oversight for the development of IT systems test strategies, plans, and scenarios and working with internal and external stakeholders, as well as expertise in VA and industry IT security concepts, policies, standards, and methods in order to effectively integrate with other systems, and protect Veteran data against vulnerabilities.

The incumbent must have a mastery of one or more of the following programming languages (M, Java, Delphi, C++, C#, Objective C, HTML5, COBOL, Oracle, Visual Basic .NET and integrated development environments (IDE) such as Eclipse, etc.) in order to lead design and code reviews, make recommendations to the Technical Reference Model (TRM) group regarding tools and standards, and experience in Oracle Hyperion Financial Management (HFM), Accounting, Oracle Analytics Server (OAS), and Informatica is mandatory.

As a Procurement Analyst, you will:

• Plan, direct, and coordinate the Acquisition Strategy Review Board (ASRB) oversight program. Oversee the approval of all Major DOT Acquisitions to assess their impact on the Department's budget and operations, ensuring alignment with Secretarial and Administration goals and priorities.

As a Drug and Alcohol Policy Advisor, you will:

• Provide authoritative information and analysis, either written or oral, that identifies, interprets, and develops alternatives and options to complex questions of Drug and Alcohol policy.
• Recommend effective methods to implement and comply with the drug and alcohol statutes and regulations.
• Draft policies and procedures and assists with drafting regulations related to the implementation of the drug and alcohol testing requirements.

Duties include but are not limited to the following:

• Define appropriate levels of system availability based on critical system functions and ensure that system requirements identify appropriate disaster recovery and continuity of operations requirements to include any appropriate fail-over/alternate site requirements, backup requirements, and material supportability requirements for system recover/restoration.

• Serves as a departmental technical expert and authority on all aspects of procurement and contract actions.

The major duties of the Administrative Officer position include, but are not limited to, the following:

• Supervise a team to ensure administrative services of the business office is successful.
• Responsible for keeping the organization's revenues and spending in balance.
• Oversee the successful formulation, implementation, tracking and close-out of all interagency agreements, contracts, and task agreements.
• Participate on the management team and ensures all administrative services to managers and program staff are implemented.
